Public Participation speaker's slips must be submitted to the City Clerk before 7:00 p.m. Anyone wishing to address an item on the agenda should fill out a speaker's slip and submit it to the City Clerk before the item is discussed. Each person addressing the Council has three minutes in which to speak, at which time the red light on the Council dias will appear. -------------------------------------------------------- Executive Meeting (6:30 - 7:00 n.m.) This time has been set aside. for Councilmembers to review the agenda and obtain any further information that may be needed. No action will be taken prior to 7:30 p.m. This session is open to the public. -------------------------------------------------------- Public Participation (7:00 - 7:30 p.m.) This -time has been set aside for the public to address the City Council on any item on the agenda except for the public hearings. The public may also address the Council on items not on the agenda but those items will not be acted upon by Council at this meeting other than to review and return without action or direct staff. APPEAL OF THE PLANNING COMMISSION'S. DENIAL OF [] Open Hearing MASTER CASE 90-173 (TENTATIVE TRACT MAP 49756 AND OAK TREE PERMIT 90-037). APPLICANTS: MR. MONTY FU, [] City Clerk MR. ROY SWANK, MR. STEVE PARKS - The applicants are appealing the Planning Commission's denial of [] Staff Master Case 90-173, to allow for the subdividing of three existing lots, into five single family [] Speakers residential lots for the properties located at 26962, 26864, and 26866 Sand Canyon Road. This [] Motion item wase previously heard by the Council on November 10, 1992. The Council directed the [] Discussion applicants to resolve safety and drainage issues associated with the project and that the project be [x] Vote - returned to the Planning Commission for their Recommendation review and comment. The Planning Commission heard approved the item on January 5, 1993. RECOMMENDED ACTION: Deny Master Case 90-173 and direct staff to prepare a resolution of denial for the Council's consideration at the March 9, 1993 meeting. TRAVEL DEMAND MANAGEMENT/TRIP REDUCTION ORDINANCE (TDM/TRO - ORDINANCE NO. 93-5 - The City is [] City Clerk required to adopt an ordinance by April 1, 1993. The adopted ordinance must comply with the model [] Staff ordinance approved by the Metropolitan Transportation Agency (MTA), formally the Los [] Speakers Angeles County (County) Transportation Commission. The adoption of the ordinance is one requirement of [] Motion the Congestion Management Program (CMP) enacted by the California State Legislature. SECTION 9 GRANT APPLICATION - RESOLUTION NO. 93-19 In October of 1992, the FTA.approved the allocation [] City Clerk of Section 9 funding for the City. In. order to receive such funding, the City Council is required [] Staff to adopt Resolution No. 93-19, authorizing the City Manager to submit a Section 9 application to the [] Speakers FTA. PARKING STRUCTURE DESIGN - PROJECT NO. 94-007 - ENGINEERING. SERVICES - The purpose of this project [] Motion is to design and build a parking structure in the area of the existing parking lot adjacent to the [] Discussion existing City Hall. RECOMMENDED ACTION: Enter into negotiations with International Parking [x] Vote - Approved Structures for design development services for .the parking structures, and upon agreement, execute a contract for this work. -------------------------------------------------------- 5. CANYON BREEZE VILLAGE MOBILE HOME PARK - Request for hearing regarding safety issues at construction [J Speakers site at intersection of Sand Canyon Rd. and Soledad Canyon Road. This item was: originally scheduled [] Motion for the Council meeting of January 26, 1993. At that time, Mr. Robert Eastman requested that this [] Discussion item be continued. INCENTIVES FOR THE DEVELOPMENT OF AFFORDABLE HOUSING - Pursuant to Council direction at the February 9, 1993, Council meeting, staff has revised the proposed City Council policy statement regarding development incentives for affordable housing projects in the City. RECOMMENDED ACTION: Staff recommends that the Council receive and file report and adopt the proposed policy statement. -------------------------------------------------------- 7. CITY .COUNCIL ANNUAL REORGANIZATION MEETING - At the regular Council meeting of -January 12, 1993, Mayor Heidt outlined the suggestion of a separate Council reorganization meeting to be held during the month of December. RECOMMENDED ACTION: Approve two meetings for the month, of December of each calendar year. The first meeting shall be the regular business meeting of the City Council and the second meeting shall be for purposes of City Council reorganization, recognition of the outgoing Mayor and community achievements. CITIZENS' TRANSPORTATION ADVISORY COMMITTEE STATUS REPORT - The Citizens' Transportation [] Motion Advisory Committee was formed in June 1992 and has been holding monthly meetings since July 1992. [x] Vote - Received This status report provides information on the & filed -committee's purpose/scope/structure lists a summary of topics overvieved by the committee since July 1992, and outlines the committee's current involvement in transportation issues. ESTABLISHMENT OF 'NO -STOPPING' ZONE ON 16TH STREET AT AVENIDA IGNACIO - RESOLUTION NO. 93-16 - At the request of a citizen, a sight visibility study was [] Motion conducted. At the intersection of 16th street and Avenida Ignacio. Based on the results of the [x] Vote - Adopted study, parking restrictions are recommended on both sides of 16th street at Avenida Ignacio. RECOMMENDED ACTION: Adopt Resolution No. 93-16, establishing "no -stopping" zones on both sides of 16th street at Avenida Ignacio. -------------------------------------------------------- 10. COMMUTER RAIL STATION - PROJECT. NO. 91-17 - PHASE II - PROJECT ACCEPTANCE - This project provided the City with a multi -modal transit station complete [] Motion with platform canopies, restrooms and landscaped parking. lot and courtyard. RECOMMENDED ACTION: [x] Vote - Approved Accept work done by C.A. Rasmussen, Inc., direct the City Clerk to file the Notice of Completion, direct staff to inform the escrow agent to release the 10 percent retention 35 days after the Notice is recorded, and authorize a budget transfer of $379,000 to Public Works for use by Public Works transit. -------------------------------------------------------- 10a METROLINK STATION SECURITY - A multi -phased approach for the security programs at the Metrolink Transit station has been developed. Phase I includes a directed patrol by the Sheriff's Dept., [] Motion a $1000 reward program leading to the arrest and conviction of. vandals responsible for graffiti and [x] Vote - Approved a series of surveillance operations. Phase II calls for a closed circuit television system to provide remote monitoring capability on the site, and provide for an on request private security guard response. PARCEL MAP NO. 22271 - APPROVAL OF THE MAP. AND ACCEPTANCE OF THE OFFER OF DEDICATION'TO PROHIBIT FURTHER SUBDIVISION - PARCEL MAP LOCATION: WAYMAN STREET AND BRECKENRIDGE PLACE - The tentative parcel map was originally approved by the Planning Commission on .May 19, 1992 by Resolution No. 92-19. The developer is subdividing one parcel into three single family residential parcels. RECOMMENDED ACTION: Approve the Parcel Map, accept the offer -of dedication, make the required findings. -------------------------------------------------------- 12. FISCAL YEAR 92-93 SLURRY SEAL PROGRAM (PROTECT NO. 96-71) - This project provides for the application of emulsion slurry seal over approximately one fifth of the existing pavements in various locations throughout the City. RECOMMENDED ACTION: , Approve plans and specifications for the project and authorize the advertising for bids. -------------------------------------------------------- 13. WHITES CANYON ROAD @ SOLEDAD RIGHT -TURN POCKET - PROJECT NO. 91-07 - ACCEPTANCE OF OFFER OF DEDICATION - Staff has negotiated a price for the acquisition of right-of-way on 'Whites Canyon Road from the Exxon Corporation. The right-of-way is necessary to perform the construction of a right -turn lane for southbound- vehicles on Whites Canyon turning west onto Soledad Canyon. RECOMMENDED ACTION: Authorize the expenditure of $36,750 for compensation to, and accept the offer of dedication for right-of-way from Exxon Corporation and authorize the County of Los Angeles to perform the work with their contractor under an existing agreement with the City. -----------------------------------------------=-------- 14. AWARD OF CONTRACT FOR VALENCIA MEADOWS PARR POOL REPLASTER - On February 3, 1993, the Parks, Recreation, and Community Services Department successfully completed the bid opening for the Valencia Meadows Park pool renovation. The renovation will include replastering and new tile throughout the entire pool. RECOMMENDED ACTION: The contract be awarded to California Commercial Pools in the amount of $31,300, and that an additional $3,000 be encumbered which may become necessary for change 'orders . once construction begins. -------------------------------------------------------- 15. RESOLUTION NO. 93-21 - Demand Registers - RECOMMENDED ACTION: Adopt Resolution No. 93-21: -5- City Council Agenda NEW BUSINESS 16. REGULATIONS FOR THE PLACEMENT OF NEWSPAPER RACES AT THE CITY'S METROLINK STATION - ORDINANCE NO. 93-6 [] Staff The purpose of this ordinance is to protect the health, safety and welfare of the citizens of Santa [] Speakers Clarita by regulating the placement and maintenance of news racks, pursuant to Chapter 13.24 of the [] Motion Santa Clarita Municipal Code, at the City's Metrolink Station. RECOMMENDED ACTION: Introduce [] Discussion Ordinance No. 93-6, waive further reading and pass to second reading and authorize the City Manager to [xJ Vote - Passed to negotiate and enter into a licensing agreement with 2nd reading the Los Angeles Times for the construction of a newsrack structure at the Metrolink Station. -------------------------------------------------------- 17. AMENDMENT TO SECTION 11.44.080 OF THE SANTA CLARITA [] STAFF COMMENTS [] COUNCILMEMBER COMMENTS [x] CLOSED SESSION [x] to 2/25/93, ADJOURNMENT 2:30 p.m. S.L MUNICIPAL CODE CONCERNING PERMITTED HOURS OF [] Staff CONSTRUCTION WORK - ORDINANCE NO. 93-4 - Amendments to an existing Municipal Code section by defining [] Speakers specific holidays where construction is limited, defining what residential areas are limited in [] Motion construction hour, limiting allowable work hours on Saturdays to 8 a.m.-to 6 p.m, and defining that the [] Discussion section applies to any work which requires a building permit.
