The Congestion Management Program (CMP) is a state -mandated program for urbanized counties
In California, enacted in 1989, to link land use, transportation, and air quality decisions, and to
address transportation needs on a regional basis. Los Angeles County Metropolitan Transit
Authority (MTA) is administering the program for Los Angeles County. The program requires that
local jurisdictions formally commit to participate in it, that they (1) assist in monitoring the CMP
system (roads and transit), (2) adopt and implement a trip reduction and travel demand ordinance
(Santa Clarita ordinance adopted in 1992), (3) adopt and implement a program to analyze the
impacts of local land use decisions on the regional transportation system, and (4) participate in the
countywide deficiency plan.
If a municipality does not participate in the CMP, a portion of gas tax funds normally apportioned
by Section 2105 of the Streets and Highways Code is withheld.
Resolution 94.45 (attached) commits the City to conformance with the CMP. State law requires that
the adoption of the resolution be conducted through a public hearing, and the MTA requires that
the resolution be adopted and submitted prior to May 1, 1994. With this resolution, the City
promises to prepare a report listing all regional transportation improvements implemented since
January 1, 1990, and to submit it to MTA on or before November 1, 1994, as a basis for establishing
credits according to the Countywide Deficiency Plan. In addition, the City commits to track annual
development activity, beginning June 1, 1994. This latter information will be used as a basis for
establishing the City's mitigation responsibility under the Countywide Deficiency Plan.
RECOMMENDATION
Receive report, conduct public hearing, and adopt Resolution 94-45. Direct staff to proceed with
1994 CMP Local Implementation Report and new development tracking.

NOTICE OF PUBLIC HEARING REGARDING
CONGESTION MANAGEMENT PROGRAM (CMP) COMPLIANCE:
1994 LOCAL IMPLEMENTATION REPORT AND SELF -CERTIFYING
RESOLUTION COMMITTING TO PARTICIPATE
PUBLIC NOTICE IS HEREBY GIVEN:
The Congestion Management Program (CMP) is a state -mandated program administered
by the Metropolitan Transit Authority (MTA) to link land use, transportation, and air
quality decisions, and to address transportation needs on a regional basis. The City is
required to participate in this program in order to receive Proposition 111 gas tax funds.
This procedure commits the City to conformance with the CMP for 1994.
The hearing will be held by the City Council of the City of Santa Clarita on April 19,
1994, at or after 6:30 p.m., in the City Council Chambers at 23920 Valencia Blvd., 1st
Floor, Santa Clarita, CA. 91355

CITY OF SANTA CLARITA
RESOLUTION NO. 94.45
A RESOLUTION OF THE CITY OF SANTA CLARITA, CALIFORNIA, FINDING THE CITY TO BE IN
CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM (CMP) AND ADOPTING
THE CMP LOCAL IMPLEMENTATION REPORT, IN ACCORDANCE WITH CALIFORNIA
GOVERNMENT CODE SECTION 65089
WHEREAS, the Los Angeles County Metropolitan Transportation Authority ("MTA"), acting
as the Congestion Management Agency for Los Angeles County, adopted the Congestion
Management Program on November 17,1993; and
WHEREAS, the adopted CMP requires that MTA annually determine that the County and
cities within the County are conforming to all CMP requirements and
WHEREAS, the adopted CMP requires submittal to the MTA of this CMP local Implementation
report by May 1, 1994; and
WHEREAS, the City Council held a noticed public hearing on April 19, 1994.
NOW, THEREFORE, THE CITY COUNCIL FOR THE CITY OF SANTA CLARITA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That the City has taken all of the following actions, and that the City is in
conformance with all applicable requirements of the 1993 CMP.
The City has locally adopted and continues to implement a transportation demand
management ordinance, consistent with the minimum requirements identified in the CMP
Transportation Demand Management Chapter.
The City has locally adopted and continues to Implement a land use analysis program,
consistent with the minimum requirements identified in the CMP Land Use Analysis Program
Chapter.
That as of June 1, 1994, the City will begin tracking new development activity, consistent
with the requirements identified in the CMP. This information will be annually tabulated, as the
basis for establishing the City's mitigation responsibility under the Countywide Deficiency Plan.
That by November 1, 1994, the City will forward to the Los Angeles County Metropolitan
Transportation Authority a list of regional transportation improvements implemented by the City
since January 1, 1990, as the basis for establishing credits, consistent with the requirements
identified in the CMP Countywide Deficiency Plan Chapter.
SECTION 2. That the City Clerk shall certify to the adoption of this Resolution and shall
forward a copy of this Resolution to the Los Angeles County Metropolitan Transportation Authority.
