A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, CONSENTING TO ESTABLISHMENT OF A PORTION OF
WHITES CANYON ROAD WITHIN SAID CITY AS A PART OF THE
SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES
WHEREAS, the Board of Supervisors did on August 24, 1993, duty adopt a Resolution
declaring the portion of Whites Canyon Road from 450 feet north of Soleded Canyon Road to
Soledad Canyon Road, and Intersecting streets appurtenant to the construction thereof, within the
City of Santa Clarita, County of Los Angeles, State of California, to be a part of the County System
of Highways as provided in Sections 1700 to 1714 Inclusive of the Streets and Highways Code of
the State of California; and
WHEREAS, said Board of Supervisors by said Resolution requested this Council to give
Its consent to allow the County to construct Improvements and perform appurtenant work within
said portion of Whites Canyon Road In the City of Santa Clarita described above; and
WHEREAS, pursuant to Section 15063 of the California Environmental Quality Act (CEQA)
Guidelines, the County of Los Angeles conducted an Initial study and prepared a Negative
Declaration (ND), Supplemental NO, Subsequent NO, and Addendum to the NO pursuant thereto.
NOW, THEREFORE, the City Council of the City of Santa Clarita does resolve as follows:
._ Section 1. Consent to Inclusion In County Highway System. The City Council does hereby
consent to the establishment of the portion of Whites Canyon Road from 450 feet north of Soledad
Canyon Road to Soledad Canyon Road, and Intersecting streets appurtenant to the construction
thereof, within the City of Santa Clarita, as part of the System of Highways of the County of
Los Angeles as provided in Sections 1700 to 1704 Inclusive of the Streets and Highways Code of
the State of California. Said consent Is for the purpose of constructing Improvements and
performing appurtenant work as may be necessary by the County of Los Angeles.
Section 2. Approval of the NO, Supplemental ND, Subsequent NO and Addendum to the
ND. This City does hereby approve the NO, Supplemental NO, Subsequent NO and Addendum to
the ND for the Whites Canyon Road project, dated April 28, 1987, November 29, 1988, June 15, 1990
and August 24, 1993, respectively.
Section 3. Effect on Environment. This City Council does hereby find that the Whites
Canyon Road project has no significant effect on the environment, consistent with the Notice of
Exemption filed by the City pursuant to Section 15301(c) of CEOA.

On November 29, 1988, the board approved a Supplemental ND for
the Whites Canyon Project. Due to the existing railroad conditions
and constraints, the SPTC was unable to grant this Department an
easement over their railroad right-of-way. As a result, the project
was modified. The design now proposes the SPTC railroad to be
realigned and relocated. Whites Canyon would extend over the
Santa Clara River, the newly aligned railroad, the future Route 126,
and the connections to Via Princessa and Sierra Highway. The
scope of the project was reduced because of these changes. Noise
... Impacts of the railroad and road relocations not included in the
original ND were analyzed In the Supplemental ND. Construction of
this phase of the project Is currently underway.
ADDENDUM TO THE NEGATIVE DECLARATION
WHITES CANYON ROAD IN THE SANTA CLARITA VALLEY AREA
OF UNINCORPORATED LOS ANGELES COUNTY TERRITORY
SUPERVISORIAL NO. 5

Preparation of an Addendum to a Negative Declaration (ND) in
compliance with Article II, Section 15164 of the Guidelines for the
Implementation of the California Environmental Quality Act as
amended In 1986.

Whites Canyon Road Right -Turn Lane Addition
LOCATION:
City of Santa Clarke
APPROVED PROJECT
DESCRIPTION:
Extend Whites Canyon Road southerly from Soledad Canyon Road
to Sierra Highway with a connection to the existing Via Princessa.
Relocate and realign the existing Southern Pacific Transportation
Company (SPTC) railroad, construct a soundwall adjacent to an
existing mobile home park, and encase an existing sewerline located
between the railroad realignment and the mobile home park.

BACKGROUND
INFORMATION:
On April 28, 1987, the Board approved an ND for the Whites Canyon
Road project to construct the connections of Whites Canyon Road
and Via Princessa, and Whites Canyon Road and Sierra Highway.
The proposed Whites Canyon Road would extend over the Santa
Clara River, existing SPTC railroad, and the future Route 126. The
extension of Whites Canyon Road from Soledad Canyon Road and
the bridge over the Santa Clare River has been construct.
On November 29, 1988, the board approved a Supplemental ND for
the Whites Canyon Project. Due to the existing railroad conditions
and constraints, the SPTC was unable to grant this Department an

was modified. The design now proposes the SPTC railroad to be
realigned and relocated. Whites Canyon would extend over the

The County now proposes to Include the reconstruction and
widening of Whites Canyon Road to Incorporate a right -turn pocket
lane, approximately 10 feet wide and 200 feet In length, on the west
side near the Intersection with Soledad Canyon Road. This
construction project will Incorporate an additional lane southbound
from Whites Canyon Road onto westbound Soledad Canyon Road.
Relocation of gutter, curb, sidewalk, a bus stop, utility lines,
landscaping and lighting will be required. A raised median will be
constructed on Whites Canyon Road that will divide north and
southbound lanes near the Intersection with Soledad Canyon Road.
Existing traffic signals will be modified to Include left and rlght-turn
movements.
The new right -tum pocket will Improve traffic flow at a higher level
of service at the Intersection of Whites Canyon Road and Soledad
Canyon Road. The complete connection of Whites Canyon Road and
Sierra Highway will further Improve the traffic flow.
Installation of signals and traffic modifications will Increase the
efficiency of vehicular flow.
The changes discussed within this Addendum do not raise new
Issues about the significant effects on the environment nor do they
require any mitigation measures. Impacts due to these additions to
the project have not changed from those discussed In the ND,
Supplemental ND, and Subsequent ND.
