BACKGROUND
In Fiscal Year 1993-94, the City of Santa Clarita Council allocated $75,000 for the Community Services
Grant Program. The City's program is a community outreach program assisting neighborhood community
based, non-profit organizations in need, who provide social services to City residents. The intent of the
program is to award grants to social services organizations in the form of one-time projects and program
enhancements, capital expenditures and special supplies. Community Services Grant funds have been
budgeted in Fiscal Year 93-94 in account number 01-9000-227.
The City received 32 applications from organizations desiring to be considered for a grant from the
Community Services Grant Program. A selection panel comprised of Councilmembers Darcy and Heidt
and City staff reviewed all requests and have prepared a recommendation for City Council approval. The
panel presents a grant funding recommendation of $50,750 to 21 needy social service community
organizations. Please refer to Attachment A for Agency Recommendation List.
To arrive at their recommendation, the selection panel reviewed requests to the extent they addressed a
need that demonstrated a clear social benefit to City residents, demonstrated financial need and proposed
request promoted an identified City priority social/human need. The selection panel avoided, to the extent
possible, funding requests which result as ongoing expenditures. In addition, the panel recommended
requests which would provide the greatest social service impact for the grant awarded, requests for social
services projects verses cultural or community aesthetic proposals and programmatic rather than
administrative expenditures. The selection panel also recommends setting aside an emergency reserve of
$24,250 for any unanticipated future requests.
RECOMMENDATION
City Council to approve recommendation by selection panel to award a total of $50,750 for 21
recommended agencies as listed in Attachment A.
