SUBJECT: ASHBORO DRIVE - ENGINEERING AND TRAFFIC SURVEY

BACKGROUND
At the September 27, 1994 City Council Meeting, the Council directed staff to conduct an
Engineering and Traffic Survey on Ashboro Drive between Whites Canyon Road and Ermine
Street. The request was based on the findings of a traffic study that was presented to the
City Council at that meeting. The traffic study addressed various traffic concerns raised by
the area residents living in the vicinity of Steinway Street, and the need to establish an
appropriate speed limit on the neighborhood streets. Staff has already installed 25 mph
speed limit signs on Steinway Street. Ashboro Drive is presently posted at 25 miles per hour,
but the posted speed limit has not been justified by an Engineering and Traffic Survey.
According to the California Vehicle Code, a study shall be performed every five years where
enforcement involves the use of radar or another electronic device to measure the speed of
moving vehicles.
EXISTING CONDITION
Ashboro Drive between Whites Canyon Road and Ermine Street is a residential collector
street with curb, gutter and sidewalk along both sides. The street has one travel lane in each
direction and on -street parking is permitted. The street width varies from 38 to 40 feet and
is about 1,250 feet long. The street generally runs east to west between Whites Canyon Road
and Merryhill Street, and north to south between Merryhill Street and Ermine Street.
Horizontal and vertical curves exist on the northern half of this street and only a vertical
curve along the southern half. No private driveway is fronting the street and the posted
speed limit is 25 mph.
ANALYSIS
A review of the accident records from January 1992 to July 1994 (31 months) revealed that
three intersection and one midblock accidents were reported on the subject street segment.

Further evaluation of these reports indicate that none of the above were speed related
accidents. The sight visibility for all the side streets were also evaluated and measured. The
minimum sight visibility of 300 feet is available at the intersection of Thorley Ct. which is
appropriate for a 35 mph speed zone. All other roadways intersecting Ashboro have sufficient
sight visibility.
The northern portion of this road was evaluated for possible installation of advisory speed
using a device called the ball bank indicator. This part of the analysis revealed that the
advisory speed sign of 25 mph is recommended through the curved portion of Ashboro Drive
which is almost half of the entire stretch under study.
Speed data was collected on the subject street and the following are the results:
85TH PERCENTILE SPEED 36 mph
10 MILE PACE (% OF VEHICLE) 29-38 mph (73%)
The speed limit normally should be established at the 85th percentile speed (defined as the
speed at, or below, which 85 percent of the traffic is moving) or the nearest five miles per
hour below it. However, in matching with existing conditions and with the traffic safety
needs of the community, engineering judgement may indicate the need for a further
reduction.
Staff recommends the speed limit to be established at 30 mph, which is 6 mph below the 85th
percentile speed for the following reasons:
The street is a short segment and horizontal and vertical curves exist along the northern half
of it, which require installation of an advisory speed of 25 mph. Any speed limit higher than
30 mph would require the driver to slow down suddenly to achieve the advisory speed of
25 mph.
Adopt Resolution No. 94-126, establishing a Prima Facie Speed Limit of 30 miles per hour
on Ashboro Drive between Whites Canyon Road and Ermine Street, and direct staff to install
the necessary signs to effect this Resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA
ESTABLISHING PRIMA FACIE SPEED LIMIT
ON ASHBORO DRIVE
WHEREAS, the California Vehicle Code (Sections 22357 and 22358) permits local
authorities, upon the basis of an Engineering and Traffic Survey, to establish prima facie
speed limits on highways within their jurisdiction; and
WHEREAS, Section 40802(b) of the California Vehicle Code requires that speed limits
be justified by an engineering and traffic survey every five years in order to use radar for
enforcement; and
WHEREAS, the effective and efficient use of radar for traffic speed enforcement can
enhance highway safety within the City;
NOW THEREFORE, the City Council of the City of Santa Clarita does resolve as
follows:
Section 1. That prima facie speed limits of 30 mph shall be established on Ashboro
Drive between Whites Canyon Road and Ermine Street.
Section 2. That the Los Angeles County Sheriff conduct appropriate enforcement of
the prima facie speed limits established by this resolution.
Section 3. That staff install the necessary signs to effect this Resolution.
