SUBJECT: Amendment of CDBG Program Year 1993-94 and 1994-95 Final Statements
DEPARTMENT: Community Recovery Agency -Community Development Block Grant Division
This item is a request for City Council approval to amend the City's 1993-94 and 1994-95 Final
Statements. At the October 25, City Council meeting, approval was given for staff to cancel the
City's Section 108 Loan Application and reprogram the $260,000 debt service of this loan to provide
funding for programs and projects that address community needs such as the Newhall Creek Bank
Protection Project. Recently, two funding requests totalling $10,000 have been referred to CDBG for
consideration from the City's Community Service Grant Committee. A third request is from the
Santa Clarita Valley Senior Center for $28,000 for a parking lot expansion project. Similar to the
Community Service Grants, funding for these requests is only for this year and will not form
permanent, or on going budget obligations to the CBDG program. CDBG staff review of these
programs and projects confirm eligibility criteria established by the Department of Housing and
Urban Development.
First, the Samuel Dixon Family Health Center provides free/low cost outpatient healthcare services,
health education and community health resources to valley residents. Last year, 50% of the new
patients visiting this center were from the City of Santa Clarita. The Center is anticipating a 20%
increase in patient visits which represents over 1,100 visits from City residents. Accordingly, the
Center is seeking to expand its hours as a means to meet the service/medical needs of our
residents and adjacent communities. Next, is a request from the Foundation for Children's Dental
Health. This program provides free dental care and dental education to low and moderate income
children between the ages of 7-14 and to preschooler parents. Last year, 120 children received
dental care and 250 parents of preschoolers received oral/dental education. Dental services are
provided through the University of Southern California (USC) mobile dental unit.
Finally, the Santa Clarita Valley Senior Center is requesting funds for the expansion of their parking
facilities. Since the January earthquake, the Senior Center has experienced an increased demand
for services. As a means to better accommodate the residents coming to the Senior Center, an
expansion of the parking facilities is needed. Further, by expanding the parking facilities, we will
be improving the ingress and egress of public transportation vehicles to the Center.
The aforementioned programs and projects are consistent with City goals to provide a higher level
of public service as a means to upgrade and sustain the quality of life for all City residents.

RECOMMENDATION
Approve and direct staff to amend the City's 1993-94 and 1994-95 Program Year Final Statements
to include the aforementioned new programs and projects.
Direct staff to transfer $38,000 from account # 12-5500-290 to the CDBG Community Service Grant
Program Account # 12-5517-227 to provide for the funding of these projects.
NOTICE FOR PUBLIC COMMENT ON PROPOSED AMENDMENT
TO CITY'S FINAL STATEMENT OF USE OF COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR THE
1993-94 AND 1994-95 FINAL STATEMENTS
Notice is hereby given that the City of Santa Clarita will be receiving public comment for a period
of seven (7) days from the date this notice is published, regarding proposed amendments to the
City's Final Statement of Community Development Block Grant (CDBG) Funds for Fiscal Years
1993-94 and 1994-95.
In accordance with CDBG regulation (24CFR 570.305) and the City adopted amendment policy, the
City must amend its Final Statement whenever it decides to substantially change the proposed
location, funding or beneficiaries of a project or activity.
The City considers substantial change to be defined as any of the following:
1). the addition of a proposed activity which was not described in the adopted Final
Statement.
2). the deletion of a proposed activity which was described in the Final Statement.
3). a change in the activity location, scope, purpose or beneficiaries from that which
was described in the adopted Final Statement.
4). an increase or decrease of expenditures of more than 25% to a proposed
activity in the adopted Final Statement.
The City proposes to amend the 1993-94 and 1994.95 Final Statements as follows:
1). reprogram $28,000 from the CDBG contingency account into the Santa Clarita
Valley Senior Center Parking Lot Expansion Project.
2). reprogram $15,000 from the CDBG contingency account into the Community
Service Grant requests as follows: Foundation for Children's Dental Health -Mobile
Dental Lab -$5,000 Samuel Dixon Family Health Center -$5,000 LA County
Service Center- $5,000.
