SUBJECT: Right -of -Way Engineering and Authorization to Bid
for Phase II of the Santa Clara River Trail
DEPARTMENT: Parks, Recreation, and Community Services
The City of Santa Clarita, through its planning efforts with the General Plan, the Santa
Clara River Water and Recreation Features Study, and the Community Strategic Plan, has
identified a Class I (off-street) trail facility to be located within the Santa Clara River
corridor. Much of the focus during the past year has been on identifying and submitting
competitive grant applications to assist in the funding of this project. The City has been
successful in its applications for this project and has much of this trail funded.
Staff has been working with David Evans & Associates, Inc. (DEA) on the design of Phase H
of the Santa Clara River Trail. Through a qualifications -based selection process, DEA was
prequalified and recommended by staff and approved by the City Council to design Phase II
of the trail. The design of Phase II of the Santa Clara River Trail is nearing completion and
includes the area on the north side of the Santa Clara River between Sierra Highway east
to Lost Canyon Road. The trail alignment has been clearly identified and now requires
procurement of the right-of-way. Staff has interviewed the right-of-way agent employed by
DEA and discussed the method of procuring the necessary right-of-way. Due to the expertise
and knowledge exl-dbited by DEA during the trail design and their understanding of the
project's right-of-way, staff recommends the selection of DEA to assist in procuring the right-
of-way for Phase II at a cost not to exceed $100,000.
Funding is available for this project through account number 17-99018-227 and number
28-99018-227. This project has been included in the fiscal year 1994-95 budget.
RECOMMENDATION
City Council authorize staff to enter into a contract with David Evans & Associates, Inc. not
to exceed $100,000 to negotiate the procurement of the right-of-way for Phase II of the Santa
Clara River Trail.
City Council authorize staff to advertise for bids for Phase II of the Santa Clara River Trail
upon final review of the plans and specifications.
