A G E N D A CITY CLERIC ANNOUNCEMENT During the Public Participation portion of the meeting each person should prepare a three (3) minute presentation. Public Participation speaker's slips must be submitted to the City Clerk before 7:60 p.m. Anyone wishing to address an item on the agenda should fill out a speaker's slip and submit it. to the City Clerk, before the item is discussed. Each person addressing the Council has three minutes in which to speak, at which time the red light on the Council dies will appear. -------------------------------------------------------- Executive Meeting (6:30 - 7:00 p.m.) This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. No action will be taken prior to 7:30 p.m. This session is open to the public. -------------------------------------------------------- Public Participation (7:00 - 7:30 p.m.) This time has been set aside for the public to address the City Council on any item on the agenda except for the public hearings. The public may also address the Council on items not on the agenda but those items will not be acted upon by Council at this -meeting other than to review .and return without action or direct staff. ALL speakers must call or submit a speaker's slip to the City Clerk prior to 7:00 p.m, and prepare a three minute presentation. The thirty minutes allowed for public input will be divided by the number of people wishing to speak, maximum time allowed will be three minutes. ORDINANCE NO. 93-3 AMENDING SCMC SECTIONS 3.12 AND [] Staff 3.14 - On January 26, 1993, the City Council adopted Resolution No. 93-9 pertaining to the [] Speakers Recycled Product Procurement Policy. City Council also approved the Purchasing Policies which [] Motion incorporated Ordinance No. 93-3. RECOMMENDED ACTION: Waive further reading and adopt Ordinance [] Discussion No. 93-3 amending Santa Clarita Municipal Code at Sections 3.12 and 3.14. [] Vote --------------------------------------------- SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG) SUBREGION FORMATION FOR THE PROPOSED UPDATE [] Staff OF THE REGIONAL COMPREHENSIVE PLAN (RCP) - Pursuant to Council direction at the January 12, 1993 [] Speakers Council meeting, staff has continued discussions with the cities.of both the North County subregion [] Motion and the Ventura subregion and is returning the item with additional information. RECOMMENDED ACTION: [] Discussion Receive staff presentation, adopt Resolution No. 93-7, setting forth its desire to participate in [] Vote the Ventura subregion and adopt Resolution No. 93-13 setting forth its desire to participate in the North County subregion. CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless a request is made for discussion, in which case, the item(s) will be -removed from the Consent Calendar and will be considered separately following this portion of the agenda. 3. CITY COMMENDATION OF THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT - RESOLUTION NO. 93-17 On [] Motion January 30, 1993, the Los Angeles Times reported that the South Coast Air Basin achieved a [] Vote significant air quality accomplishment in 1992. For the first time, the federal standard for nitrogen dioxide, .a major component of ozone, was within acceptable limits in the basin, formerly, the only region in the nation which had not yet met the standard. The City wished to commend the South Coast Air Quality Management District, by resolution, for this achievement. RECOMMENDED ACTION: Adopt Resolution No. 93-17 and authorize the Mayor to sign the transmittal letter on behalf of the City. -2- City.Council Agenda [] Motion 4. WHITES CANYON ROAD FROM ASHBORO ROAD TO SOLEDAD CANYON RD. - CITY/COUNTY AGREEMENT TO IMPLEMENT A [] Vote "NO -STOPPING ZONE' - RESOLUTION NO: 93-3 - Recently City Council approved of the "No Stopping Zone" along both sides of Whites Canyon Rd. between Ashboro Rd. and Soledad Canyon Rd. (Resolution NO. 92-147). The County of Los Angeles, Department of Public Works is willing to implement this resolution using part of the City's available Aid -to -Cities (ATC) funds. This resolution gives Los Angeles County temporary jurisdiction to - implement the above task The estimated cost for the project is $10,000. RECOMMENDED ACTION: Adopt Resolution No. 93-3 giving the Los Angeles County. temporary jurisdiction for implementation of the "No -Stopping Zone" along both sides. of Whites Canyon Road between Soledad Canyon Road and Ashboro Road, and authorize the Mayor to approve and sign three original agreements ,between the City and County to implement the "No -Stopping Zone" along both sides of Whites Canyon Road between Soledad Canyon Road and Ashboro Road. -------------------------------------------------------- 5. FIELD SERVICES FACILITY (PROSECT NO. 92-02) GRANT [] Motion OF EASEMENT TO EDISON - The utility plan for the Field Services (City Yard) Facility calls for the [] Vote removal and relocation of an existing. Southern California Edison power pole and the installation of a new underground electrical service. Edison .requests that the City execute a grant of easement to permit the construction and maintenance of these new Edison facilities. RECOMMENDED ACTION: Approve the Edison request and authorize the City Manager to execute the necessary documents. -------------------------------------------------------- 6. ANNEXATION TO THE RESIDENTIAL REFUSE FRANCHISE [] Motion AGREEMENT - RESOLUTION NO. 93-14 - Annexation of a certain uninhabited territory designated as [] Vote "Annexation No. 1990-04" to Santa Clarita Disposal Company's collection zone. A legal description of the boundaries are .set forth in Exhibit A and a map of the boundaries is set forth in Exhibit B. . RECOMMENDED ACTION: To 'add the uninhabited territory designated as "Annexation NO. 1990-04" to Santa Clarita Disposal company's collection zone._ -------------------------------------------------------- 7. TRANSIT FARES RATE INCREASE - Proposal of rate [] Motion increases for local transit, commuter bus, and Dial -a -Ride fares. RECOMMENDED ACTION: Set public [] Vote hearing on adjustment of transit fares. Public Hearing date, March 9, 1993. -3- City Council Agenda [] Motion 8. RESOLUTION NO. 93-15 - Demand . Registers RECOMMENDED ACTION: Adopt Resolution No. 93-15. [] Vote NEW BUSINESS [J Staff 9. INCENTIVES FOR THE DEVELOPMENT OF AFFORDABLE HOUSING - Pursuant to Council direction, staff has [] Speakers drafted a City Council policy statement to establish guidelines for implementing development [] Motion incentives, as provided for in the Unified Development Code, for senior, low and very low [J Discussion income housing in the City. RECOMMENDED ACTION: Receive the presentation, consider the draft policy [] Vote statement and provide direction to staff. [] Staff -------------------------------------------------------- ' 10. METROPOLITAN WATER ,DISTRICT WEST VALLEY PROJECT - The MWD is currently considering the construction [] Speakers of additional pipeline facilities to serve growing communities located in So. Ventura County and [] Motion western Los Angeles County. One of the proposed general alignments could have significant impact in [] Discussion Santa Clarita. RECOMMENDED ACTION: Receive presentation from MWD representatives regarding the [] Vote proposed West Valley project and provide direction to City staff regarding future actions.
