a. Issues referred by the City Council.
b. Issues referred by the Planning Commission.
c. Issues referred by City staff.

COMMITTEE'S STRUCTURE
The City Manager serves as the Chairperson for the Committee. In addition, the City Engineer, City
Traffic Engineer, and a Senior Planner are the "regular" staff to the committee. The City Manager
also assigns other staff to the committee on an as needed basis. Originally, It was Intended that
the City Manager or his designee would serve In this capacity for the first six months, at which time
the Committee would select Its own chairperson. Although the Committee has shown remarkable
progress over the past few months reviewing various Issues, it Is in the City Manager's opinion that
the Committee Is best served if it continues under the existing structure for the next few months.
Therefore, it is recommended that the City Manager serve as the Committee's chairperson until a
later date to be determined by the City Manager.
