The Traffic Engineering section has received requests from the Newhall School District and
a resident of Arroyo West Condominiums to review the sight visibility at the intersection of
Arroyo Park Drive/Regents Park Circle and Arroyo Park Drive at the driveway of the Arroyo
West Condominiums. They are requesting that the City improve the visibility of pedestrians
crossing Arroyo Park Drive at Regents Park Circle, especially the school-age pedestrians.
Also, the sight line of motorists is partially obstructed when making a left -turn from
eastbound Arroyo Park Drive into their driveway of the Arroyo West Condominiums.
Staff has recently installed centerline striping along Arroyo Park Drive and Del Monte Drive.
During the preparation of the signing/striping plan, sight visibility studies on side
streets/driveways that intersect with the subject roadways were conducted to determine the
locations that require on -street parking prohibitions. (See attached Exhibit "A" for area map
and no -stopping zone locations.)
The study showed (see attached Traffic Study) that the modification of the centerline striping,
on Del Monte Drive between Windsor Drive and Starkus Way, requires the extension of the
existing no -stopping zones on both sides of the road. The additional no -stopping zone will
provide a safer and better transition of the vehicles from a wider to narrower lane. The
various homeowners associations in the area were involved in the preparation of the
alternative signing/striping plans and did not have any objections to the proposed no -stopping
zones,

Also, the study showed that establishing a no -stopping zone along both sides of Arroyo Park
Drive at Regents Park Circle would improve the sight visibility of motorists exiting Regents
Park Circle. Pedestrians that cross Arroyo Park Drive at Regents Park Circle would be more
visible to the drivers of oncoming vehicles along Arroyo Park Drive. In addition, the study
showed that establishing a no -stopping zone along the south side of Arroyo Park Drive across
the driveway of the Arroyo West Condominiums would improve the sight visibility of
motorists making a left -turn from eastbound Arroyo Park Drive into their driveway.
RECOMMENDATION
Adopt Resolution No. 94-118, establishing no -stopping zones at the following locations:
1) Del Monte Drive, along the west side, from 100 feet north to 312 feet north of Starkus
Way.
2) Del Monte Drive, along the east side, from driveway (across Starkus Way) to 298 feet
northerly.
3) Arroyo Park Drive, along the north side, from the curb return of Regents Park Circle to
90 feet easterly.
4) Arroyo Park Drive, along the south side, from 300 feet west to 150 feet east of the
centerline of Regents Park Circle.
5) Arroyo Park Drive, along the south side, from the end of the existing no -stopping zone to
150 feet westerly (toward the Arroyo West Condominiums driveway).

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
ESTABLISHING NO -STOPPING ZONES AT FIVE (5) LOCATIONS
ALONG ARROYO PARK DRIVE AND DEL MONTE DRIVE
WHEREAS, the no -stopping zones at these five locations are in addition to the signing
and striping plan for Arroyo Park Drive and Del Monte Drive; and
WHEREAS, a request was made to establish a no -stopping zone at certain locations
along Arroyo Park Drive and Del Monte Drive; and
WHEREAS, it is consistent with normal traffic engineering practices to establish a
no -parking or a no -stopping zone; and
WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for
local authorities to prohibit stopping or standing of vehicles on certain streets, highways, or
portions thereof, during all or certain hours of the day.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, does resolve as follows:
SECTION 1. That the stopping and standing of vehicles on the following streets or
highways, or portions thereof, shall not be allowed:
1) Del Monte Drive, along the west side, from 100 feet north to 312 feet north of
Starkus Way.
2) Del Monte Drive, along the east side, from driveway (across Starkus Way) to 298
feet northerly.
3) Arroyo Park Drive, along the north side, from the curb return of Regents Park
Circle to 90 feet easterly.
4) Arroyo Park Drive, along the south side, from 300 feet west to 150 feet east of the
centerline of Regents Park Circle.
5) Arroyo Park Drive, along the south side, from the end of the existing no -stopping
zone to 150 feet westerly (toward the Arroyo West Condominiums driveway).
SECTION 2. That the no -stopping regulations, as provided herein, shall apply when
appropriate curb markings or signs giving adequate notice thereof have been placed as
described in Section 1.
SECTION 3. That staff shall provide the necessary curb markings or signs to effect
this resolution.

ADDITIONAL "NO STOPPING" ZONES
BACKGROUND:
Staff has received several calls from the residents in the Summit area indicating their
concern with the recreational vehicles (RV's) parked along Arroyo Park Drive. These RVs,
when parked too close to an intersection or a driveway, block the line of sight of the motorists
traveling in the area. Also, in order to avoid the parked RVs, some motorists tend to drive
in the opposite travel lane. Staffs investigation showed that the RV's that utilized the on -
street parking along Arroyo Park Drive were legally parked.
To address the safety concerns of the residents in the area, the Traffic Engineering section
recently recommended installation of centerline markings on the street to improve the flow
of traffic. As part of the recommendations, a sight visibility study was conducted on all the
side streets/driveways that connect to the subject roadways to determine the locations where
no -stopping zones would be needed.
In addition, on June 6, 1994, staff received a request from Newhall School District,
Mr. J. Michael McGrath, to review the sight visibility at the intersection of Arroyo Park
Drive/Regents Park Circle. On July 5, 1994, staff was also requested by Ms. Dorothy Hough,
a resident of Arroyo West Condominiums, to study the sight visibility on Arroyo Park Drive
at the driveway of the Arroyo West Condominiums,
RECOMMENDATION:
Based on the results of our investigation, staff recommends to establish a no stopping zone
on the following locations:
Del Monte Drive, between Windsor Drive and Starkus Way, along the west side
from 100 feet north to 312 feet north of Starkus Way.
2. Del Monte Drive, between Windsor Drive and Starkus Way, along the east side from
driveway (across Starkus Way) to 298 feet northerly.

3. Arroyo Park Drive, between westerly of Regents Park Circle and easterly of Arroyo
West Condominiums driveway, along the north side from curb return of Regents
Park Circle to 90 feet easterly.
4. Arroyo Park Drive, between westerly of Regents Park Circle and easterly of Arroyo
West Condominiums driveway, along the south side from 300 feet west to 150 feet
east of the centerline of Regents Park Circle.
5. Arroyo Park Drive, between westerly of Regents Park Circle and easterly of Arroyo
West Condominiums driveway, along the south side from the end of the existing no
stopping zone to 150 feet westerly (toward the arroyo west condominiums driveway).
EXISTING CONDITION:
Arroyo Park Drive and Del Monte Drive are both designated as collector streets with 40 feet
width. There are existing sidewalks, curb and gutter on both sides of the roadways, with a
posted speed limit of 35 m.p.h. Also, both roadways have horizontal and vertical curvatures.
The City has recently completed installing a double yellow centerline using Raised Pavement
Markers (RPM'S) on the entire length of Arroyo Park Drive and Del Monte Drive.
The centerline striping on Del Monte Drive between Windsor Drive and Starkus Way was
recently modified to accommodate a wider lane for southbound traffic. The length of the
transition was also extended to have a safer and better flow of traffic. This striping
modification requires the extension of the no stopping zone in this area. Staff proposes to
establish additional no stopping zones at the following locations:
- Del Monte Drive, along the west side from 100 feet north to 312 feet north (end of
existing no stopping zone) of Starkus Way.
- Del Monte Drive, along the east side from driveway (across Starkus Way) to 298 feet
northerly (end of existing no stopping zone).
The sight visibility of the motorists travelling along Arroyo Park Drive, between easterly of
the Arroyo West Condominiums driveway and westerly of Regents Park Circle, is partially
obstructed because of some horizontal/vertical curvatures of the roadway and vehicles that
use on -street parking in the vicinity. Also, pedestrians that cross Arroyo Park Drive at
Regents Park Circle might not be fully apparent to the drivers of on -coming vehicles due to
the same reasons. At some locations, the line of sight of the motorists exiting from minor
streets or private driveways are partially blocked by vehicles that use on -street parking near
the intersections.

Staff recommends the prohibition of on -street parking at certain locations to improve the
sight visibility of the motorists entering or exiting Arroyo Park Drive from a minor street or
driveway. Also, the elimination of on -street parking in this area will help make the
pedestrians crossing Arroyo Park Drive at Regents Park Circle, from the south side to north
side, more visible to the motorists that are travelling eastbound. The following are the
locations that are recommended for no stopping zones:,
Arroyo Park Drive, along the north side from curb return of Regents Park Circle to
90 feet easterly.
Arroyo ParkDrive, along the south side from 300 feet west. to 150 feet east of the
centerline of Regents Park Circle.
Arroyo Park Drive, along the south side from end of the existing red curb to 150 feet
westerly (toward the Arroyo West Condominiums).
