Grindey, CMC City Clerk Gerl Miller -Davis Deputy City Clerk DMG:11O8 City Council Study Session June 2..1993 Notes Meeting was called to order at 7:01 p.m. Roll Call: all Councilmembers were present. _ Boyer made a motion to approve the agenda and to add a- subsequent. need item , regarding a letter in opposition for the appropriation of money to purchase the site of Hume Canyon, and fax said letter to Senator Wright's office for the meeting on June 3, 1993. Motion wassecondby Darcy. Hearing no objections, it was so ordered. Item 11 - George C. ..presented the Community Development budget to Council.' Questions from the-Council.included legal fees,. cutting .the number of Planning Commission meetings. Lynn H.: explained several duties of the Attorney's office in regard .to'legal fees and that staff is recommending. to the Planning ''Commis s ion to adopt a vacation schedule similar to the Council vacationschedule. Economic Development - George C. briefly explained`. this area, adding that. redevelopment is moving slowly at this time. Concerns from Council -included: more emphasis on progress of. economic development. More emphasis on recycling companies. Jill K. is concerned that: the radio - spots are not enough to make the larger 'companies aware of what. Santa Clarita has to offer. Jan H. felt that emphasis* also should be put on ICSC membership. Boyer stated that radio spots were fairly inexpensive. George C. explained the possibilities of using similar techniques that Newhall -< Land and Farm use '.such as' advertising in Fortune Magazine to attract business and that March seems to be the best month for leasing out space. Ken P. explained that staff is, working with commercial realtors.in this area, also. Lynn H. commented that Council will be seeing information on image development and focusing on job creation the _likes of which Home Depot and .Price' Club bring. George C. stated that he will be meeting with other City Managers regarding. development. I JoAnne D. suggested checking with'the tourism bureau.She also stated that a "flashy" letter would help ,to appeal to people on tourism. Lynn H. explained that there is an ongoing meeting with the Hilton': and other establishments regarding tourism. Mike Haviland explained that a substantial amount of literature will be wide . spread and should help give the City a name. No discussion on Development' Services.' Advance Planning - George.C. presented budget. Did not budget forPhaseII - Newhall Study. Survey by consultant due by: June 17th to see what people need. No funding at this time. Lynn H. briefly gave an overview of the annexation -budget, explaining: that on -staff people would now. be handling, annexations: and City would no longer use a consultant. This will save a considerable amount on the budget. Engineering budget reduction in budget due to several line items, and reduction of traffic control services and professional services. Building and Safety - decrease due to phasing out of Willdan and freezing of 3 positions. Parks and Recreation budget presented by Ken Pulskamp. Monies include.DAPAC and money for Seniors.:. Council concerns included the grant program and the amount to be appropriated' for grants and the amount given to the Seniors for their programs. JoAnne D.,'. suggested $60,000 for seniors and $15,00 for grant monies. Boyer questioned the informal audit of the seniors budget, and had no. problem with having, the ! seniors compete for grant monies. Boyer also suggested that $60,000 go to the seniors and $40,000.to grant monies., Head on competition with the $40,000,. grant monies and that .$15,000 be for. the competition for the ,seniors. Pederson suggested the amounts remain the same.as last.year. George C. explained further about the Block Grant and the $50,000. Ken P. - explained the impact of the $25,000 on the budget. Raquel Garcia - stated -that the seniors were taking on the responsibility of the Handyworker program. Carl,Boyer wanted clarification of budget line items. Ken P. - reviewed the recreation. budget - listed the special events that will ! be dropped including Cinco de Mayo; Noontime concerts; Haunted Jail House. " He further explained that the Haunted Jail House would still exist but the City would not be a.co-sponsor. The Western Heritage. Festival was. explained briefly. This would be a new event for March of 1994. Jan H. requested that staff -inform College of the -Canyons that Cinco de Mayo. is being cut'from the budget.: George C. explained that the'General Fund budget-is'the budget that is always under -the most stress. Jill K. a -:expressed'concern of the Western Heritage, Festival. Did not feel g that it made sense to have the this one function, that is unknown and to be dropping all other events.* This event may help JoAnne D's event,but it,'hurts.' ether events. Ken P. - explained that one major event would help the economic development of: the area, and staff feels this would be a very good solution. Pederson -.stated that he is not. clear on the core study of events and not _ clear on the money situation. George C. - stated thatmoneycan be shifted, direct staff. Jill K., - suggested that money be„shifted to seniors rather than put into a Western Heritage event at this time. Lynn. H. staff needs to be aggressive and they ,are working at going after a new market and developing an."image for this city.. Working, at getting people here for one big event and putting us "on the map". Boyer - similar to Solvang, and Ojai. This is'_a promotion. Anxious to see the City renewed to improve the quality of life. Need to attract'people. Jan - stated question about.corporate.sponsorship and Ken P. stated that staff. would look into this. George C. - stated that this topic could be deferred, to the, next budget meeting and staff would come _back" with more options. Jan H. stated that possibly there is a"group out there that would help 'take :this. on like ,the, Historical Society. Ken P. - presented the Parks Maintenance budget. Explained the pruning and pest control. They are "pruning" the Spring budget: George C. -.explained that the County was handling and service was needed. It was very difficult to cut this budget. The City is recognized for Arbor Day and Tree City USA. Staff and community work very hard on these projects., At this time, nothing else can be done as far,as budget cuts: Jan H. - suggested. staff call Sacramento about their organization. regarding. tree maintenance. Aquatics - no discussion. Emergency Preparedness Ken P. presented item: Jill questioned just 'how prepared is the City, and especially the communications system. Adele MacPherson stated that cellular phones; beepers and radios were working efficiently. Communication was very good: Jill K. concerned because of the Magic Mountain incident and the imp act,it. had on the community. Communication was not good. George C. - stated, that staff would be presenting follow-up in 30 days regarding the.Magic Mtn. incident and what has been done; CDBG Ken P. presented information on this item. Explaining the consistency of the program and -that it is consistent with the adoption of the. program on May 11, 1993. Listed several items. Raquel G. working on handyworker program within the outline of. the grant' . program. City will participate in the selection: Recess: 8:35 p.m. Reconvene: 8;45 p.m. - George C. presented CIP item. Ron Kilcoyne -"discussed Metrolink information in regards to improvements such as cameras for security, bike lockers, commuter bike;trails,.Security -office, phone. The original grant was used on the station and money -left over must be used to enhance -the station: Council expressed concern on trail grant monies'. ,will hold this issue until Bouquet, Trail issue is resolved.' Ron K. - Prop C monies- gave explanation. Purchase Rail Station - Money for existing rail station .' Additional_ money for other Prop C projects George C. - presented several line items and continued on with CIP 5 -year: program. JoAnne D. - need more parking in Santa Clarita Park. Area of possibility is owned by Newhall Land and Farm. Boyer - parking structure next to Cit Hall and reimbursement from.develo er' Y P g Y P for parking rights. George C. Explained in detail the parking situation.- Staff will come back with more information and 3 proposals will be brought to Council-. Amelia Hutchinson - gave report.on the CIP. Gave overview of the,3 sections,° of the report which 'included: proposed .funded projects; grant' potential projects and unfunded considered projects. She explainedbudget changes of Soledad Cyn. Rd..Widening and. Wiley Cyn.-Calgrove to Lyons. Jan H. - Wiley Cyn:' is important priority. Carl B. -. familiar with.ground(?) Cyn. and the rights-of-way. JoAnne D. = need more.lighted tennis courts. Jan H. traffic lights, and/or arrows at Sierra and light at Placerita off the 14 (probably CalTrans) project, but needs'to.be checked into: Public Participation - Hike Lyons - concern with the cut of the.0ak Tree Consultant. Conservancy is concerned::'` Essential to the budget, 'please continue on the budget`if passible. Bouquet Trail issue there are many people who want the trail. Council.- "we need.to hear from them". George C Oak Tree consultant will be handled by staff possibly Chris Kudi'a. Bob Lathrop -'San Fernando- Rd. behind Newhall. Hardware and resolution was adopted establishing.the order of priority .for certain road projects. Wiley-.. is at bottom of''the list.;:, This -resolution. is. still !in. place. Jan H. Citywill seek community input on San'Fernando Rd.;issue.. It was moved by Boyer and seconded by Pederson to adjourn the meeting, to regular City Council meeting on June 8, 1993.
