CITY CLERK ANNOUNCEMENT
During the Public Participation portion of'the meeting
each person should prepare a three (3) minute
presentation. Public Participation speaker's slips
must be submitted to the City Clerk .before 7:00 p.m.
Anyone wishing to address an item on the agenda should
fill out a speaker's slip and submit it to the City
Clerk before the item is discussed. Each person
addressing the Council has three minutes'in which to
:speak, at which time the red light on the .Council dias
will appear.

This time has.been set aside for the public to address
the City Council on any item on the agenda except for
the public hearings. The public may also address the
Council on items not on the agenda but those '.itemswill
not be acted upon by Council at this meeting other than
to review and return without action or direct staff.
ALL speakers must call or submit a speaker's slip to
the City Clerk prior to 7:00 p.m. and prepare a three
minute presentation. The thirty minutes allowed for
public input will be divided by the number of people
wishing to speak, maximum time allowed- will be three
minutes.

5. AMENDMENT TO SECTION 11.44.080 OF THE SANTA CLARITA
MUNICIPAL CODE CONCERNING PERMITTED HOURS OF
CONSTRUCTIONWORK ORDINANCE NO. :93-4:.-' The

6 SUPPORT OF THE GAS INDUSTRY'S PROGRAM FOR THE
DEVELOPMENT OF NATURAL .GAS`TECHNOLOGY RESOLUTION
NO. 93-18 - In .December' 1992, the Southern
California -Gas Company (SoCalGas)- published its
position on natural gas technology developmentand
its strong support of increased federal investment
[] Motion in the research, development and demonstration of
new, low emission and high' efficiency natural 'gas
[] Vote technologies. SoCalGas'finds that current levels
of federal funding for natural gas technology
development are inadequate to ensure that natural
gas can play its expected role in improving air
quality and enhancing energy security. RECOMMENDED
ACTION: Adopt Resolution No. 93-18 in support of
the Gas Industry's program.

APPEAL OF PLANNING COMMISSION'S DENIAL OF MASTER
CASE 90-173 (TENTATIVE TRACT MAP 49756ANDOAR TREE
PERMIT.90-037). -APPLICANTS: MR. MONTY FU, MR. ROY
SVANK, MR. STEVE PARKS - RESOLUTION NO. 93-29 - The
applicants, are. appealing.. the: Planning Commission's
denial of Master 'Case 90-173, to allow for the
subdividing of three existing lots into five single
family residential lots for the properties located.
at`26862, 26864, 26866 Sand Canyon Road. Pursuant
to the Council action of February 23, 1993, staff
has returned with Resolution No. 93-29 denying
Master Case 90-173. RECOMMENDED ACTION: Adopt'
Resolution No: 93-29.

9. SOLEDAD CANYON ROAD AT SANTA CLARA RIVER BRIDGE
WIDENING - PROJECT NO. 91-03 - ADVERTISE FOR BIDS
This project is a Community Strategic Plan item
(Action No. 5) which' consists. of: widening the
bridge on Soledad Canyon Road west of Camp Plenty
.Road. .Also proposed is additional bridge widening
to provide a bike. lane on thesouth side of Soledad -
Canyon Road, as well as two bike lanes below the
bridge which will interconnect with future bikeway
projects. RECOMMENDED ACTION: Approve the plans
and specifications for the project, and authorize
the advertising for bids.

10. DOVNTOVN NEYNALL` STUDY: CONSULTANT SELECTION
Following a solicitation of proposals for the
Downtown Newhall Study, the staff has made a
recommendation of a consultant to design- and
conduct a public participation program. Three
proposals were submitted and interviews were
conducted. RECOMMENDED ACTION: Upon completion of
these interviews and assessment of each applicant's
qualifications and proposed implementation plan,
the interview panel recommends Council approve
J.O.A. to serve as the consultant to conduct the
Newhall Public Participation'Program.

11. TRANSFER OF STORM DRAIN TO LOS ANGELES COUNTY FLOOD
CONTROL DISTRICT (LACFCD). - TRACT NO. 39816 AND
38836 PRIVATE DRAIN 1610I --RESOLUTION NO. 93-26
This is a resolution to authorize the transfer of
Private Drain No. 1610 to'the Los Angeles County
Flood Control District (LACFCD) and to request the
LACFCD to accept, this transfer. .This is necessary
for the LACFCD to commence maintaining said Storm
Drain located at Valencia .Blvd., and Magic Mtn.
Pkwy. RECOMMENDED ACTION: Adopt the Resolution
No. 93-26 for the transfer and conveyance of Storm
Drain improvements to the LACFCD.

-13. MEMORANDUM OF UNDERSTANDING FOR PROP C GRANT FUNDS
RESOLUTION NO. 93-31 - The LACTC' requires that a,

separate memorandum of understanding (MOU) be.
entered 'into for each project 'for which Prop C,
ISTEA, and FCR funds are awarded. On January 12,
1993, Council approved a •model" MOU for use. on.
these.projects. At this time, staff is requesting
Council approve .the specific:.MOU Ia for. the Soledad
Interconnect, Soledad Bridge: Widening, and, Soledad
Restriping Projects. 'RECOMMENDED ACTION: Adopt
Resolution No. 93-31; authorize the City Manager to
execute the MOU. on behalf of the City; direct staff
bring before the Public Financing Authority the '
necessary actions to appropriate '$100,00 of' PFA,
funds from the Valencia/Soledad Restriping to a new
Soledad Canyon Traffic .Signal interconnect project
as a ,substitute project; authorize a budget
appropriation for the Soledad at Santa Clara River.
Bridge Widening Acct.,125-95003-227, $1.25 million,
LACTC Grant; authorize that work proceed on a new
Valencia/Soledad Restriping .`project and budget
appropriated, Acct. 128-95020-227, $500;000 PFA
Fund, Acct. 125-95020-227, $500,000 LACTC Grant; -
authorize work proceed on a new .Soledad Canyon,
Traffic Signal interconnect project and budget be
appropriated Acct. 128-95023-227, $100;000, PFA
Fund and Acct. 125-95023-227, $230,000, LACTC
Grant; and direct staff to adjust revenue accounts
as required to reflect amounts to be received from
the LACTC Grants and PFA funds.
