SUBJECT: INSTALLATION OF STOP CONTROLS AT:
WALNUT SPRINGS AVENUE AND NEARBROOK STREET
Resolution No. 94-10

BACKGROUND
In response to a citizen's request, City staff conducted a traffic study at the Intersection of
Walnut Springs Avenue and Nearbrook Street (see Exhibit "A" in the Traffic Engineering Study).
The subject intersection is an uncontrolled four-way intersection at the present time.
A traffic engineering study was conducted to determine the need for stop controls (two-way and
four-way) at the subject intersections. The subject Intersection did not meet the standard warrants
for multi -way stop control. However, based on the results of the study, Installation of a two-way
stop control would be beneficial for the motorists using the subject intersection for the following
reasons:
Presently, the subject four-way intersection is uncontrolled.
The proposed two-way stop control will be consistent with other similar four-way intersections
in this neighborhood.
The proposed stop controls will establish a positive right-of-way control forthe drivers entering
the subject intersection.
A copy of the traffic engineering study Is attached. The estimated cost for installation of the
required signs and pavement legend is approximately $300. Funds are available in
Account No. 02-5402-227 for this purpose.
RECOMMENDATION
1. Adopt Resolution No. 94-10, authorizing a two-way stop control to be installed at the following
Intersection (see Exhibit "B" In the Traffic Engineering Study):
Walnut Springs Avenue and Nearbrook Street.
(Traffic on Nearbrook Street to be required to stop for traffic on Walnut Springs Avenue)
2. Direct staff to have the appropriate signs and pavement legends installed to effect these stop
controls.

SUBJECT: WALNUT SPRINGS AVENUE AND NEARBROOK STREET - STOP CONTROL
BACKGROUND
In response to a citizen's request, Traffic Engineering staff conducted a traffic study at the above
referenced Intersection for the possible installation of a stop control (see Exhibit "A").
RECOMMENDATION
Based upon the results of the study, Installation of a two-way stop control is recommended at the
subject intersection (see Exhibit "B"). Traffic on Nearbrook Street is required to stop before
entering Walnut Springs Avenue.
Walnut Springs Avenue is a north/south residential street, and Nearbrook Street is an east/west
residential street. Both roadways are 36 feet wide with curb and sidewalk on each side. Both
streets have one travel lane In each direction, and on -street parking is permitted. The prima facie
speed limit on these streets is 25 mph (no speed limit sign Is posted). Both streets are cul-de-sac
streets. Walnut Springs Avenue terminates approximately 400 feet south of the Intersection, and
Nearbrook Street terminates approximately 350 feet west of the Intersection.
Walnut Springs Avenue and Nearbrook Street form a four-way Intersection In the residential area.
Currently, the Intersection is uncontrolled.
Accident records were reviewed from January 1991 to November 1993. No accidents have been
reported at the intersection during the reviewed period. A review of our files showed that there
have been no previous complaints or concerns from any area residents regarding traffic control or
traffic safety at the Intersection.
In this study, Installation of atwo-way and four-way stop control at the Intersection was considered.
Upon careful evaluation of traffic flow at the Intersection and surrounding area, the projected traffic
volume at the Intersection would not meet the standard multi -way stop control warrants established
by the California State Department of Transportation (Caltrans). However, it Is believed that the
Installation of a two-way stop control would Increase the safety at the Intersection for the following
reasons:

similar four-way Intersections In this neighborhood.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, ESTABLISHING TWO-WAY
STOP CONTROL AT THE INTERSECTION OF WALNUT
SPRINGS AVENUE AND NEARBROOK STREET
WHEREAS, California Vehicle Code Section 21354 allows local authorities to designate any
Intersection under their exclusive jurisdiction as a stop Intersection; and
WHEREASi traffic operation at the Intersection of Walnut Springs Avenue and Nearbrook
Street would benefit from such designation; and
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE AS
FOLLOWS:
SECTION 1. That the Intersection of Nearbrook Street and Walnut Springs Avenue be
designated as a two-way stop control Intersection with the following stop control:
1. Traffic on Nearbrook Street shall be required to stop for traffic on Walnut Springs
Avenue.
SECTION 2. That the stop designation, as provided herein, shall apply when appropriate
signs and pavement markings giving adequate notice thereof have been placed as described In
Section 1.
SECTION 3. That staff install the necessary signs and pavement markings to effect this
resolution.
