TRAFFIC SIGNAL INSTALLATION AT THE INTERSECTION OF
ORCHARD VILLAGE ROAD/DALBEY DRIVE
Community Development
After the start of the school season in September, 1992, the Traffic Engineering Section received
several requests from the area residents and the School District for consideration of traffic signals
or other measures to enhance the pedestrian safety at the Intersection of Orchard Village
Road/Dalbey Drive. The requests were a result of an auto/bicycle accident which occurred at the
Intersection on the first day of school on September 10, 1992.
DISCUSSION
Staff has completed a detailed traffic study to address the concerns raised for the safety of children
at this Intersection (Exhibit A). Options evaluated in the traffic study Included:
1. Installation of traffic signals.
2. Installation of pedestrian activated signals.
3. Installation of flashing beacons.
4: Assignment of an adult crossing guard.
5. Closure of the existing pedestrian easement on the west side of the street, between Orchard
Village Road and Avenida Rotella, and directing students to cross at the signalized Intersection
of Orchard Village Road/16th Street (Exhibit B).
After careful evaluation of the various alternatives, staff has concluded that a full traffic signal is
warranted at this intersection. The traffic signal would Improve the vehicular and pedestrian flows
at the Intersection. The signal would also result in decreased traffic volumes on Avenida Balita,
which is currently being used by a large number of motorists as an alternative to making left turns
at the Dalbey Intersection. The signal would also provide better signal spacing along Orchard
Village Road, where the signals will eventually need to be synchronized.

Staff also recommends that, the existing pedestrian easement between Orchard Village Road and
Avenida Rotella be closed and the school crosswalk and Its associated signs/legends be removed
until the signal Is operational and appropriate signs and stripings are in place. In addition, a
"Suggested Route to School" for this school recommends that this crossing not be utilized and that
students be directed to the signalized Intersection at 16th Street in order to avoid Orchard Village
Road (Exhibit C).
No funds are allocated in the FY 1992-93 budget for this project. The total cost of the project is
estimated to be about $130,000. A potential source of funding is the General Fund contingency
funds in the present fiscal year.
PUBLIC PARTICIPATION
On January 6, 1993, staff conducted a public participation meeting at Placerlta Junior High School
where several area residents, members of the parent advisory groups, and school and district
officials attended. Staff presented the findings of the traffic study to those in attendance. The
citizens attending the meeting were generally In support of the staff recommendations but
expressed the following additional concerns:
They would like to request the City expedite the project with the goal of having the signal
operational by the end of Summer, 1993.
Staff believes that It may be possible to complete Installation of the signal improvements prior
to the beginning of the next school year, but It may increase the project cost between ten to
twenty percent. If the Council wishes to accommodate this request, we will proceed accordingly
and address the additional funding at the advertising for bid phase.
2. Some felt that the closure of the pedestrian easement will not effectively prohibit students from
crossing the street at this location. They would like the City to consider assigning an adult
crossing guard to this location on a temporary basis, until the signal is operational.
As discussed In the attached Exhibit A, the warrants adopted by the City Council for crossing
guards are applicable only to elementary schools. Adult crossing guards normally work two
hours or more during the morning and afternoon school peaks because each elementary school
has variable start/finish times. The students attending Placerita Junior High School cross the
street for only about half an hour In the morning and in the afternoon. For this reason, it is
usually difficult to hire an employee to work such short periods. The City might have to employ
a person for a minimum of four hours a day at this location, regardless of the actual time period
when pedestrians cross the street. In that case, the budget Impact of this option would be
about $8,000 per year, or about $4,000 for the remainder of this Fiscal Year. Staff also believes
that due to the number of traffic lanes and the relatively high speeds on Orchard Village Road
(posted speed limit is 45 miles per hour), it might be difficult for an adult crossing guard to
effectively control the intersection for pedestrian crossings. Because of the above, staff does
not recommend this option. If the Council wishes to consider an adult crossing guard at this
location on a temporary basis, It should appropriate an additional $4,000 for_this purpose.

RECOMMENDATION
1. Approve staff's recommendation to Install a traffic signal at the intersection of Orchard Village
Road/Dalbey Drive and direct staff to proceed with the design of the traffic signal.
2. Direct staff to work with the owner of the property on the west side of Orchard Village Road,
to close the pedestrian easement between Orchard Village Road and Avenida Rotella, and to
remove the existing yellow crosswalk and Its associated signs/striping until the signal is
operational.
3. Appropriate $12,000 for the design of the traffic signal from the General Fund Contingency
Fund, which will be reimbursed with mid -year adjustments; the remainder funds ($118,000) to
beappropriatedat the time of advertising the project.

SUBJECT: TRAFFIC OPERATIONS AT ORCHARD VILLAGE ROAD/DALBEY DRIVE
After the start of the school season in September 1992, the Traffic Engineering section received
several requests from the area residents and the School District for consideration of traffic signals
or other measures to enhance pedestrian safety at the intersection. The requests were prompted
as a result of an auto/bicycle accident which occurred at the intersection on the first day of school,
on September 10, 1992. The following summarizes staffs evaluation of traffic conditions and
potential options to address the citizens' concerns:

Dalbey Drive is a two-lane street and forms a T -intersection with Orchard Village Road, which is a
four -lane street with a raised median and left -turn pockets at the intersections. Dalbey Drive is
controlled by a stop sign. Yellow school crosswalks exist on the east and north legs of the
intersection. A pedestrian easement exists near the northerly line of the Intersection between
Orchard Village Road and Avenida Rotella. Currently, many students use this easement to cross
Orchard Village Road to/from Placerita Junior High School on Dalbey Drive. The posted speed limit
on Orchard Village Road is 45 miles per hour. Appropriate school warning signs and legends exist
in both directions of Orchard Village Road approaching Dalbey Drive. A review of the reported
accidents shows that there have been four accidents at the intersection since 1990 which would be
susceptible to correction by installation of a traffic signal. Such accidents include right -turn and
left -turn collisions as well as right-angle collisions.
PTION 1: TRAFFIC SIGNA
Twenty -tour -hour machine counts were conducted at the intersection to be used in evaluation of
standard traffic signal warrants for the intersection. The machine counts were supplemented by
manual intersection counts and field observations of the traffic and pedestrian operations at the
Intersection. The approach traffic volumes are about 22,000 per day on Orchard Village Road and
about 1,300 per day on Dalbey Drive. Some 80 pedestrians/bicyclists currently cross Orchard
.Village Road at this intersection during the morning and afternoon school hours.
Standard signal warrants established by the California Department of Transportation (Caltrans) were
used in the evaluation. Although the majority of traffic on Dalby Drive makes a right -turn onto
northbound Orchard Village with very little delay, there is enough left -turning traffic from Dalbey to
satisfy two signal warrants, based on vehicular volumes. Staff's observations also showed that, due
to the delay and difficulty of making left -turns from Dalbey, a large number of vehicles turn left on
Avenida Balita and proceed southbound to access Orchard Village Road. Atraffic signal at Orchard
Village/Dalbey would also benefit these vehicles and would result in reduced traffic volumes on
Avenida Balita.

Due to the number of school-age pedestrians crossing at this intersection, a special warrant
established for use in school areas Is also satisfied. The California Vehicle Code (CVC) Sections
21372 and 21373 state that, if such a warrant is satisfied, the public agency Is required to install the
requested traffic control device.
This type of traffic control device is sometimes used at mid -block crosswalks in downtown areas
where there is a high volume of pedestrians using a crosswalk throughout the day. The signals
would only control the major street traffic and would operate in green mode unless activated by a
pedestrian push-button. The Caltrans Traffic Manual, however, requires that If the signal warrants
are satisfied based on school pedestrians, the entire intersection shall be fully signalized. Thistype
of control is, therefore, not applicable at this intersection.
OPTION 3: FLASHING BEACONS
The Caltrans Traffic Manual also establishes warrants for installation of flashing beacons near
schools. The warrant is satisfied when the crossing is on the "Suggested Route to School," and
a minimum number of vehicles and pedestrians go through the crosswalk during two hours of each
day. The number of vehicles and pedestrians present at the intersection during the school's peak
hours satisfy the warrant. However, the "Suggested Route to School" study for this area does not
utilize this crossing and recommends that students use the signalized intersection at 16th Street
to cross Orchard Village Road. Moreover, the effectiveness of flashing beacons has been
questionable when usedin school areas. They have been more effective when used to warn
motorists of a permanent roadway feature, like a sharp curve, or a traffic signal not expected by the
approaching motorist. In school areas, the beacons would only operate during the times when
school age pedestrians use the roadway. Normally, school authorities are designated to operate
the flashing beacons near schools. In that case, an inter -agency agreement would needto be
executed in order to assure designation of a responsible adult to operate the beacon controls and
to fulfill legal liability requirements. Due to its limited effectiveness, this type of installation is not
recommended.
OPTION 4• ADULT CROSSING GUARD
The warrants adopted by the City Council for adult crossing guards are based on Caltrans
established warrants and are only applicable to elementary schools. Currently, the City has
assigned some 22 guards at various locations serving elementary schools throughout the City. The
average cost of an adult crossing guard is about $12,000 per year. The budget for adult crossing
guards is administered through the Public Works Department. In general, it might be difficult to
monitor and cross junior high students by a crossing guard, as the students are at an age when
they are feeling their independence. Also, many students use their bicycles to cross the street
which imposes a difficulty for the crossing guard to monitor their activity. Finally, this crossing is
probably used by many other pedestrians on the way to/from the Henry Mayo Newhall Municipal
Park, located on Dalbey Drive across from the school. The adult crossing guard would not benefit
these people. Based on the above, an adult crossing guard is not recommended at this location.

As mentioned above, a pedestrian easement exists near the existing crosswalk, between Orchard
Village Road and Avenida Rotella. This easement is used by several students to access the existing
crosswalk across Orchard Village Road in order to go to school. The "Suggested Route to School"
for this school does not utilize this crosswalk and recommends that students be directed to cross
the signalized intersection of Orchard Village Road/16th Street. If the easement Is closed, and the
crosswalkand its associated signs/striping is removed, theoretically, the intersection will no longer
satisfy the school area signal warrants. The vehicular signal warrants, however, will continue to
meet and, as traffic volumes increase in the area, the justification for the signal will probably
increase.
Staff recommends that a full traffic signal be installed at the Intersection if adequate funding is
available. The traffic signal would improve the traffic flow and pedestrian movements at the
intersection. If signalized, some of the southbound left -turning traffic at the intersection of Orchard
Village Road/16th Street will be diverted to this intersection and result in an improvement at that
Intersection. The signal at 16th Street currently does not have any left -turn signal phases and the
high volume of left turns exceeds the storage capacity of the intersection. It is also recommended
that the existing pedestrian easement be closed off at Orchard Village Road, and all signing and
striping associated with the crosswalk be removed until the traffic signal is operational at the
Intersection.

The following map presents the suggested routes to school for Placerita Junior
High. Many students attending this school are bused to school or are required to
walk long distances of two miles or more. Due to the scope of this project, the
suggested route to school plan does not provide suggested routes for all students
who walk to school. The maps do cover the area within approximately one mile
of the school.
Most students attending this school live north of the school in the Valencia area.
Mr. Tanner expressed concern over several locations where students must cross
major arterials in their school routes. He cited several locations where a large
amount of pedestrian activity occurs. They are:

Orchard Village Road;
2.
McBean Parkway;
3.
Wiley Canyon Road;
4.
Dalbey Drive; and
5.
Lyons Avenue.
Two locations near the school deserve particular attention. The first is the school
crossing near the intersection of Orchard Village Road and Avenida Balita. This
crossing does not appear to serve any purpose, with the possible exception of
students attending school at Saint Stephans Episcopal Church. It is not known
whether this church has a private school associated with it. The City should
determine whether there is a need for this crossing and eliminate if there is none.
The second crossing is located at the intersection of Orchard Village Road and
Dalbey Drive. This crossing serves several students who use the pedestrian
easement west of the crossing to access Orchard Village at this location. The City
may wish to perform additional analyses at this location to determine if traffic
conditions warrant a higher level traffic control. If not, removal of the crossing and
eliminating the use of the pedestrian easement should be considered. At this time
the suggested route does not utilize this crossing.
Mr. Tanner indicated that there is a significant number of students who cross the
river bed as a "short cut' to school. This should be discouraged through direct
parent contact by the school.

INTRODUCTION

The City of Santa Clarita has retained Willdan Associates to prepare a City-wide
suggested route to school study encompassing each of the public elementary and
junior high schools in the City. The study provides simple maps indicating
suggested routes to school in a simple, easy -to -follow format that can be used by
parents, teachers, and students. The general intent of the program is to aid
parents and students in the identification of routes to schools that best utilize
existing traffic control devices and reduce pedestrian exposure to vehicle traffic.
The plan also provides a tool for the City to help identify where students may be
concentrated, enabling them to prioritize the limited resources available to them for
roadway and pedestrian improvements. The plan might also be used by the City
to identify appropriate locations for the placement of school crossing guards.
Procedures for Developing Suggested Route Plans
A six -step process was used to develop the suggested route to school plans for
each school. This procedure was used to maximize the efficiency of preparing the
large number of plans while obtaining as much pertinent data as possible. The
following is a description of the steps involved in preparing the. plans:
Step 1: An initial meeting was held with the principal of each school to discuss
participation in the program and obtain some insight into the issues facing each
school.
Step 2: Detailed field inventories were performed to assess the location of existing
traffic control devices and pedestrian facilities.
Step 3: The data calculated in the field inventories was assessed to determine the
completeness of the information and the appropriateness of existing traffic control.
Step 4: Using the.field data, initial suggested routes to school were developed
attempting to maximize the use of existing traffic control and minimize pedestrian
exposure to traffic.
Step 5: Critical portions of suggested routes plans were reviewed in the field to
"fine tune" the routes and verify any areas of discrepancy or question.
Step 6: Routes were finalized and they summarize one area map for each school.
The maps are initiated to provide guidance to parents and teachers in instructing
students on which route to school is most appropriate for each individual.

GENERAL SCHOOL AREA OBSERVATIONS
Many schools within the City have adequate pickup and drop-off area around the
schools. However, most schools are experiencing an -ongoing problem with
parents picking up and dropping off students at school. Common problems
include double parking and activities occurring on the wrong side of the street,
resulting in students crossing between cars, mid -block. In addition to reminding
parents of the dangers of this type of activity, some schools may wish to consider
a staggered class schedule for releasing students in the afternoon (when the
problem is at its worst). Releasing students of various grades at 5 -minute intervals
will reduce the congestion, while not resulting long waits for parents with more than
one child.
Several schools are located very near local high schools. This condition creates
a higher interaction between elementary school students (pedestrians and traffic)
and high school students. One unfortunate characteristic of high schools is that
many of the students are new drivers. As such, their judgement regarding speeds
and safety can be compromised. Individual school districts may wish to consider
a minimal program to advise high school student drivers of the dangers associated
with driving through school areas, in an effort to increase the students' awareness
to the elementary students in the area.
A few areas within the City were originally developed with an internal paseo system
for pedestrians. This system is typically characterized by sidewalk areas between
a series of cul-de-sacs. The paseos tend to create a park -like setting with a
significant amount of vegetation. Many of the paseos are connected to grade
separated pedestrian crossings (both overcrossings and tunnels). Interviews
conducted with principals identified student safety within the paseo system as
being one of the primary concerns of parents. The result is that the paseos are
under-utilized since parents will not allow their children to walk to school, resulting
in increased student drop-offs. The concern for safety arises from the fact that,
by design, the paseos are somewhat isolated and not readily accessible to law
enforcement. Some incidents have occurred within the paseos that contribute to
this perception, according to principals. One method of possibly improving the
safety of paseos is to establish an informal adult "presence" on the paseos. Just
having adults walking the paseos in the morning and afternoon while students are
walking to school may help reduce the likelihood of objectionable activities by both
students and others. The local Sheriff's Department may have other suggestions
that the individual PTA may wish to consider.

The following map presents the suggested routes to school for Bouquet Canyon
Elementary, School. Students attending this school are not required to cross any
major arterials. However, one roadway that students must cross does carry a
significant amount of traffic and can have higher than desirable speeds - Alaminos.
A crossing guard is provided for students crossing Alaminos. There is no bus
service for this school. Some students are required to walk long circuitous routes
in their school walks.
Ms. Wolfson expressed some concern over the speed of vehicles and the crossing
guard operation at the intersection of Alaminos and Benz. Her primary concern
is that vehicles are travelling too fast on Alaminos and do not always have
sufficient braking distance as a result.

The following map presents the suggested routes to school for Canyon Springs
Community School. This school's attendance area is segmented by Soledad
Canyon Road, Whites Canyon Road, Sierra Highway, and the Santa Clara River.
All students living south of Soledad Canyon Road are served by school buses.
Students living east of Sierra Highway also receive bus service. This service
represents the suggested routes to school for these areas. Generally, the
remaining students are not required to cross any. major arterials in the school
walking routes.
Ms. Smith identified several areas of concern for student pedestrians. First, one
disabled student (wheelchair) attends Canyon Springs Community School. In her
route to school, she crosses the intersection of Vicci Street and Walnut Springs
Avenue where no disabled ramps are present. She, therefore, is required to drive
her wheelchair in the street to the nearest driveway to gain access to the sidewalk.
The City should investigate this situation and determine the appropriate remedy.
Ms. Smith also indicated that some students living in the area south of the Santa
Clara River take a "short cut through the river to get to school, especially if they
have missed the bus. This should be discouraged through parent contact by the
school. Ms. Smith also indicated some concern over the number of students that
cross Whites Canyon Road after school to go the Boy's and Girl's Club west of
Whites Canyon Road. There is a signal at this location for that purpose.
Students attending Canyon Springs formerly attended the closed school on
Mandau Street and Luther Drive. Since this area, which is south of Soledad
Canyon Road, is serviced by school buses, the City may wish to consider removal
of the white crosswalk across Mandan Street at Luther Drive and repainting the
yellow crosswalks at Soledad Canyon Road and Crossglade Avenue to white.
The City may wish to consider the posting of W63/W65 "A" signs at the following
location:
• West side Walnut Springs Avenue at the south curb line of Drycliff Avenue.

areas a significant distance from the school. Therefore, only a small number of
students walk to school. None of the students need to cross a major arterial to
get to school.
Mr. Caulfield noted that there are several children who come. to Emblem
Elementary School from outside of the school area for day care and to go to the
Boy's and Girl's Club near the rear of the school campus. 11
Mr. Caulfield indicated that there appears to be some difficulty for parents and
teachers to make the left turn from southbound Bouquet Canyon to Espuella Drive.
This should be remedied in the future with the completion of the development on
the west side of Bouquet Canyon. Separate left -turn phasing may eventually be
provided for vehicles turning off of Bouquet Canyon at this location.
In reviewing the school area traffic control, it was noted that a yellow school area
pedestrian crossing exists on Bouquet Canyon Road at Espuella Drive. Since.
there should not be any walkers from across Bouquet Canyon Road, the City may
wish to consider removing the yellow crosswalk and replace it with a white
crosswalk.
The City may wish to consider posting W63/W65 "A signs at the following

The following map presents the suggested routes toschool for Highlands
Elementary. This school is primarily a walking school with many students required
to walk nearly two miles to school. The area is very hilly, making some walks very
difficult. Students are typically not required to cross any major arterials in their
walk to school. However, Centurion Way does carry a significant amount of traffic,
with a large number of high school students using the roadway to. get to school.
The First Los Angeles Aqueduct divides the school area approximately down the
center and provides a barrier for students from the eastern portion of the school
area. Only two crossing of the aqueduct are available: one on Bouquet Canyon
Road; the other on Grovepark Drive. Neither route is particularly attractive for
pedestrians. Bouquet Canyon Road is a very busy arterial roadway. Grovepark
Drive is an extremely hilly street/route making it difficult for walking. The map
suggests the use of Grovepark Drive as the route to school for students east of
the aqueduct.
Mr. Moloznik identified several areas of concern near the school. First, he sees
a need for a crossing guard at the entrance to the school. He has contacted both
the City and the Sheriff's Department regarding his concerns. The request is
under evaluation by the City. He also identified that pickup and drop-off of
students is difficult. The City may want to consider working with the school to
develop a more effective pickup/drop-off plan for the school.

Elementary. Several routes to the school. involve crossing major arterials in the
area including Seco Canyon Road and Decoro. Students east of Seco Canyon
Road, in the past, have been requested to cross Seco Canyon Road at Decoro
where a crossing guard is posted. This remains the suggested route in the plans.
Students living south of Decoro, west of Seco Canyon Road, are provided a
suggested route that concentrates student crossings at Vista Del Gado.
Currently, an "adult crossing is also provided at Vista Del Gado, who crosses

The following map presents the suggested routes to school for Meadows
Elementary. Meadows school is generally a walking school with many students
required to cross major arterials in their school routes. Orchard Village Road and
McBean Parkway divide the school area into three sections. The map suggests
students living east of Orchard Village Road use the pedestrian overcrossing north
of Mill Valley Road. The crossing is a part of the local paseo system that allows
pedestrian activity, while limiting exposure to motor vehicles.
Ms. Von Buelow, also indicated that, same parents have concerns about the use
of paseos by school children due to potential security issues. The Sheriff
Department has been notified by City staff about this concern. After reviewing the
area, it was determined that it may be possible to reduce security problems on the
paseos by establishing a neighborhood watch over the paseos. An example of
this would be to have volunteer parents walk a short area of the paseos near their
homes during the school pedestrian times. Each parent participating would only
need to walk a short distance just to establish an adult presence in the paseo
areas.
The City may wish to consider posting W63/W65 "A" signs at the following
location:
• East side of Lochmoor. Road at north curb line of Golf Course Road.
Also, there is a W63 school symbol sign posted on the west side of Fedala Road
south of Calle Arbor. The City may wish to consider its removal since it does not
appear appropriate for conditions.

Principal: Ms. Joyce Wetterau
The following map presents the suggested routes to school for Newhall
Elementary. This school has a significant number of both walking and bused
students. Many students must cross major arterials in their school walking routes.
It is likely that school busing will be reduced in the future and will result in more
students being picked up and dropped off by parents. The school and the City
have recently completed a plan to expand the areas.
Ms. Wetterau also identified several other issues the City may want to review
regarding this school. She suggested that City bus routes or schedules be
modified slightly to avoid having transit buses in the school area during peak
activity time. She also indicated that children have a difficult time crossing Lyons
Avenue and the intersection of Lyons Avenue and Newhall Avenue. This may be
caused by a misunderstanding of the meaning of the flashing "DON'T WALK"
symbol.
The. attached "Bulletin" on the use of pedestrian push buttons may be useful to
overcome .this misunderstanding.
The City may wish to consider posting W63/W65 "A" signs at the following
locations:
• North side 12th Street east of Walnut Avenue.
• East side of Chestnut Avenue south of 11th Street.
• West side of Chestnut Avenue north of 13th Street.
There are existing yellow school crosswalks across Walnut Avenue at the north line
of 13th Street and the south line of 11th Street. These crossing points have not
been shown on the route to school map because they are considered redundant.
The City may wish to consider their removal.
Also, there are existing yellow school crosswalks marked across 13th Street at
Chestnut Avenue, across Walnut Avenue at 12th Street and across 11th Street at
Chestnut Avenue. These crossings have been shown on the map even though the
"T" intersections may not be considered the best place to cross when compared
to other nearby stop controlled locations. They were retained on the map,
however, because there is no continuous sidewalk along the opposite side of the
perimeter streets surrounding the school.

The following map presents the suggested routes to school for Old. Orchard
Elementary. Old Orchard is primarily a busing -school serving two "outlying" areas.
A small area near the school contains the only walking students. This area is
bounded by Lyons Avenue, Orchard Village Road, and Wiley Canyon Road. An
extensive paseo system serves this area.
The school posts an unofficial crossing guard just west of the intersection of
Avenida Rotella and Avenida Rondel, where the paseo accesses the street. It
seems that the school and the students would be better served by having students
cross under the street, using the existing underpass, and avoiding crossing the
street. Crossing the street at this location is undesirable since the crosswalk is
located at a midblock location. Ms. Granger did indicate that she felt the under -
crossing was not attractive. to students for it can sometimes be used as a
"hangout" for high school students. However, posting the same unofficial crossing
guard in the under -crossing would probably be effective in minimizing potential
problems and would reduce pedestrian exposure to traffic.
If the underpass is selected as the route to school, the surface yellow school
crosswalk and attendant warnings should be. removed.
During field reviews, we noted that in front of the school there is an area intended
to be used as a bus loading and unloading area. However, the existing signs do
not portray that information. There is a mixed message sent to motorists since the
area is posted with both no parking and stopping signs.. These signs have
different meanings and may be the source of parents using the area for student
pickup and drop-off.

Students are not required to cross any major arterials in their school walking
routes. Valley Street is the only significant roadway that students must cross in
their walking routes.
Ms. O'Rear also that the lack of curbs on Cherry Street and Apple Street makes
many walkers feel unsafe while using these routes. The City may want to
investigate the various methods of financing the installation of curb, gutter, and
sidewalk on local streets. However, it may be difficult to justify such a project
solely for the benefit of students walking to school. Also, there is a section of
Peachland Avenue where there is no sidewalk on the west side of the street.
Consideration of sidewalk in this area may be appropriate.
The City may wish to consider posting W63/W65 "A" signs at the following
location:

The following map presents the suggested routes to school for Valencia Valley
Elementary. This school is almost completely a walking school with buses only
serving special education students. A considerable number of students live west
of McBean Parkway in the Summit tract. However, the pedestrian overcrossing
just north of the intersection of McBean and Arroyo Park Drive does not effectively
serve the pedestrian traffic from the Summit. No specific solutions to increasing
the accessibility of the overcrossing were identified through the study.
Ms. Morey indicated that the biggest single problem facing the school pedestrians
is the issue of parent/student drop-off. The parents tend to stop wherever there
is an opening, even if it means stopping in local residents' driveways or in red -curb
zones. Then, some parents add to the confusion by making mid -block U-turns
near the school. Ms. Morey indicated that she has been engaged in discussions
with the City regarding the establishment of loading areas. The loading areas
adjacent to the school have been expanded recently as a result of the schools.

Also, there is an existing yellow school crosswalk across Carrizo Drive at the west
line of Mendoza Drive; this crossing point has not been shown on the map in favor
of the crossing at Carrillo Drive where an adult crossing guard is assigned. The
City may wish to consider removal of the crossing at Mendoza Drive.
During field reviews, two areas were identified that the City should review in greater
detail. It seems appropriate that some advisory signs or "School Xing" markings
pavement should be placed along Carrillo Drive near Via Primero northbound.

The following map presents the suggested routes to school for Wiley Canyon
Elementary. This school area tends to be somewhat segmented by roadways and
geographic features, making it necessary for some students to be bused to school.
Bus service is currently provided for the areas south of Wabuska Street off Wiley
Canyon Road, the area north of Lyons Avenue, and the area west of the Golden
State Freeway (Interstate 5). Buses represent the suggested route to school for
these areas. The remaining walking area is rather small; however, several students
are still required to cross Wiley Canyon Road.
Mr. Abruzzo indicated that the two-way stop at Glorita Circle and Wiley Canyon
Road produces a long queue of traffic as parents wait to cross or enter the street.
A variety of treatments may be available to help remedy the situation, including
staggering dismissal times to reduce the peaking effect of traffic. Mr. Abruzzo also
noted that there is a potential problem with the interaction between City bus traffic
and student cyclists. It may be desirable to further investigate this situation with
a detailed field review of the conditions.
The City may wish to consider the installation of school zone crosswalk across La
Glorita Circle at the intersection of Avenida Dorena along with the red curb, as
appropriate, on the south side of the intersection.
Also, the walking routes include segments of Evans Avenue east of Wiley Canyon
Road. There is no continuous sidewalk in this area. The City may wish to
consider a sidewalk construction program in this area. .
The City has received a specific request for sidewalk along Wiley Canyon Road
between Vista Ridge Drive and Tournament Road. Presently, the parkway area
contains landscaping. Walking is permitted in the marked bike lane.
This area is depicted on the route to school map. It is unknown at this time the
number of children using this area on their way to and from school. A more
detailed study would be appropriate in order to recommend the requested
sidewalk.

The following map presents the suggested routes to school for Mitchell
Elementary. In general, students are not required to cross any major arterials in
the school routes. Buses serve the only section of the attendance area that would
require crossing a major arterial (Soledad Canyon Road). The location of the
school does make walking to school difficult for some students. Many students
would be required to walk up some very severe inclines. This has resulted in a
very high morning student drop-off rate, while in the afternoon when the walk is
downhill, walking is much easier and more popular.
Mr. Teeter indicated that the hilly terrain has also contributed to many vehicles in
the morning travelling downhill near the school at excessive speeds. Again, police
enforcement can only be provided to each school on a limited basis. Therefore,
the concern still exists. Mr. Teeter also indicated that with the high number of
student drop-offs in the morning, there is a problem with congestion and confusion
in the areas used for drop-off. A more organized drop-off area plan may aid in
reducing this situation.
Field reviews indicated that a W66A "School Xing" sign is missing from an
installation on Goodvale in front of the school.

The following map presents the suggested routes to school for Pinetree
Elementary. No students are required to cross major arterials in their school
walks. However, steep grades in the area do make walking to school particularly
difficult for students. As with other schools in similar locations, student drop-off in
the morning is much heavier than in the afternoon. This is due primarily to the
drop-off times coinciding with parent work commutes and the difficulty encountered
by many students walking up the steep grades in the morning to get to school.
Most students have a downhill wajk home in the afternoon.
Ms. Heyn indicated that there were three potential problems with pedestrian activity
around Pinetree. The first involves excessive vehicle speeds on roads adjacent to
the school area. This is due, primarily, to steep downhill grades on the roadways.
The second area of concern is the visibility at the intersection of Carrousel Drive
and Flowerpark Drive. The route to school would preclude crossing at this
location. The third area of concern involves students crossing Lotusgarden Drive
at the school entrance. Adult crossing guard service has been considered at this
location.
The City may wish to consider the removal of several W53(B) "No Outlet' signs at:
Flowerpark Drive/Soledad Canyon Road;
Ada Street/Rose Haven Lane; and
Rose haven Lane/Rue Entree.
These installations may be misleading to motorists in the area and may have been
installed before the street system was as complete as it is now. Consideration
may be given to reinstalling these signs at Flower Park Drive and Nasturtium Drive
(west side) and at Marilyn Drive at Carrousel Drive (north side).

The following map presents the suggested routes to school for Sulphur Springs
Elementary. This school has the potential for a larger number of pedestrians
crossing or walking along a major arterial, Sand Canyon Road. However, the rural
nature of this area makes this extremely unattractive to most residents. Long
walks, curved roadway alignment and lack of sidewalks reduces pedestrian activity
to nearly zero. Bus service is provided to most of the school attendance area.
However, some students do cross Sand Canyon Road at the intersection with Lost
Canyon Road. ,
Ms. Miller indicated that she has had several requests in to the City requesting a
traffic signal at the intersection of Sand Canyon Road and Lost Canyon Road.
Due to the small number of students crossing at this location, it is also likely that
the location would not meet the warrants for providing a crossing guard. Ms.
Miller also indicated that a number of students walk from homes north of the Santa
Clara River. She expressed concern over students crossing the river instead of
using the bridge. This activity should be discouraged, through direct parent
contact by the school.

The following map presents the suggested routes to school for Valley View
Elementary. This school attendance area is divided into two major sections by
Sierra Highway. All students living northwest of Sierra Highway are served by
buses, representing the suggested route to school for these students. This school
has a very organized student pickup/drop-off system and a separate bus activity
area.
One area of concern Mr. Garvey identified is related to vehicle speeds on Friendly
Valley Parkway. Friendly Valley Parkway provides the most convenient access
from Sierra Highway to the Golden Valley Road interchange with State Route 14.
Traffic travelling downhill from the freeway to towards Sierra Highway tends to
travel at speed in excess of the posted limits. Mr. Garvey is concerned over the
possible speeds and the potential for pedestrian vehicle accidents. Increased
enforcement may help reduce the potential for accidents.
The City should replace or add a W65 sign south of (Friendly Valley Parkway) on
Sierra Estates Drive, as it appears to be missing.

High. Many students attending this school are bused to school or are required to
walk long distances of two miles or more. Due to the scope of this project, the
suggested route to school plan does not provide suggested routes for all students
who walk to school. The maps do cover the area within approximately one mile
of the school.
Mr. White identified several areas of concern relating to pedestrian activity in the
school area. His main concern regarded students crossing Decoro Drive adjacent
to the school at Vista Delgado, and Seco Canyon Road at Decoro Drive. Many
students are not crossing the streets at the existing crosswalks where traffic
control devices or crossing guards are provided. Students should be encouraged
to use these facilities whenever possible. Mr. White also noted that the school is
not currently using the on -street bus loading areas: All bus loading and unloading
is off street in the parking lot.

The following map presents the suggested routes to school for Placerita Junior
High. Many students attending this school are bused to school or are required to
walk long distances of two miles or more. Due to the scope of this project, the
suggested route to school plan does not provide suggested routes for all students
who walk to school. The maps do cover the area within approximately one mile
of the school.
Most students attending this school live north of the school in the Valencia area.
Mr. Tanner expressed concern over several locations where students must cross
major arterials in their school routes. He cited several locations where a large
amount of pedestrian activity occurs. They are:
1.
Orchard Village Road;
2.
McBean Parkway;
3.
Wiley Canyon Road;
4.
Dalbey Drive; and
5.
Lyons Avenue.
Two locations near the school deserve particular attention. The first is the school
crossing near the intersection of Orchard Village Road and Avenida Balita. This
crossing does not appear to. serve any purpose, with the possible exception of
students attending school at Saint Stephans Episcopal Church. It is not known
whether this church has a private school associated with it. The City should
determine whether there is a need for this crossing and eliminate if there is none.
The second crossing is located at the intersection of Orchard Village Road and
Dalbey Drive. This crossing serves several students who use the pedestrian
easement west of the crossing to access Orchard Village at this location. The City
may wish to perform additional analyses at this location to determine if traffic
conditions warrant a higher level traffic control. If not, removal of the crossing and
eliminating the use of the pedestrian easement should be considered. At this time
the suggested route does not utilize this crossing.
Mr. Tanner indicated that there is a significant number of students who cross the
river bed as a "short cut" to school. This should be discouraged through direct
parent contact by the school.

The following map presents the suggested routes to school for Sierra Vista Junior
High. Many students attending this school are bused to. school or are required to
walk long distances of two miles or more. Due to the scope of this project, the
suggested route to school plan does not provide suggested routes for all students
who walk to school. The map does cover the area within approximately one mile
of the school.
Ms. Neal indicated a possible interest in relocating the bus loading area. from
Stillmore Street to Pleasantdale Street. The City may wish to discuss this option
with her. She also indicated that there may be restricted sight distance for vehicles
on Stillmore Street as they attempt to enter Camp Plenty Road.
Ms. Neal had two particular areas of concern regarding pedestrian activity. Both
involve crossing the Santa Clara River bed. Apparently, several students use the
riverbed as a short cut to get to school. Students living west of the school cross
on the north side of Soledad Canyon Road. Students living east of the school
cross on the south side of Soledad Canyon Road. Both crossing should be
discouraged through direct parent contact by the school. Ms. Neal expressed
interest in developing a safe crossing of these areas so students would have a
shorter, safer walk to school.
Concern has been expressed in the past for additional traffic control at the
intersection of Camp Plenty Road at Stillmore Street. A three-way stop and yellow
crosswalk was established at Call Way to satisfy other traffic concerns and address
the school crossing issue. The City may wish to consider an additional crossing
of Camp Plenty Road at Stillmore Street or the construction of sidewalk along the
west side of Camp Plenty Road for improved walking conditions to the Calle Way
crossing.
