HomeMy WebLinkAbout1993-02-23 - AGENDA REPORTS - TRANSPORTATION STATUS REPORT (2)AGENDA REPORT City Manager Item to be'presented'by: GeorgX. aC "ravaa h�� CONSENT CALENDAR DATE: February 23, 1993 SUBJECT: CITIZENS' TRANSPORTATION ADVISORY COMMITTEE - STATUS REPORT DEPARTMENT: Community Development BACKGROUND In June 1992, the City Manager appointed ten members to the new Citizens' Transportation Advisory Committee (CTAC).`The appointed members are residents of Santa Clarita and represent a balance of citizens and business Interests so as to provide a broad representation of groups impacted by transportation decisions. COMMITTEE'S PURPOSE AND SCOPE The purpose of this committee is to review traffic and transportation Issues in the City in order to: a. Advise the City Manager on policy recommendations to the City Council and Planning Commission. b. Provide a public forum for exchange of Information between City staff and its residents. c. Develop and recommend prioritization of major Improvement projects. d. Establish a new vehicle for City participation In policy decisions. e. Formalize an organizational structure to focus on strengthening citizen input. The Committee's scope Is designed under the following guidelines: a. Intended not to duplicate issues normally addressed by the City Council or Planning Commission. b. Not a Brown Act meeting. c. Advisory committee to the City Manager. e. A single -purpose committee: focus merely on transportation Issues. f. No formal published agendas' or minutes. Agenda Item: AGENDA - CTAC Status Report February 23, 1993 Page 2 Referral of Issues to the Committee will take place in one of the following forms: a. Issues referred by the City Council. b. Issues referred by the Planning Commission. c. Issues referred by City staff. d. Issues referred as a result of a majority vote of the Committee members. COMMITTEE'S STRUCTURE The City Manager serves as the Chairperson for the Committee. In addition, the City Engineer, City Traffic Engineer, and a Senior Planner are the "regular" staff to the committee. The City Manager also assigns other staff to the committee on an as needed basis. Originally, It was Intended that the City Manager or his designee would serve In this capacity for the first six months, at which time the Committee would select Its own chairperson. Although the Committee has shown remarkable progress over the past few months reviewing various Issues, it Is in the City Manager's opinion that the Committee Is best served if it continues under the existing structure for the next few months. Therefore, it is recommended that the City Manager serve as the Committee's chairperson until a later date to be determined by the City Manager. COMMITTEE'S PAST WORK The Committee started Its first meeting In July 1992, and has held monthly meetings on the third Thursday of each month. The following represents a summary of the topics the Committee has overviewed or Is currently involved In: a. Circulation Element of the General Plan. b. City's Transit System. c. City's Trail System. d. City's Capital Improvement Program (CIP). e. Metrolink Station Planning. I. Citywide Bus Tour. g. Discussion and prloritization of various topics to be considered by the Committee. h. Transportation Demand Management/Trip Reduction Ordinance. 1. Railroad Safety Education Program for elementary school children. AGENDA - CTAC Status Report February 23, 1993 Page 3 Potential Future East-West roads and Valley Center Circulation. As mentioned In "g" above, the Committee, in Its October 1992 meeting, reviewed and discussed a number of transportation -related topics In the City and voted to prioritize the topics for Committee consideration over the next several months. The following list represents the top eight topics chosen by the Committee for future discussion: 1. East-West Corridor Alternatives. 2. Central CityNalley Center Circulation. 3. Review of the future alignments for Magic Mountain ParkwayNia Princessa. 4. School curriculum for alternative transportation modes. 5. Future Golden Valley Road/Santa Clarita Parkway. 6. Revitalization of the Quick -Fix Program. 7. Gated Communities/Roads as they relate to traffic flow. B. Future land-use/transit planning. COMMITTEE'S CURRENT INVOLVEMENT As noted above, the top three topics of importance to the Committee were related to developing an east -west transportation link In the City center to improve valleywide traffic flows and reduce congestion on the limited existing east -west facilities. Additionally, the City Council, at Its August 25,1992 meeting, referred this Issue to this committee for further discussion and gathering community Input. Over the past few months, the Committee has reviewed several potential future east -west corridors and selected three alternatives for presentation to the public. Two public participation meetings were held by the Committee on January 28 and February 18,1993, where the selected three alternatives were presented to the public for receiving comments. The Committee will resume its regular meeting In March to review the alternative corridors and the community's comments.
