Nisich�y� CONSENT CALENDAR �3— DATE: April 19, 1994 SUBJECT: VALLEY STREET AND CALGROVE BOULEVARD - ENGINEERING AND TRAFFIC SURVEYS RESOLUTION NO. 94-48 DEPARTMENT: Community Development BACKGROUND The Traffic Engineering Division has conducted an Engineering and Traffic Survey on Valley Street and Calgrove Boulevard between Creekside Drive and Lyons Avenue. Under the California Vehicle Code Section 40802 (b), an "Engineering and Traffic Survey" is required where enforcement involves the use of radar or other electronic speed measuring devices. Our records indicate that the existing (posted) speed limits on these roadways have not been established based on the Engineering and Traffic Survey. The speed limit normally should be established at the 85th percentile speed (defined as that speed at, or below, which 85 percent of the traffic is moving) or the nearest five miles per hour below it. However, in matching with existing conditions with the traffic safety needs of the community, engineering judgement may indicate the need for a further reduction. ATTACHMENTS Resolution No. 94.48 Vicinity Map AY:Ikl coumft" a .Ay RESOLUTION NO. 94-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA ESTABLISHING PRIMA FACIE SPEED LIMITS ON VALLEY STREET AND CALGROVE BOULEVARD BETWEEN LYONS AVENUE AND CREEKSIDE DRIVE WHEREAS, the California Vehicle Code (Sections 22357 and 22358) permits local authorities, upon the basis of an Engineering and Traffic Survey, to establish prima facie speed limits on highways within their jurisdiction; and WHEREAS, Section 40802(b) of the California Vehicle Code requires that speed limits be justified by an engineering and traffic survey every five years in order to use radar for enforcement; and WHEREAS, the effective and efficient use of radar for traffic speed enforcement can enhance highway safety within the City; NOW, THEREFORE, the City Council of the City of Santa Clarita does resolve as follows: Section 1. That prima facie speed limits shall be established on the following streets: 1. Valley Street between Lyons Avenue and Happy Valley Drive 35 mph 2. Valley Street between Maple Street and 500 feet south of Alamos Lane 25 mph 3. Calgrove Boulevard between 500 feet south of Alamos Lane and 30 mph Creekside Drive PASSED, APPROVED AND ADOPTED this day of 1994.
