Nlsicl�k T SUBJECT: MEMORANDUM OF UNDERSTANDING FOR THE LYONS AVENUE TRAFFIC SIGNAL INTERCONNECT, SIERRA HIGHWAY RESTRIPING AND SOLEDAD CANYON TRAFFIC SIGNAL INTERCONNECT (PHASE II) PROJECTS DEPARTMENT: Community Development BACKGROUND The Los Angeles County Metropolitan Transportation Authority (LACMTA) has awarded street improvement grants totaling $784,000 for the above projects. MTA procedures require that a Memorandum of Understanding (MOU) be executed and that Council certify that matching fundswill be made available to complete each project. The status of the three projects is provided below. Lyons Avenue Signal Interconnect • The local matching funds required for this project ($168,000) have been set aside in a TDA Article 8 Grant match account for FY 1993-94. • The LACMTA has awarded a $251,000 discretionary grant for this project for use in FY 1993-94. • Staff estimates that the total cost for this project will be $419,000. • It Is anticipated that $120,000 will be utilized in FY 1993-94 for design work. The remaining funds will be needed in FY 1994-95. Sierra Highway Restrlpe • The local matching funds required for this project ($110,000) have been set aside in a TDA Article 8 Grant match account for FY 1994-95. The LACMTA has awarded a $328,000 discretionary grant for this project for use in FY 1994-95. • Staff estimates that the total cost for this project will be $438,000. Soledad Canyon Interconnect - Phase II • Local matching funds required for this project ($69,000) have been set aside In a TDA Article 8 grant master account for FY 1994-95. Staff estimates that the total cost for this project will be $274,000. RECOMMENDATION 1. Adopt Resolution No. 93-165, certifying that matching funds will be made available to complete the subject projects and authorizing the City Engineer to execute the necessary Memoranda of Understanding on behalf of the City. 2. Authorize a budget adjustment for the Lyons Avenue Signal Interconnect as follows: From To Amount 16-95999-227 16-96076.227 $48,000 TDA Match 17.2520 17-96076-227 $72,000 LACMTA Grant 17-2510 17-3579 $72,000 LACMTA Grant Revenue The remaining Match and Grant funds will be requested In FY 1994.95. AH:hds counc]VmOlIGSsh RESOLUTION NO. 93-165 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA CERTIFYING THE AVAILABILITY OF FUNDS FOR SPECIFIC PROJECTS WHEREAS, the Los Angeles County Metropolitan Transportation Authority (LACMTA) Is responsible for the administration of funds for transportation improvement purposes; and WHEREAS, the LACMTA approved a one-time appropriation of Funds for Fiscal Year 1993-94 and 1994-95 for the State Route 126/Interstate 5 CMP Access Corridor Interconnect (Lyons Avenue Interconnect), Sierra Highway/State Route 14 Congested Corridor Striping (Sierra Highway Striping), and Metrolink Corridor Interconnect (Soledad Canyon Road Phase II Interconnect). WHEREAS, the City of Santa Clarita (Grantee) Is an eligible funds recipient and desires to receive the Funds from LACMTA for these Projects; and WHEREAS, all contracts for financial assistance will Impose certain obligations upon the Grantee, Including the responsibility for providing local Project cost matches; and WHEREAS, the City of Santa Clarita has the ability to allocate, and agrees to commit the necessary matching funds to ensure completion of these Projects THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: Section 1. That the City of Santa Clarita certifies that the local match funds necessary to ensure completion of those projects will be made available. Section 2. That the City Engineer Is authorized to execute, on behalf of the City of Santa Clarita, the applicable Memoranda of Understanding for these Projects. PASSED, APPROVED AND ADOPTEDthis day of 1993.
