HomeMy WebLinkAbout1993-06-30 - MINUTES - STUDY SESSION (2)Notes from Study Session of June 30, 1993 , Call to order: 6:06 p.m. Roll Call: All were present with the exception of Carl Boyer, who was expected to arrive by 7:30 p.m. for Closed Session. Item 1: GRAFFITI ABATEMENT PROGRAM UPDATE - Director of Public Works; Jeff Kolin presented a brief background of this item and turned continued report over to Kevin Tonoian; Administrative Analysis. Kevin Tonoian went into further detail regarding the efforts of the Santa Clarita Pride Committee; coordination and dispatch of calls received on graffiti; the costs of the different projects. Kevin then introduced Cecilia Burda; Recreation Superintendent who gave a detailed report on the anti -gang task force and graffiti. She then introduced citizens Sandy Moss and Pat Adams who presented additional information to Council. Kevin Tonoian introduced Sgt. Carl Deeley of the Sheriff's Department who spoke on curfew issues and violations and gave several statistics. Kevin Tonoian introduced Joe Hiltner, a member of the Pride Committee who expressed concern with the gang and graffiti problems in the Santa Clarita area, enforcing that the City must take a stronger stand. Council discussion: . All of Council was in complete support of all material discussed. Jill Klajic suggested that the graffiti ord. be amended to 48 hours rather than 20 days. JoAnne Darcy suggested maybe a 72 -hour time limit. Because of the constant need in Castaic and Val Verde, 48 hours has not worked, but 72 hours does. She felt that all issues should be implemented. Jan Heidt discussed the bus issues, speaking out at Junior Highs, parties, taggers, riding buses. Have someone look into opening up the dance club at Magic Mountain again. Have consistent policies within the schools. Item 2: IMPLEMENTATION OF AFFORDABLE HOUSING PROGRAMS Don Williams, Senior Planner, presented this item, going through each step of the process. Kwan Beilin presented further information regarding Step #1 and explained the bonds and the bond market. JoAnne Darcy questioned the level of financing, and Kwan explained that after review of each case it can be better determined. There are different grade bonds. Council discussion: JoAnne Darcy questioned how the City could make this more feasible and Don Williams explained that it is very difficult to reduce the number of fees, explained that the City Attorney stated that is very difficult to waive fees. Jan Heidt questioned that the units should be scattered and located throughout. the City. People want to donate land to City.for homes or parks, they should feel free to do so. Public Participation: Tom Hayner - Pride• Committee and Anti -Gang Committee - spoke on the graffiti issue and low income housing. Probation Officer -Barney Bartell - prevention of gangs and graffiti. Spoke on presentation in Norwalk and the stand that Norwalk takes on this. Jan Heidt requested that due to time constraints he come back to a future Council meeting and present his issue. Mrs. Jones .- spoke on the graffiti problem and how desperately new legislation is needed. Make parents and children remove the graffiti. Make .youth register as tagger offenders. Create fines (steep ones). - Give Counseling to tagger and families. The meeting adjourned to closed.session at 7:26 p.m.
