This item is on the agenda per the request of Mayor Pederson. As a
result of a League of California meeting, two nominees were added
to the ballot to be elected to the Air Quality Management District_
The two nominees added were Councilmember Perez from the City of
LaPuente and Councilmember Joan Feehan from the City of
LaCanada/Flintridge.
Council to direct the Mayor to vote for two candidates to be
elected for the AQMD, on the first ballot only.

"We A, want clean air and the SCAQMD has to find a way to clean up the air without using,
the lasid of bully boy tactics that are nuw inibriating businesses and cities:
- let's STOP scaring people into submission by threatening huge fines for minor
errors or, as happened to the City of Claremont, for late paperwork. The irony
of a federal agency fining a small city $25,400 for late paperwork would be
funny if the Implications of this kind of behavior weren't ao $ightening. It's got
to stop.
- let's START promoting a positive approach and better intergovernmental
relationships by demanding eonoiliation sad mcdiation before fines and lawsults.
- let's promote a climate of trust, fairness and cooperation to reach the goal we all i
agree on.

As a result of my renomination from the floor to serve as our Eastern Region City
representative of the SCAQMD, I again seek your support to provide our communities with
dedicated leadership and service. The ongoing, seemingly irresolvable voting deadlock has
prevented us from having much needed representation on the SCAQMD Board. We
Continue to need a representative who will be independent of special interests, and
cognizant of the need to support our business and governmental community. My
background, experience and commitment can meet these needs.
The time is now to end our deadlock and move forward; this should be our primary goal. I
again offer you my commitment and dedication to represent you, and I seek your support to
get us Moving once again.

Vote: Unanimously Carried
Chairman Condie opened nominations for the election of one member
to the SCAQMD.
- Mayor Moses nominated Christina Cruz -Madrid of Azusa
- Mayor Canada nominated Nell Soto of Pomona
There being no further nominations, on motion of Mayor Van Horn,
seconded by Mayor Edwards and unanimously carried, the nominations
were closed.
The 1st Ballot was taken as follows:

Neither candidates received the required 2/3 vote of cities (42)
and 2/3 of populations (2,375,387) to be elected.
Following discussion, on motion of Mayor Zarian, seconded by Mayor
Edwards and duly carried, the nomination was reopened.
- Councilmember Sykes nominated Louis Perez of La Puente
- Mayor Edwards nominated Joan Feehan of La Canada Flintridge
- Councilmember Wright nominated Lara Blakely of Monrovia
who declined the nomination and expressed support for
Candidate Feehan
On motion of Mayor Wallach, seconded by Councilmember Foley and
unanimously carried, nominations were closed.
Following discussion, on motion of Mayor Canada, seconded by
Councilmember Hathaway -Francis and duly carried, the election was
postponed until the next meeting in March.
The nominees for the March election are:
- Christina Cruz -Madrid, Azusa
- Nell Soto, Pomona
- Louis Perez, La Puente
- Joan Feehan, La Canada Flintridge
