HomeMy WebLinkAbout1994-04-19 - AGENDA REPORTS - INCREASE ADDRESS NUMBERS (2)AGENDA REPORT AManer ppr--- Item to be presented by: A01 Amelia Hutchinson UNFINISHED BUSINESS DATE: April 19, 1994 SUBJECT: INCREASE MINIMUM HEIGHT OF ADDRESS NUMBERS Ordinance No. 94.4 DEPARTMENT: Community Development On March 22, 1994 the City Council introduced Ordinance No. 94-4 increasing the minimum size of address numbers to six inches and passed the ordinance on to the second reading. The City Council directed staff to prepare a letter to hardware stores informing them of the new standard. This letter will go out on April 20, 1994 if the Council passes Ordinance 94.4. The City Council indicated that address numbers should be reflective and/or be of a contrasting color with the background material on which they are placed. The City of Santa Clarita Fire Code currently requires that all address numbers be of a contrasting color. Reflectivity is not specifically addressed in the Fire Code. A request that hardwares stores stock reflective numbers could be included in the letter informing them of the new requirements. The City Council also indicated that standardization of the style, size, color, and other attributes of the address numbers might be beneficial. Staff indicated that these restrictions would be a zoning code issue, might be too restrictive, and could place an additional burden on local businesses. The City Council expressed a concern that the requirement for larger address numbers not be retroactive. The ordinance requires the installation of the address numbers when a building permit is acquired. The new requirement would not impact existing residences and businesses unless a permit is pulled. Implementation through building permits provides the opportunity to explain the new requirements to citizens on a one-on-one basis. RECOMMENDATION Adopt Ordinance No. 94-4 increasing the minimum size of address numbers to six Inches. AH:dls counoM.094-04.eh Adopted: y A9 e 4e Item: --%-.,II ORDINANCE NO. 94-4 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING TITLE 22, CHAPTER 22.01 OF THE SANTA CLARITA MUNICIPAL CODE AT SECTION 01.010, RELATING TO ADDRESS NUMBER HEIGHT THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, DOES ORDAIN AS FOLLOWS: SECTION 1. That the Santa Clarita Municipal Code is hereby amended at Section 22, Fire Code, adding Section 22.01.011, relating to address numbers, to read as follows: 22.01.011 Minimum Height of Address Numbers. To avoid delays in emergency response, all building address numbers shall be a minimum of six inches in height. This ordinance shall apply only to construction or reconstruction requiring the issuance of a building permit. SECTION 2. The City Clerk shall certify the passage of this ordinance and shall cause the same to be published as required by law. PASSED, APPROVED AND ADOPTED this day of 1994.
