A G E N D A CALL TO ORDER ROLL CALL FLAG SALUTE ITEM 1 6:30 p.m. -7:15 p.m. PROPOSITION A FUNDING IMPACTS - In November 1992, the voters by a 64 percent margin approved Proposition A, the Safe Neighborhood Parks Act. On December 22, 1992, the County Board of Supervisors authorized various County departments to initiate activities to administer the Regional Park and Open Space District created by passage of the Act. Funding for the projects .is to be made available by the creation of the Los Angeles County Regional Park and Open Space, District. RECOMMENDED ACTION: Council receive and comment on'the information presented and direct this information to the Parks and Recreation Commission and other appropriate bodies for discussion and establishment of a project priority list. --------------------------------------- ----------------- P6"'.W? 7:15 p.m. -8:00 p.m. DOWNTOWN NEWHALL PUBLIC PARTICIPATION PROGRAM The purpose of this item is to give the Council an opportunity to discuss issues and expectations pertaining to the upcoming Downtown Newhall Public Participation Program, and give the staff further direction for this project. RECOMMENDED ACTION: Review and discuss some or all of the issues included in the report, and/or other issues of the. Council's choice and direct staff to include the Council's requests as part of the scope of work for the public participation program. ITEM 3 8:00 p.m: -8:45 p.m. REDEVELOPMENT - The Community Redevelopment Law was adopted by the State- Legislature in 1952 as a local government tool to rid communities of blighting conditions and to revitalize deteriorating areas in communities throughout the state. Redevelopment legislation was designed to allow a public redevelopment agency to take iprivate property through eminent domain for the purpose of eliminating blight. RECOMMENDED ACTION: Discuss the feasibility of pursuing a redevelopment project within the context of Los Angeles County policy and recent State legislature. If redevelopment is recommended to be pursued, the Council should also discuss the next steps in the .process including: Budget considerations for $190,000 adjustment and additional funding for 1993-94 fiscal year; City staffing resources; and establishment of a City Council sub -committee to participate in negotiations with Los Angeles County. ------------------------------ ------------------------- PUBLIC PARTICIPATION -------------------------------------------------------- CLOSED SESSION -------------------------------------------------------- ADJOURNMENT City Council Study Session Notes January 27, 1993 Call to order: 6:34 p.m. Flag Salute: Rick Putnam Roll Call: Present; Boyer, Darcy, Klajic, Heidt Absent: Pederson Item #1 - Prop A Park Funds - Rick Putnam presented staff report. Questions asked by Council: Clarification of Section 8 (a) Cooperative funding opportunities in the Santa Clarita Valley and adjoining areas. Acquisition of north county significant ecological areas, and what areas are these specifically. Discussion of the acquisition of land and development of facility for at -risk youth and gang prevention in conjunction with community based nonprofit organizations. Discussion of acquisition and development of the Santa Clara River Park, and what area specifically. Discussion on Towsley Cyn. and Santa Monica Conservancy discussions. Public Participation - Whitney Cyn. and area may be selling (pictures were distributed, and display of large map presented). Encouraged Council to look into this purchase as it is perfect for a historical camp ground. City should get involved in discussions of this area. Discussion of Beales Cut, Hart Park History, Newhall Tunnel, Elsmere and its "natural" history. There are significant strategic areas in Towsley just like Elsmere that are very important to be preserved. Expansion of Canyon Country Park and the 3S acres north of Canyon High school, and discussion of a library in this area. Item #2 - Lynn Harris presented item on Downtown Newhall Public •Participation Program. Rich Henderson present a slide presentation. Public Participation - Comments on the number of bars, tattoo parlors, and expectations within this area. Important for community to show enthusiasm and interest in the rehabilitation of this project. Community would like to be a part of discussion on area. Something needs to. be done whether it is a historical motif. Business owners addressed traffic, day labor problems, Time for a master plan and community involvement. Form a committee to discuss all possibilities. Sheriff's station needed in the Newhall area. All people must take ownership of problems. Council - Possibility of Sheriff's from mall when it is not the peak hours to patrol area. Sheriff's should be part of the planning process. Traffic and speed was discussed. Council needs to be'the catalyst for this project. Further discussion included: growth of area, deterioration of area, and active police protection. George C- All ideas valuable. Need to get community involved in the process with facilitator and all areas should be discussed. Item #3 - RedeveIopment - Lynn Harris gave presentation. George C. explained RDA and how the tax dollars increase. Lynn Harris spoke on the advantages and disadvantages of RDA. Discussion included the stressed economy, local private corporations for incentives for outside businesses to come in. The negatives of a RDA. Must concentrate on win/win projects for the City and County. Other options such as projects, grants, COBG. RDA is a good tool. To turn deterioration around, make property available to owners, private investments, joint ventures, etc. City loans RDA money with interest. One other option is an assessment district. There should be certain zones established, and clarification of what we want and where we want it. Mike H. - Enterprise zones same as federal programs where a certain area is defined. Incentive is state designated. Public Participation - Definent benefits of CA. Reinvestment Act. Bank puts out percentage. RDA helps district, schools, community. Talk to banks regarding CRA. Further discussion included establishment of earlier RDA. Carter Doran the superintendent of College of the Canyons appreciates the cooperative approach, and if the City Council pursues this, COC would like to work on a MOU along with the City. Points out a typo in Figure 3. College is in subarea b not 5. Staff will proceed with County on answers of how the City can benefit and talk with banks on advantages in respect to RDA.
