Notes:
The meeting was called to order at 7:48 a.m.
All Councilmembers were present except for Carl Boyer who was excused.
Mayor Heidt welcomed City and County staff
Supervisor Antonovich gave his opening remarks.
Items discussed were:
1. State Budget impacts - George Caravalho -talked about the City's
concern of the Sheriff's budget, and that we are holding the . line on
our budget. .Antonovich stated that'Sheriff's are to continue their .
level of support and level of services to the City and the,.County
reductions ,will not impact the Sheriffscontract situation.
Sheriff's contract with the County will expire in about one and 'a half
tyears.
a Public. Works Director Tom Tiedmanson discussed the county cuts and
their budget and how they will impact sanitation district, special,
districts, street lights, and services for the public. He stated a
fee increase will be discussed.
• Antonovich felt that the state should return a greater share of taxes
back to the communities. State wants to take a greater share of the
property taxes.
• Costs of illegal aliens in the County
• County employees, working a 4/40 and a VTO, (Volunteer. Time -off) and how
this has helped save dollars
2. L.A. County Prop A - Antonovich listed a number of areas in the county '
where they will be spending millions of dollars. The north county
region funding is to be appropriately distributed. Antonovich said
County is to cooperate with City.
3. City/County Joint Planning - Rich Henderson talked about the joint
City/County meeting coming up' with models for City/County planning,
areas where City/County are working together and focusing on specific
areas. Would like to meet end of this month and do something'jointly,
(March 31st).
4. Trails - Rick Putnam explained the trails system and explained that we
need to work out an agreement for operations for the trails that, go
through County areas.' Antonovich said County is to cooperate with
city.
5. SCAG - George Pederson explained that the City has decided to work
with both SCAG, Antelope Valley and Ventura, VCOG. Hwy. 14 was
discussed, and the cars that are coming from .14 are not from this
valley, but from Antelope Valley. He explained that SCAG and VCOG are
in agreement with Santa Clarita participating in both regions.
Antonovich said Ventura County is exploring the transportation
regional rail. He felt that the City working with Ventura, County is
great.
6. Elsmere - Jan Heidt spoke on meaningful recycling programs throughout
the County. Felt that rail haul should be discussed. Recycling needs
to be in compliance with AS 939 and any staff help that Antonovich can
give the City would be greatly appreciated.
Antonovich said the rail haul is a problem in that one of the cities
where there would be a rail haul site is now wanting to keep that away
from their area. He felt there'is not a market for recycled products,
that too is a problem. -He has requested that Regional' Planning
conduct a public hearing in this area once the EIR becomes available.
Teidmanson explained that rail haul needs _a 5 to 10 acre site.
Antonovich talked about Towsley Park. County Public works is working
on State legislature to get a band in tires to recycle in, roads and
asphalt.
7. Flood damage - Tom Teidmanson explained that two and one half million,
dollars was spent on Sierra Hwy.
Public Participation -
Vera Johnson - on the northerly route and Magic Mtn./Via Princessa and whites
Cyn. bridge
Z. Gonzales - filming in the City.
Unknown citizen - talked about I-5 trucks and the impact the trucks would have
in our City.
