SUBJECT: BIN REPLACEMENT SERVICE PERMIT -PROGRESS REPORT

At the December 14, 1993 City Council meeting, staff made a presentation to the council on
the Bin Replacement Service Permit (temporary bins and roll -off boxes). Based on
comments received from the public, the City Council directed staff to return to negotiations
with the applicants in order to resolve the issues relating to the percentage of franchise fees,
the amount of granting fees, the reporting requirements and to further evaluate the exclusive,
semi -exclusive and non-exclusive franchise options for the permit system. Staff was also
requested to provide the Council with a synopsis of the advantages offered to the hauler
through a Bin Replacement Service Permit.
Permit Negotiation Meetings
In accordance with the Council's direction, a meeting will be held on January 12, 1994, at
City Hall in Orchard Rooms A & B from 1:00 p.m. 3:00 p.m to discuss the above
mentioned issues. A follow up meeting will be held on January 25, 1994, at City Hall in
Orchard Rooms A & B from 1:00 p.m. - 3:00 p.m.
Public Information Meeting
Additionally, the the Santa Clarita Valley Chamber of Commerce requested that the City
staff meet with the local businesses to discuss the effects of the proposed Bin Replacement
Service Permit. Accordingly, a public information meeting will be held on January 18, 1994
at City Hall in City Council Chambers from 1:00 - 3:00 p.m.
Direct staff to continue negotiations with applicants, meet with local businesses to discuss the
effects of the proposed Bin Replacement Service Permit and return to City Council on
February 22, 1994 to present the revised permit for Bin Replacement Service.
