SUBJECT: No Smoking Ordinance

BACKGROUND
The City Council directed staff to hold a series of public meetings, and survey local restaurant
ownerslmanagers regarding the adoption of a no smoking ordinance in Santa Clarita.
A local pollster, Richard Wirthlin, has agreed to assist the City with a telephone survey, utilizing local
volunteers to make the phone calls. Wirthlin has offered to waive his fee for assisting with the survey.
Two informal bids from other companies reflect a cost of $7,500.00 to $8,000.00 to complete this
type of telephone survey. Wirthlin does suggest use of a professional organization to complete the
data entry. Estimated cost of this is under $1,000.00.

Pursuant to your FAX of this afternoon, I attach a draft
questionnaire for your review and that of the City Council, as well
as other interested parties.
I've. included your suggested areas of questioning, as
well as a few follow-on questions that seemed necessary. I've also
suggested a few demographic questions that may be of particular
use. The survey should last less than five minutes and I believe
that must remain our goal.
A couple of important requests:
(1) Please have any and all interested parties take
a hard look at the draft questionnaire to make sure in advance
of the survey that we've included the questions people are
concerned about and/or that they believe need to be asked.
This process should also encourage a hard look at the
questions themselves to make sure that they're tight and
accurate; the more 'eyes" the better the final product will
be produced.
(2) Please have these same people (along with
yourself) take a hard look at the choices I've suggested as
possible answers to questions. "opened -ended" questions which
allow a respondent to pick their own answers out of the blue
are time-consuming to "code" -- to group into a usable format.
So, the questionnaire suggests choices. Importantly, we need
to be sure that all of the most common choices have been set
out for the respondents.

A eQuple of thoughts:
(i) we might want to use a professional
organization to complete the data entry of the surveys. This
will provide us with very useful cross-tabulational
information. I would expect that we can do this for under
on the other hand, we may be able to do the same ti ng
"by using your staff -- its not fun or fast, but it is
doable. Thoughts?
(2) I'd prefer to use non -staff volunteers who make
the calls, after being traine y me, from e r omes; as a
back-up -- calls by staff during their regular business hours
would work. We'll need to discuss more about maintaining the
neutrality of the survey in either respect.
(3) You'll need to create lists , I would do it
in sets of ten restaurants per page -- of all of the
establishments located in the city, with telephone numbers.
Addresses and other information will not be required. Please
allow plenty of space next to each restaurant's name so that
the interviewers can indicate whether a survey has been
completed, when a manager might be back, that they have
refused to participate, and so forth.
(4) Once the questionnaire is finalized, we'll need
to have copies made (about 400?) for the interviewers and, in
addition, copies, if I go this route, of written interviewing
instructions.

that point and pick some dates to begin the fun.
