HomeMy WebLinkAbout1994-10-11 - AGENDA REPORTS - BUS STOP SHELTERS BENCHES (2)AGENDA REPORT City Manager Apprc Item to be presented CONSENT CALENDAR DATE: October 11, 1994 SUBJECT: BUS STOP SHELTERS AND BENCHES: ENCROACHMENT PERMIT FEES DEPARTMENT: Public Works BACKGROUND At their September 13, 1994 meeting, Council directed the City Manager to execute agreements for the construction and placement of 50 bus stop shelters and 250 benches within the City's transit service area. Presently, staff is working with both contractors to finalize the terms of each agreement so that we may proceed with the installation of these transit amenities. Currently, when benches owned by non -franchised companies are placed in the City's right- of-way they would be required to pay fees pursuant to Santa Clarita Municipal Code 13.25.025. However; as directed by the City Council, staff created a revenue neutral agreement whereby a private/public partnership is proposed. Under this partnership, Transit will receive 250 benches all maintained by the private company. Of the benches, 16 will be reserved specifically for public service announcements and 83 will be non -advertising. These non - advertising benches are to be placed in residential areas of the City. To this end, staff and the contractor (Coast United Advertising) have negotiated an agreement which provides for the payment of all direct costs incurred by the City associated with the placement of these benches by the contractor. These fees include the City's Permit Issuance Fee, and all inspection fees incurred by the City which staff estimates to be approximately $12,500. In addition the contractor will provide the City another $14,000 in capital and services. This includes benches, annual maintenance and public service announcements. Staff feels that because of the partnership this approach mutually benefits both the City and contractor. Staff is confident that, following the initial placement of these bus benches, time incurred in the administration of this contract will be minimal. However, should some additional time be incurred by the City, staff believes this proposed approach is consistent with the City's desire to recover all actual costs, while satisfying the contractors request that fees be modified to reflect costs directly incurred by the City.
