Nisich /} CONSENT CALENDAR DATE: November 22, 1994 SUBJECT: TEMPORARY PROFESSIONAL ENGINEERING SERVICES FOR EARTHQUAKE RECOVERY EFFORTS DEPARTMENT: Community Development BACKGROUND The Community Development Department's Capital Improvement Project (CIP) program, including earthquake recovery, on-going FY 93-94 projects and FY 94-95 projects, totals $46 million. Of this total approximately $14 million is earthquake recovery projects. Combined, this is an unusually large budget for the department's annual capital program. To meet the additional staffing needs relating to the earthquake recovery, two consultants have been hired since the January earthquake. Four City staff engineers are currently working on earthquake related projects part-time. This has been accomplished by adjusting the existing project schedules so as not to affect project delivery. In order to not affect the project completion dates for the FY 94-95 CIP program we are recommending the services of one consultant (William Yee) be continued to manage the emergency projects that staff cannot accomplish in the time frames necessary to receive reimbursement from FEMA and/or FHWA. In addition, we are recommending obtaining one part-time sub -professional support staff person through a local employment agency to aid in the reimbursement process. The function of the consultant would continue as a project manager during project development, construction and project closeout, while preparing the necessary documentation to receive reimbursement. It is anticipated that the consultant and the sub -professional support staff person will be needed until September, 1995 or until the earthquake related work is completed, whichever comes first. The hours worked will be on a weekly basis based upon need. We expect the amount of hours will be reduced as the earthquake related projects near completion. The other consultant hired since the earthquake is currently being utilized to meet the inspection workload resulting from the earthquake and the full-time assignment of one City inspector to the San Fernando Road Phase IW project which is currently under construction. We recommend the services of this consultant be continued to provide adequate coverage of �DPLLI t a Agenda Item: TEMPORARY PROFESSIONAL ENGINEERING SERVICES November 22, 1994 - Page 2 the CIP and emergency projects which existing City staff cannot cover. It is anticipated that the consultant will be needed until early Spring or until the San Fernando Road Phase IW project and the earthquake related work is completed, whichever comes first. In addition, it is proposed to use the consultant to train the existing full-time Public Works Inspection staff in advance street maintenance techniques. The hours that the consultant works are based upon need. We expect the hours to be reduced as the project nears completion. By continuing the temporary consultant services for inspection of emergency earthquake related projects and CIP, the City will be assured proper inspection coverage, thus reducing the possibility of problems in the field during construction. By using temporary consultants the department's goal is to meet the existing workload demands without staffing for an unrealistic high workload which is temporary in nature. Once the services of the consultants are no longer needed their contracts will be terminated. Individual projects will be charged based upon the amount of time the consultants spend on a particular project. The cost of these services is budgeted for FY 94-95 in various capital and earthquake related capital projects and no general fund money will be used. No increase is necessary in the budget for any of the projects to pay for these services. RECOMMENDATION 1) Approve the amendment to the contract with William Yee dated September 7, 1993 in order for the work currently underway to be completed, and authorize the City Manager to execute the amended contract. The contract shall not exceed $60,000 in additional authorization. 2) Approve the amendment to the contract with Al Murray dated March 10, 1994 in order for the work currently underway to be completed, and authorize the City Manager to execute the amended contract. The contract shall not exceed $43,000 in additional authorization. 3) Authorize the City Manager to enter into a contract with a local employment agency in an amount not to exceed $22,000 for sub -professional technical staff assistance. This Agreement No. 2 is intended to supplement Basic Agreement. City and Consultant hereby agree as follows Agreement No. 2 supplements the Basic Agreement as follows: Additional compensation to be paid to Consultant for services provided under Agreement No. 2 shall not exceed $43,000. This Agreement No. 2 is intended to supplement Basic Agreement. City and Consultant hereby agree as follows: Agreement No. 2 supplements the Basic Agreement as follows: 1. Assist City with preparation of bid documents for those locations which require emergency reconstruction. 2. Assist City with construction management services during life of construction contracts. 3. Assist City in seeking reimbursement from FHWA and FEMA. Additional compensation to be paid to Consultant for services provided under Agreement No. 2 shall not exceed $60,000.
