Transportation Grants: MTA Call for Projects
Community Development .
The Metropolitan Transportation Authority (MTA) Issued the 1993. Call for Projects, and the City will
be completing grant applications to compete for the available grant dollars. The City competed In
this process last year, and won nearly $3.5 million dollars to widen the bridge at Camp Plenty,
.restripe Soledad Canyon Road to six lanes, interconnect signals, Install bicycle lockers at the
Metrolink platform, and construct portions of the Soledad Commuter and Bouquet Canyon bike
trails. The City is now in the process of completing the Memorandums of Understanding on these
projects. The City's success was due, In large part, to packaging a series of multi -modal projects
to increase accessibility to the Metrolink service and providing sizable matching funds.
City staff are coordinating with members of the MTA North County/San Fernando Area Team, other
jurisdictions, and surrounding property owners to assess the viability and competitiveness of a
variety of grant proposals. To succeed, projects must demonstrate regional benefits. As a result,
staff is concentrating on relating projects In three primary regional corridors:
The Metrolink Access Corridor—this is the Valencia Boulevard/Soledad Canyon Road corridor, and
staff proposes to propose improvements to further enhance access to the Metrolink Station/Transit
Center.
The Sierra Highway CMP/Congested Corridor—Sierra Highway can be considered a candidate
corridor by definition because it is Included on the MTA's Congestion Management Highway
Network and the MTA's Congested Corridor Action Plan.
The Route 126 MUltl-Modal Corridor --The existing State Route 126, comprised of Magic Mountain
Parkway and San Fernando Road between the 1.5 and 14 Freeways, is also on the CMP Highway
Network, and a portion is Included in the Congested Corridor Action Plan.
A draft list of projects is attached. In general, projects that Include multi -modal solutions, Improve
air quality, Increase transit service, and enhance the carrying capacity of existing roadways will
compete well, provided adequate matching funds are identified. Staff Is currently Identifying
matching funds and exploring potential partnerships. The MTA Area Team Specialists are also
evaluating the grant applications being prepared.
Rather than direct staff to prepare a precise list of applications, the City Manager desires the ability
to make the final determination as to which projects are submitted. This will give staff the ability

to stop pursuing non-competitive projects and to add new projects identified between now and the
March 31 due date. Because of the substantial workload involved, staff needs the ability to focus
on the best projects, completing additional applications as time permits.
RECOMMENDATION:
Direct the City Managerto submit grant applications to the Metropolitan Transportation Commission
(MTA) based on the competitiveness and feasibility of the grant applications.
