CONSENT CALENDAR

SUBJECT: Environmentally Sound Economic Development
DEPARTMENT: Community Recovery - Economic Development Division
Recently, Councilmember Darcy suggested (copy attached) that staff look into assisting the
development of environmentally sound businesses and industries within the City of Santa Clarita.
This objective would help meet the requirements of AB939, designed to reduce the amount of waste
sent to landfills by 25% by the year 1995 and 50% by the year 2000.
On November 1, 1994, the City's Public Works Department submitted an application to the California
Integrated Waste Management Board for designation of a Recycling Market Development Zone
(RMDZ) within the City. This application is pending and a determination will be made by March,
1995. Various letters of support from local businesses (including; William S. Hart School District,
Santa Clarita Disposal, Russ Kalvin Inc., The Gas Company, and Southern California Edison) have
been received and forwarded with the application.
Staff believes that this application represents the City's colrunitment for support and encouragement
for the environmental business investments in the City of Santa Clarita. Additional goals and
objectives may be forthcoming as a result of the economic development strategic planning process
projected to begin early 1995.
In addition to a possible RMDZ designation, to be more effective in attracting environmentally sound
business and industry, new incentive and problem solving capabilities must be implemented. The most
widespread and available tool employed by our neighboring communities is the redevelopment tool.
As Council is aware, the City is in the process of trying to implement a jobs attraction/redevelopment
program.
RECOMMENDATION
Declare City support and encouragement for the environmental sensitive business sector as a
development priority to help meet the requirements of AB939.

if, they occur.
There may also be a future need to establish a science and technology
task force to assist the implementation of the environmental business
industry.
Please discuss this with staff and place on the Council Agenda in

industries and encourage new entities to locate or relocate in Santa

Clarita. This conceptwould be similar toBerkley's "Green Initiative."
It would involve the following:
1) Declare city support and encouragement for the environmental
business sector as a top development priority.
2) Offer assistance with site locations, expedite permit processing,
assist in providing sources for qualified workers and work force
education.
3) From the Environmental Business point of view, they want fewer
government regulations, streamlining of licensing and permit
process and financial assistance with funding sources. If
feasible I would like the city to assist in these requests as well.
4) Celebrate and acknowledge successes in this endeavor when, and
if, they occur.
There may also be a future need to establish a science and technology
task force to assist the implementation of the environmental business
industry.
Please discuss this with staff and place on the Council Agenda in
December '94.
