SUBJECT: Approval of Application for Transportation Development Act (TDA)
Article 3 Funds and Resolution 94-37

BACKGROUND
The Los Angeles County Metropolitan Transportation Authority (MTA) encourages local agencies
to claim funding available for bicycle and pedestrian facilities under Article 3 of the California
Transportation Development Act (SB 821). This year, an estimated $3,921,175 will be available
to local jurisdictions according to a formula based primarily on population. Santa Clarita has been
allocated $44,725 for fiscal year 1993-94.
This year's funding guidelines remain largely unchanged from last year. They were revised to
reflect bikeway planning as an additional eligible expenditure of TDA Article 3 funds.
A resolution is attached to the agenda report for the Council's consideration. This resolution
authorizes application for receipt of the local apportionment funds for bikeways and provides that
the City will cause any trail or bikeway constructed with SB 821 funds to be maintained in a safe
condition.
RECOMMENDATION
It is recommended that the City Council adopt Resolution 94-37, authorizing application for
bikeway funds, and authorize the Director of the Parks, Recreation, and Community Services
Department to execute and submit all documents necessary to receive TDA Article 3 funds.

A RESOLUTION OF THE CITY COUNCIL
OF TBE CITY OF SANTA CLARITA, CALIFORNIA
APPROVING THE APPLICATION FOR BICYCLE AND/OR .PEDESTRIAN FUNDS
UNDER SB 821 AND APPROVING THS ADOPTION OF ITS
BICYCLE AND/OR PEDESTRIAN PLAN
WHEREAS, SB 821 provides that 2% of each county's total .local
Transportation Fund be annually set aside and used to fund the development of
bicycle and pedestrian facilities; and
WHEREAS, the City of Santa Clarita desires to construct and maintain the
maater .bikeway system within their city utilizing, in. part, the funds
available under SB 821.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa
Clarita does resolve
1. To adopt the Bikeway System in conformance with the specifications in
Caltrans' Bikeway Planning and Design and the Regional Mobility Plan;
2. To authorize the Director of Parks, Recreation and Community Services
Department as the City's authorized signature and designated contact
person;
3. To apply for all funds available to the City of Santa Clarita
allocated for Bikeways and Pedestrian Facilities (SB 821);
4. To maintain, or cause to be maintained in safe condition, all
facilities whose construction is wholly or partially funded by the
requested allocation of SB 821 funds.
