In November of 1993, staff reviewed with Council the progress of the Metrolink Public Art Project, and
presented slides of the six finalist's past work.
On January 13, 1994, the six artists presented their final proposals to the Community Advisory Panel.
The artist's were required to bring a detailed budget and a model of the project they were proposing.
After lengthy deliberation, the panel chose to recommend Viqui McCaslin as the artist for the City's
first public art project. Viqui has done several public art project's throughout southern California,
primarily in Ventura County.
Ms. McCaslin proposes to create a facade that relates to Native American Indian History, Art and
Archaeology. The arched crossbeams of the outer canopy will serve as a surface to install large flat
sections of glazed terra-cotta. Each arch crossbeam will be treated individually, bordered by a design
pattern and centered by several small animal images such as wild sheep, goats, rabbits, coyote, deer,
lizards, snakes and birds. The colors used will be a turquoise background, dark green for the design
pattern and hard-edge outline of the critters, which will be filled in solid with a deep salmon color. At
the top of the stairs leading to the platform is an existing (10 ft. diameter) planter. The artist proposes
to change this planter into a shallow pond. The pond will represent an animal watering hole.. The
viewer will see by the footprints left behind what animals came to drink water. This will be portrayed
by large slabs of terra-cotta with recessed impressions.
The terra-cotta slabs will slant down to the height of one foot, where the pond wall will spill water into
a (4") shallow pond. This pond will be tiled in turquoise blue tile with fish and frog images seen
through the water on the bottom if the pond. The intent of this project is to create a facade of a living
environment through a historical and cultural approach.
The project is scheduled to begin early summer and be completed by the end of 1994
Staff recommends Council approve the Community Advisory Panel's recommendation of Viqui
McCaslin as the artist for this project.
