PHASE II - DEBRIS REMOVAL PROGRAM: REQUEST FOR
ADDITIONAL FEMA FUNDING

At their August 23, 1994 Meeting, the Council directed staff to initiate a change order to the
existing contract for debris removal for an amount not to exceed $1,980,000.00
(reimbursable by FEMA) for the period beginning on September 1, 1994 and ending on
December31, 1994.
Pursuant to this direction, the City extended its contract with Blackshire/Applied
Environmental Management (Blackshire/AEM) through December 31, 1994 and informed
residents with earthquake related debris that the City would discontinue accepting requests
for debris removal following December 15, 1994. In consideration of this date, the City
allocated $13,500 to the development and implementation of an encompassing Debris Media
Plan to ensure that residents were made aware of the program end date.
In response to the program end date, during the past month staff has observed a marked
increase in the amount of phone calls received requesting debris removal. It is important to
note that while the City will discontinue accepting requests for debris removal following
December 15, 1994, staff estimates that there will be approximately three to four weeks
worth of debris still remaining in the City's right-of-way after the cutoff date.
Based upon the projected amount of debris that will be placed in the City right-of-way prior
to the program end date, staff has estimated that funding allocated for the completion of this
program will be expended prior to December 31, 1994 expiration date of the City's contract
with Blackshire/AEM. Based upon these two factors, at this time staff is requesting that the
Council allocate an additional $700,000 (reimbursable by FEMA) to the City's Earthquake
Debris Removal Fund in order to allow for the completion of the current debris removal
program.

At this time it is staff's intention to continue issuing encroachment permits for the placement
of earthquake debris in the City's right-of-way, and accept requests from residents for
earthquake debris removal through December 15, 1994. Following this date, it is staff
intention to direct Blackshire/AEM to conduct a clean sweep of all the addresses that appear
on the City's final debris removal list in order to remove all debris from the City right-of-
way by December 31, 1994.
At the conclusion of the City's program, the removal of debris placed in the City's right-of-
way on or after January 1, 1995 will become the responsibility of the individual property
owner. In order to eliminate safety hazards during the heavy rainy season, which are
typically during the months of January and February, staff may be required to remove debris
maintained in the City right-of-way for an extended period of time and recover costs from
individual property owners in the form of a property tax assessment.
RECOMMENDATION
That Council direct staff to increase the Earthquake Debris Removal Account (account
number 90-19934-227) by $700,0000 and increase the estimated revenues for the 1994
Earthquake Reimbursement Fund (account number 90-3597) by $700,000.
