A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA CLARITA
SETTING FORTH ITS INTENT TO PARTICIPATE
IN THE NORTH COUNTY SUBREGION FOR THE DEVELOPMENT OF
SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENT'S
REGIONAL COMPREHENSIVE PLAN
WHEREAS, the Southern California Association of Governments (SCAG) Is required under federal
and state law to prepare the regional plans for growth, housing, transportation, and air/water quality
to maintain the Southern California region's eligibility for federal and state funding; and
WHEREAS, the SCAG Executive Committee has authorized development of a Regional
Comprehensive Plan (RCP) to Integrate these plans with other Important regional Issues; and
WHEREAS, the Regional Comprehensive Plan will be prepared by cities and counties through
subreglonal arrangements In a cooperative "bottom-upftop-down" planning process to ensure that
cities and counties are fully Involved In the preliminary policy development phase and the
Implementation actions after the Regional Comprehensive Plan Is adopted; and
WHEREAS, the mayors and counclimembers of Santa Clar@a, Palmdale, and Lancaster will provldil
the decision-making forum for the North County subregion; and
WHEREAS, a study committee of elected officials representing each of the area cities will
coordinate the preparation and approval of the technical and policy contents of a subreglonal plan
to be Included In SCAG's Regional Comprehensive Plan; and
WHEREAS, a technical committee representing each of the area cities will act as an advisory group
to coordinate the preparation of the technical contents of a subreglonal plan, and provide technical
support to the study committee; and
WHEREAS, SCAG has proposed to provide sufficient funding to retain a consultant to prepare the
North County subreglonal plan and the cities' financial contribution will be limited to an In-kind
services match; and
WHEREAS, the adoption of this resolution of Intent Is exempt from the California Environmental
Quality Act as the action will not result In a significant effect on the environment; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarha will support
the study committee's North County subreglonal planning effort which will be Incorporated Into the
Regional Comprehensive Plan; and
BE IT FURTHER RESOLVED, that the City of Santa Clarks may appoint an elected official to
represent the City on the study committee that will provide policy direction to the subreglonal
planning effort, and authorize a staff person to represent the City on the technical committee to
provide technical direction to the subreglonal planning effort.
