Rick Putna CONSENT CALENDAR L� /'I� DATE: JANUARY 25, 1994 SUBJECT: CHUCK PONTIUSICOMMUTER RAIL TRAIL - PROJECT NO. 99-029: DESIGN SERVICES DEPARTMENT: PARKS, RECREATION, AND COMMUNITY SERVICES BACKGROUND Staff was previously successful in securing through the Metropolitan Transportation Authority Proposition C discretionary grant funds in the amount of $1,050,000 for right-of-way acquisition, design, and construction of a Class I (off -road) pedestrian and bicycle trail between the Commuter Rail Station and the Soledad bridge west of Camp Plenty Road. Council subsequently approved the necessary funding agreement document, and account no. 17-99029-227 was established to track all costs associated with the project. Design services must be secured at this time for the project. Staff issued a request for proposal for similar services for the Santa Clara River Trail, and subsequently pre -qualified BSI Consultants, Inc. (Santa Ana), David Evans and Associates (West Covina), Church Engineering (Irvine), and Sikand Engineering (Van Nuys) for these types of design services, Staff has completed the qualifications basis selection process and recommends that design services for this project be provided by Sikand Engineering. Staff has discussed this project with Sikand Engineering including a detailed field review, and is confident of Sikand's ability to perform the work. Based on the scope of work discussed with Sikand Engineering, costs for design services for this $1,050,000 project will not exceed $200,000. In the event that negotiations with Sikand Engineering are not successful, staff recommends that design services be procured through David Evans and Associates. RECOMMENDATION Direct staff to enter into negotiations and authorize that a contract be entered into with Sikand Engineering for design services for the Commuter Rail Trail project. Should negotiations with Sikand Engineering prove unsuccessful, direct staff to enter into similar negotiations and authorize that a contract for these services be entered into with David Evans and Associates.
