City Manager Approv
Item to be presented by:
Council Member Boyer
NEW BUSINESS
DATE: January 11, 1994
SUBJECT: International Work/Study Opportunity
DEPARTMENT: City Council
BACKGROUND
The 1993 National League of Cities Annual Congress of Cities was attended by a delegation of
representatives from the emerging democracies of Poland and the Czech Republic. Their purpose
in attending the conference was to interact with United States officials about challenges facing
municipal leaders and to gain additional knowledge relative to democratic government.
Council Member Boyer has been approached by one of the delegates about having a representative
of an emerging democratic municipality within the Czech Republic engage in a work program with
the City of Santa Clarita.
As generally envisioned, the Czech local representative could be employed as an Administrative
Intern for one year, rotating through various City departments depending upon specific areas of
interest. While transportation and housing would not be paid by the City of Santa Clarita, City staff
would work with appropriate agencies or community groups in assisting with arrangements.
It is anticipated that the person could begin work with the City on July 1, 1994. Cost estimates for
this position are projected not to exceed $25,000 and will be contained in the 1994/95 budget.
Specific logistical issues will require additional contact with representatives of the Czech Republic.
RECOMMENDATION
Authorize the City Manager to proceed with arranging for a representative of a municipal
government within the Czech Republic to work for the City of Santa Clarita for a period not to
exceed one year.
