All were present except for Jeff Wheeler of the Parks and Recs Commission. • City Manager gave an overview of the meeting. George explained how the group was to split up into separate groups. Meeting broke up into groups at 5:58 p.m. • Group 1 -Jeff Rolin, Louis Brathwaite, Jeff wheeler, Carl Boyer a) Relationship with L. A. County on development of the Santa Clarita Valley b) Placerita Canyon • r u 2 -Steve Stark, Dave Doughman, George Stigile, Jill Klajic a) Discussion on joint uses for parks b) Disaster measures • Group 3 -Ken Pulskamp, Pat Modugno, Todd Longshore, Jo Anne Darcy a) Annexations b) Does City Council share the views of the Planning Commission on flag lots being inappropriate? • Group 4 -Rich Henderson, Jerry Cherrington, Angie Jaramillo, George Pederson, Rick Putnam a) School District JPAs b) Regional special events c) Park Master Plan • r u 5 -George Caravalho, Jan Heidt, Jack Woodrow, Laurens Waste a) Commission secretary position (Mayor, Chair and City Manager) b) Stature of a Commissioner when speaking at a Council meeting Minutes Clerk - • Planning Commission -inconsistencies in minutes, and felt that mail was late • Discussed a part-time person and contracting with a person for no more. than 20 hours a month with flexible hours • Talked about the Clerks office and how Council mail is handled Action - • To conclude the decision package at budget time and discuss the problem with mail and how to improve on it Stature of a Commissioner at Council meeting - • Speaking to Council as. a Commissioner but not representing the Commission • Speaking to the Council as a representative of the Commission and on behalf of the Commission • Planning Commission felt when Commissioners were speaking to Council were treated as citizens and given three minutes to speak Action - • Council (or Commission) to thank commissioner for attending meeting and giving input • Being appreciative and courteous • Felt that the water boards, counties, school boards, commissioners, should be treated with professional courtesy Also discussed: • Public Participation at beginning of meeting to accommodate those who do not care to stay late (City Council meetings) • Items that may attract more of the public be placed at the front of the agenda (City Council) • Executive Sessions (City.Council) using it for questions to staff from legislative bodies; for ceremonial -type items • Videos during the first hour if time allows • Commission would like to know how Council feels on certain items such as flag lots, Placerita, etc. • Council felt that Commissions. send memos requesting clarification on certain issues It was felt that staff support and preparation of agendas was great. They reconvened from the discussions at 6:45 p.m. At that point, groups 1; 2; 3 gave an overview of what their .groups. had discussed. Recessed at 7:17 p.m. Reconvened at 7:30 p.m. Groups 4 and 5 gave their reports. Miscellaneous items - • In April, we will continue the Community Strategic Plan • In April, begin going through the budget process Recessed at 8:16 p.m. Reconvened at 8:23 p.m. George explained the Civic Center to everyone, and gave an overview of what is going on and where the architects are at this point.
