March 23, 1993 EXECUTIVE SESSION The Executive Session portion of the City Council Meeting was called to order by Mayor Heidt at 6;33 p.m. in the City Council Chambers 23920 Valencia Blvd., 1st Floor, Santa Clarita, CA. This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. No action will be taken prior to 7:30 P.M. This session is open to the public. CLERK'S ANNOUNCEMENT City Clerk, Donna Grindey, announced that anyone wishing to address an item on the agenda should fill out a speaker's slip and submit it to the City Clerk before the item is discussed. RECESS Mayor Heidt recessed to closed session at 6:45 p.m. to discuss pending litigation under Government code 54956.9, subsection c. RECONVENE Mayor Heidt reconvened to the public participation portion of the meeting at 7:02 p.m. PUBLIC PARTICIPATION Addressing the Council on matter of public concern were: Leslee Bowman, 27361 Sierra Hwy, #192, Santa Clarita, regarding selection of new Mobilehome Panelmember; Tom Rimi, 14016 Vellhaven Street, Santa Clarita, regarding dress code rules for schools, and transit. PRESENTATIONS Mayor Heidt presented the Silver Circle Recycling Awards to those in the community who have done an outstanding job recycling. Mayor Heidt presented a plaque to Jason Elkin in recognition of saving his mother's life. Mayor Heidt presented a proclamation recognizing the Santa Clarita Valley Youth Summit. RECESS Mayor Heidt recessed at 7:19 p.m. CALL TO ORDER The regular meeting of the Council of the City of Santa Clarita was called to order by Mayor Heidt at 7:30 p.m. INVOCATION Councilmember Boyer led the invocation. -1- City Council Minutes March 23, 1993 FLAG SALUTE Four Student Council Presidents from area schools led the Pledge of Allegiance. APPROVAL OF AGENDA It was moved by Darcy and seconded by Boyer to approve the agenda. Hearing no objections, it was so ordered. APPROVAL OF MINUTES It was moved by Darcy and seconded by Pederson to approve the minutes of the meeting of March 9, 1993, as amended. Addressing the Council in favor of this item were Cathy Culotta, 28051 Renton, Saugus; Ray Lorme, 28125 Caraway Lane, Saugus. Mayor Heidt closed the public hearing. It was moved by Boyer and seconded by Darcy to adopt Resolution No. 93-22; and introduce Ordinance No. 93-7, approving Prezone No. 93-001, waive further reading, and pass to a second reading. City Clerk, PUBLIC HEARING Donna Grindey stated that all notices required by ORDINANCE NO. 93-7, FOR law have been provided, therefore the public APPROVAL OF PREZONE NO. hearing was in order. 93-001, AND RESOLUTION NO. 93-22, FOR APPROVAL Don Williams, City Planner, reported that Prezone OF THE NEGATIVE No. 93-001 is proposed to bring the project area DECLARATION PREPARED FOR into conformance with the City's recently adopted THE PROJECT Unified Development Code (UDC), which became effective on December 24, 1992. Prezone No. 93-001 will change the prezone designations to the recently adopted designations of RL (Residential Low) and RM (Residential Moderate). Although the zoning terminology is different, standards within the existing and proposed zones are substantially consistent, and therefore, will not detrimentally affect land uses in the area. City Clerk, PUBLIC HEARING Donna Grindey stated that all notices required by RESO. 93-32 law have been provided, therefore the public ORD. 93-2 hearing was in order. PROVISONS FOR SECOND UNITS IN THE UNIFIED Rich Henderson, City Planner, reported that under DEVELOPMENT CODE the original Santa Clarita Municipal Code, second units (or senior citizen residences) were subject to a conditional use permit (approximately a $5,000) application fee). Under the draft UDC, a new level of review (minor use permit) was created which allowed for staff review and a fee of $535. As originally approved by the Planning Commission, the UDC allowed for second units for senior citizens (with a minor use permit), with specific provisions for their development. Mayor Heidt closed the public hearing. Following discussion regarding removing the age restriction, problems enforcing rent, it was moved by Pederson and seconded by Boyer to accept staff recommendation to adopt Resolution No. 93-32; and introduce Ordinance No. 93-2, ameading the UDC, waive further reading, and pass to a second reading. ITEM 17 Bahman Janke, City Traffic Engineer, reported that NEW BUSINESS several years ago, the Traffic Engineering staff MEDIAN ALTERNATIVES ON recommended, as a 'quick -fix' project, SOLEDAD CANYON ROAD EST consideration of a modification to the raised OF SIERRA HIGHWAY median on Soledad Canyon Road east of Sierra Highway, to improve traffic flow and traffic safety. The raised median was intended to reduce the higher than expected number of accidents on this section of Soledad Canyon Road at the Ben Franklin Shopping Center. The purpose of the median modification would be to restrict left turn into and out of a number of driveways on either side of Soledad Canyon Road. Ed Kline, Traffic Engineer, Willdan Associates, addressed the Council and further discussed the median alternatives. Following Council discussion regarding safety, liability, and access to the shopping centers from Soledad, it was moved by Darcy and seconded by Boyer to approve Alternative 2, which is a raised median with westbound "left only, opportunities at Ben Franklin Center and the Post Office (other retail) driveway, as well as an eastbound U-turn lane, east of the Ben Franklin Center. All driveways would be restricted to 'right turn only". On roll call vote: Ayes: Boyer, Darcy, &lajic, Pederson, Heidt, Noes: None Excused: None Absent: None Alternative 2 approved. Following discussion regarding the position being a full time job= City charter; the cost of an election; job description; placing on the ballot of April 194; Councilmember Klajic moved that a committee of Councilmembers be formed to work out the details and return with a proposal to possibly be placed on the ballot. There was no second to this motion. Following further discussion, it was moved by Darcy and seconded by Heidt to table this issue. On roll call votes Ayes: Darcy, Heidt, Noes: Boyer, Klajic, Pederson Excused: None Absent: None Motion denied. it was then moved by Pederson and seconded by Klajic to have staff research further and return to Council with briefing by January, 1994. ITEM 19 Ron Kilcoyne, Transportation Manager, reported that NEW BUSINESS each year transit systems receiving funds through SHORT RANGE TRANSIT the Los Angeles County Metropolitan Transportation PLAN FY 1994-1997 Authority must submit a short range transit plan (SRTP). The purpose of the SRTP is to document the transit system goals and objectives, operating performance and plans for the future. The plan must also document the system's compliance with applicable Federal. State and Regional mandates,present a financial plan for the agency and justify the projects for which funding is sought. It was moved by Boyer and seconded by Pederson to approve the Santa Clarita Transit Short Range Transit Plan for FY 1994 through 1997. Hearing no objections, it was so ordered. -8- City Council Minutes March 23, 1993 ITEM 20 Kevin Michelle, Senior Planner reported that the TRANSPORTATION GRANTS: City will be completing grant applications to MTA CALL FOR PROJECTS compete for the available grant dollars from the Metropolitan Transportation Authority (MTA). City staff are coordinating with members of MTA North County/San Fernando Area Team, other Jurisdictions, and surrounding property owners to assess the viability and competitiveness of a variety of grant proposals. To succeed, projects must demonstrate regional benefits. As a result, staff is concentrating on relating projects in three primary regional corridors: the Metrolink Access Corridor, the Sierra Highway CMP/Congested Corridor and the Route 126 Multi -Modal Corridor. It was moved by Boyer and seconded by Darcy to direct the City Manager to submit grant applications to the Metropolitan Transportation Commission (MTA) based on the competitiveness and feasibility of the grant applications. Hearing no objections, it was so ordered. STAFF COMMENTS George Caravalho requested the study session to be held on on March 31, 1993, begin at 7:00 p.m., for the purpose of a closed session. COUNCILMEMBER COMMENTS Councilmember Klajic reminded everyone about the premier of "Sidekicks' on March 24, 1993, at the Plaza Theater. Mayor Heidt reported that over the last three weeks she has been the hearing officer for unmet transit needs. Councilmember Boyer reported that the first meeting of the International Union of Local Authorities will be held in late June. He asked that this be placed on the agenda for the Council meeting of April 13, 1993. Councilmember Boyer also stated that he was one of four Councilmembere invited to the National League of Cities trip to China.
