SUBJECT: THE OPENING OF CINEMA DRIVE
TWO-WAY LEFT -TURN POCKET & "NO STOPPING" ZONE

BACKGROUND
The Newhall Land and Farming Company is proceeding with the final improvements of
Cinema Drive between Valencia Boulevard and Bouquet Canyon Road. As part of the improvement,
the traffic signal at the intersection of Bouquet Canyon Drive and Cinema Drive is to be installed
and operational prior to the opening of the road. This future east -west collector, with a width of
40 feet (curb -to -curb), is anticipated to have several driveways along both sides with high in -and -out
left -turn movements. In order to reduce the potential rear -end and head-on accidents which may
be caused by these types of left -turn movements, and also to provide adequate sight visibility for
the drivers pulling out of the driveways, the traffic engineering division has proposed to install the
following:
1. Two-way left -turn lane
2. "No -Stopping" zone
The plans to achieve the above have been prepared and will be implemented by the developers
contractor. The Traffic Engineering division has investigated and concluded that the proposed no.
stopping zone would not effect the existing and future businesses along that corridor.
The existing shopping center known as Cinema Center, located on the north-east corner of
Valencia Boulevard and Cinema Drive, has several parking stalls. The investigation indicates that
parking is always available at this site. It should be noted that a portion of Cinema Drive, fronting
the center, is already posted with "No -Stopping" zones. The Wells Fargo Bank and the chiropractic
clinic along the south side also usually have between 50 to 90 percent of parking availability.
Motorists have recently been using both sides of Cinema Drive as a "Park & Ride" lot. The City's
transit division has been contacted and has notified staff that it has already leased a portion of the
Mann's Theater parking lot for its "Park & Ride" use and have no objection to the proposed "No -
Stopping" zone. The new leased area accommodates approximately 427 parked vehicles. Traffic
engineering and transit staff will work together to properly notify the motorists about the new "Park
& Ride" area after the opening of Cinema Drive.

To provide adequate sight visibility when exiting the driveways and also to reduce potential
rear -end accidents when making a left -turn into the driveways, staff recommends that a two-way
left -turn lane and "No -Stopping" zone be established along both sides of Cinema Drive between
Valencia Boulevard and Bouquet Canyon Road. The "No -Stopping" zone is necessary and would
provide adequate sight visibility and also would reduce potential vehicle conflicts at this location.
The proposed "No -Stopping" zone will not effect any of the existing businesses in that corridor.
RECOMMENDATION
That the City Council adopt Resolution No. 94-47, establishing a "No -Stopping" zone along both
sides of Cinema Drive between Valencia Boulevard and Bouquet Canyon Road.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
CLARITA, CALIFORNIA, ESTABLISHING A NO -STOPPING ZONE
ALONG BOTH SIDES OF CINEMA DRIVE BETWEEN VALENCIA
BOULEVARD AND BOUQUET CANYON ROAD
WHEREAS, a request was made to establish a no -stopping zone along both sides of
Cinema Drive between Valencia Boulevard and Bouquet Canyon Road; and
WHEREAS, it is consistent with normal traffic engineering practices to establish parking or
a no -stopping zone; and
WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local
authorities to prohibit stopping or standing of vehicles on certain streets, highways, or portions
thereof, during all or certain hours of the day.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the stopping and standing of vehicles on the following streets or
highways, or portions thereof, shall not be allowed:
1. Cinema Drive on both sides between Valencia Boulevard and Bouquet Canyon Road.
SECTION 2. That the no on -street parking of vehicles, as provided herein, shall apply when
appropriate curb markings or signs giving adequate notice thereof have been placed as described
in Section 1.
SECTION 3. That staff shall provide the necessary curb markings or signs to effect this
resolution.
