SUBJECT: Election Procedure to Fill a Tenant Vacancy on the Manufactured Home Rent
Stabilization Panel.
DEPARTMENT: City Manager's Office
BACKGROUND
A tenant vacancy has been created on the Manufactured Home Rent Stabilization Panel due to the
resignation of Thea Paul. The Ordinance does not contain provisions for vacancies. An election
was conducted amongst a tenants group of eight residents without authority from the City Council.
Under the advice of the City Attorney, an election process must be carried out In order to validate
the process and to allow all the tenants to designate a new panel member to represent them. The
election process the City Clerk intends to Implement is as follows:
The Clerk will put a public notice in the newspaper, at City Hall, the libraries and other
typical posting places on March 18 Informing park tenants that there Is a vacancy on the
panel and requesting Interested people to Inform the City Clerk of their desire to run In the
election in order to serve on the Panel. This notice will be sent to the Parks for posting.
The final filing date will be March 30.
• On April 1; the City Clerk will mall ballots to all tenants In the Parks covered by the
ordinance with a list of all the candidates, with directions to chose one candidate. These
must be returned to the City Clerk's Office by 5 pm on April 8.
• Ballots will be counted on April 9. The new panel member will sworn In and Installed at the
regularly scheduled Panel meeting on April 14, assuming responsibility Immediately.
RECOMMENDATION:
Direct the City Clerk to carry out the election procedures as described.
