Public Participation speaker's slips must be submitted to the City Clerk before 7:00 p.m. Anyone wishing to address an item on the agenda 'should fill out a speaker's slip and submit it to the City Clerk before the item is discussed. Each person addressing the Council has three minutes in which to speak, at which time the red light on the Council dies will appear. -------------------------------------------------------- Executive Meeting (6:30 - 7:00 p.m.) This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. No action will be taken prior to 7:30 p.m. This session is open to the public. -------------------------------------------------------- Public Participation (7:00 - 7:30 p.m.) This time has been set aside for the public to address the City Council on any item on the agenda except for the public hearings. The public may also address the Council on items not on the agenda but those items will not be acted upon by Council at this meeting other than to review and return without action or direct staff. ALL speakers must call or submit a speaker's slip to the City Clerk prior to 7:00 p.m. and prepare a three minute presentation. The thirty minutes allowed for public input will be divided by -the number of people wishing to speak, maximum time allowed will be three minutes. SANTA CLARITA MUNICIPAL CODE TITLE 12 RELATING TO [J Staff VEHICLES AND TRAFFIC AND AN AGREEMENT TO TRANSFER PARKING CITATION RESPONSIBILITIES BY AND BETWEEN [] Speakers THE CITY AND THE MUNICIPAL COURT/JUDICIAL DISTRICT ORDINANCE NO. 93-16 - This item is on the .agenda [] Motion for the second reading of Ordinance No. 93-16 which amends and adds to Chapter 12.20 relative to [] Discussion traffic signs and signals and Chapter 12.64 relative to stopping, standing, and parking [J Vote regulations is hereby presented. Also included, substantially as to form, is an agreement by and between the City, and the Municipal Court, Newhall Judicial District, to provide for the orderly transfer of parking citation responsibilities. RECOMMENDED ACTION: Waive further reading and adopt Ordinance No. 93-16 and approve agreement, presented substantially as to form, by and between the City and the Municipal Court, Newhall Judicial District. VALENCIA INDUSTRIAL CENTER TRAFFIC SIGNAL REIMBURSEMENT INTEGRATED FINANCING ASSESSMENT [] Speakers DISTRICT NO. 92-5 - ORDINANCE NO. 93-18 - This item is on the agenda for the second reading of [] Motion Ordinance No. 93-18 ordering the formation of Integrated Financing Assessment District No. 92-5. [] Discussion This Ordinance will take affect 30 days from September 28, 1993. RECOMMENDED ACTION: Waive [j Vote further reading and adopt Ordinance No. 93.18 with regards to Assessment District No. 92-5. CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless a request is made for discussion, in which case, the 'item(s) will be removed from the Consent Calendar and will be considered separately following this portion of the agenda. 3. WHITES CANYON ROAD AT SOLEDAD CANYON ROAD - RIGHT [] Motion TURN POCKET - RESOLUTION NO. 93-130 - The subject project consists of constructing a right -turn [] Vote pocket and median improvements on Whites Canyon Rd. at Soledad Canyon Rd.. As previously approved by Council the County's contractor will be performing the construction and has therefore asked that the City grant jurisdiction of the project area for the duration of the project. RECOMMENDED ACTION: Approve the resolution consenting to establishment of a portion of Whites Canyon Rd. as part of the system of highways of the County of Los Angeles and adopt the Negative Declaration, Supplemental Negative Declaration, Subsequent Negative Declaration and the addendum to. the Negative Declaration. -2- City Council Agenda Sept. 28, 1993 COUNCIL ACTION [] Motion 7. PILOT YARD TRIMMINGS CURBSIDE COLLECTION PROGRAM - RESOLUTION NO. 93-127 - Forever Green residential [] Vote pilot yard trimming collection and recycling program. Pilot areas are targeted for Canyon Country, Newhall and Saugus communities. Residential trash haulers assigned to those areas will implement a yard trimming collection from 2250 households. RECOMMENDED ACTION: Adopt. Resolution No. 93-127, and direct staff and the Integrated Solid .Waste Management Committee to monitor each pilot phase and recommend modifications for the implementation of a City-wide residential collection and recycling program for yard trimmings. -3- 4. APPROVAL OF THE LICENSE AGREEMENT WITH SOUTHERN [] Motion PACIFIC TRANSPORTATION COMPANY TO ALLOW THE CONSTRUCTION, MAINTENANCE AND OPERATION OF THE [] Vote TRAFFIC SIGNAL ON RUETHER AVE. ASSOCIATES WITH THE CONSTRUCTION OF HOME DEPOT - The License agreement is part of the approval process required for the new traffic signal at Grade Railroad Crossing on Ruether Ave. between Soledad Canyon Rd. and Golden Triangle Rd. RECOMMENDED ACTION: Approve the License Agreement and authorize the City Manager to execute the agreement as Licensee. -------------------------------------------------------- 5. FORMAL BID AWARD FOR LANDSCAPE MAINTENANCE FOR FY [] Motion 93/94 AT METROLINK STATION - Bids were opened for a landscape maintenance contract for the Metrolink [] Vote Station. RECOMMENDED ACTION: Direct staff to issue a purchase order and authorize the Mayor to execute a contract for landscape service to lowest most qualified bidder. 6. SANTA CLARITA AMBULANCE CONTRACT - RESOLUTION NO. [] Motion 93-78 - In June .of 1990, the City of Santa Clarita entered into a contract with Santa Clarita [] Vote Ambulance to provide emergency ambulance service within City boundaries. This contract was legally predicated on Santa Clarita Ambulance's subcontractual relationship to Wilson Ambulance, the primary provider to the Santa Clarita and Antelope Valleys (Zone J-10). RECOMMENDED ACTION: Adopt Resolution No. 93-78 and direct to the Los Angeles Board of Supervisors for their consideration. r [] Motion 7. MEDIAN LEFT -TURN POCKETS EXTENSION ON BOUQUET CANYON RD. AT ALAMOGORDO RD., CENTURION WAY AND HASKELL CYN. RD. (PROJECT NO. 96073) STATE/LOCAL TRANSPORTATION PARTNERSHIP PROGRAM AGREEMENT - On [] Motion January 20, 1992, Council approved Master Agreement No. SLTPP-5450. At this time, staff recommends [] Vote processing supplement No. 055 -for the Bouquet Cyn. Rd. project. The project provides- for the extension of the left -turn pockets on Bouquet Cyn. Rd..at Alamogordo Rd., Centurion Way and Haskell Cyn. Rd. RECOMMENDED ACTION: Approve Program Supplement No. 055 to the State/Local Entity Master Agreement and direct staff to process this supplement through CalTrans. -------------------------------------------------------- 9. SIERRA VISTA JR. HIGH - REVISIONS TO EXISTING ON -STREET PARKING RESTRICTIONS ON CAMP PLENTY ROAD AND STILLMORE STREET - RESOLUTION NO. 93-134 - The Principal of the junior high school and the members [J Motion of AYSO requested the City to investigate the use of on -street parking restrictions around the junior [] Vote high school. RECOMMENDED ACTION: Adopt Resolution 93-134 authorizing the changes in parking restrictions on Stillmore St. & Camp Plenty Road and direct staff to install. appropriate signs and curb markings. 10. RESOLUTION NO. 93-128 -.Check Register Nos. 35 - 37 covering periods from 8/23/93 through 9/17/93. RECOMMENDED ACTION: Adopt Resolution No. 93-128. [] Motion [] Vote NEW BUSINESS 11. PUBLIC INFORMATION MEETING -FOR SAN FERNANDO ROAD UNDERGROUND UTILITY ASSESSMENT DISTRICT NO. 93-1 - This item is a .public information meeting item in [] Staff accordance with California Government Code Section 54954.6 of which Council is required. to hear [J Speakers testimony regarding the new Assessment District No. 93-1. RECOMMENDED ACTION: Conduct the. public [] Motion information meeting and continue item to the Public Hearing on October 12, 1993. SANTA CLARITA OIL PIPELINE FRANCHISE - TRANSFER OF FRANCHISE FROM TEXACO TRADING AND TRANSPORTATION, INC., TO TEXACO CALIFORNIA PIPELINES, INC. - [] Staff ORDINANCE NO. 93-17 - Texaco Trading ,and Transportation, Inc. (TTTI) is requesting consent [] Speakers to the assignment and transfer to Texaco California Pipelines, Inc. (TCP) of an oil pipeline [] Motion franchise. TCP appears to possess necessary qualifications to operate the pipeline. [J Discussion RECOMMENDED ACTION: Introduce Ordinance No. 93-17, waive further reading, and pass to -second reading.
