SUBJECT: INSTITUTE FOR LOCAL SELF GOVERNMENT - FOURTH SUMMER
TEACHERS INSTITUTE
DEPARTMENT: PARKS, RECREATION, AND COMMUNITY SERVICES
BACKGROUND
Attached is information announcing the Fourth Summer Teachers Institute sponsored by the
Institute for Local Self Government scheduled for August 1-5, 1994 in Sacramento, California.
This program, cosponsored by the California Council for the Social Studies, the California School
Board Association, and the League of California Cities, was established to broaden the
understanding and participation by educators and students in local government. As has been
done in the past, local agencies are encouraged to sponsor teachers who attend this week-long
institute. The cost for participating is $700, not including transportation. Upon review, and if the
City Council determines that this is a worthwhile endeavor, staff will work with the local school
districts in encouraging one or two faculty members to attend this year's conference at City
expense.
RECOMMENDATION
That the City Council review the material pertaining to the Fourth Summer Teacher's Institute and
direct staff to work with the local school districts to encourage the participation of two teachers
in this program.

A well educated, civic -minded community offers the best opportunity for responsive and
effective local government. In an effort to achieve this goal, the Institute for Local Self
Government has initiated 'Participating in Local Government" - a resource project for
teachers and students to provide an understanding of local self governance.
A key element of this effort is a one-week summer institute for teachers at the K-12 grade
level. As the enclosed brochure indicates, response to the three previous institutes and the
comprehensive curriculum resources has been exceptional.
It is our hope one or more teachers from your community will be selected to participate in)
the Fourth Summer Teachers Institute, August 1-5, 1994 in Sacramento.
We encourage you to share the enclosed announcement with your superintendent of schools
and/or teachers you believe will be interested in attending the Summer Institute.
We hope you will agree that this is an important step in developing an informed, civic
minded community. We are once again looking to -the local community to sponsor teachers
attending this week-long Institute. Last year, many of the teachers were sponsored by the
city, chamber of commerce and/or key businesses. The cost is $700 not including
transportation. 'Participating in Local Government' is endorsed by the League of California
Cities, California State Chamber of Commerce, California Business Roundtable and the
California Council for the Social Studies.
We urge you to encourage teachers to apply to attend the Institute before the May 15
deadline, and we ask that you advise the ILSG if your city and/or business community will
sponsor a teacher to attend the Summer Institute.

P.S. For those cities with a particular interest in the local government curriculum, a
limited number of copies of "A Guide for Teaching Local Government" are available
from the ILSG at a cost of $35 per copy. The Guide includes aprimer on California-
lo�al government for teacher and a three-week curriculum with lesson plans and
activities for each of the grade levels -- elementary, middle and secondary. A
colorful cityscape poster highlighting a wide array of local government activities that
are in essential part of students' daily lives is available at a cost of $3.75. Order your
copy of the curriculum binder and poster by contacting the Institute for Local Self
Government.
