SUBJECT: Appointment of AQMD Board Member
DEPARTMENT: City Council
BACKGROUND
For months now, the Air Quality Management District (AQMD)Board Members have wrestled over the
election of candidate, Nell Soto, council member from the City of Pomona, and other nominees.
Attached, please find biographical information on nominees Nell Soto and Joan Feehan from the City
of La Canada/Flintridge.
As the City's representative on the AQMD Board, I have been frustrated with this election process.
In the past elections, through my vote, the City has supported Nell Soto. However, there have not been
enough votes for any of the candidates to win the seat.
The next AQMD Board meeting at which a vote will be taken is May 11, 1994. The filling of this
Board seat has been difficult because no candidates have been able to win sufficient support from the
remaining Board Members to be elected. It would be a benefit to this election process if the Santa
Clarita City Council would lend its AQMD Board representative sufficient discretion as to not limit the
choice of candidates to those selected at earlier City Council meetings.
RECOMMENDATION
That the City's AQMD Board representative have the discretion to vote for a candidate who has not
been pre -designated at an earlier City Council meeting,
