The Traffic Engineering section received a request from a citizen on November 11, 1993 to establish
a no -stopping zone on the east side of Bouquet Canyon Road south of Soledad Canyon Road. The
request was due to a safety concern that resulted when vehicles park along the east side of
Bouquet Canyon Road and block the line of vision of motorists exiting the Cross Road Center.
The review and inspection of Bouquet Canyon Road showed that there is a horizontal curvature on
the roadway and the critical approach speed (85th percentile) is about 52 miles per hour. The
accident history at this location showed that there were several accidents in 1993 that were
attributed to limited or obstructed sight visibility. Staff observed that the sight visibility of
motorists, when exiting driveways of the Cross Road Center, are blocked whenever vehicles are
parked at the subject location.
To determine the Impact of the no -stopping zone to the Cross Road Center, a parking study was
conducted during the week of February 28 through March 4, 1994. The result of the study showed
that there were adequate parking spaces In the parking lot that could accommodate the few
vehicles using Bouquet Canyon Road on -street parking. The survey showed that a maximum of
five cars were parked on the street, while at the same time, more than 20 spaces were available in
the parking lot. The property management and the tenants of the center were contacted and
notified regarding the proposed extension of the no -stopping zone (see attached letter). While the
property manager and a couple of tenants were not in favor of this parking prohibition, a majority
of the tenants did support the proposal.
To provide adequate sight visibility when exiting the Cross Road Center driveways, staff
recommends the extension of the existing no -stopping zone. The additional no -stopping zone is
necessary and would provide adequate sight visibility and would reduce the potential vehicle
conflict at this location.

That the City Council adopt Resolution No. 94-42, establishing a no -stopping zone along the east
side of Bouquet Canyon Road from 227 feet south of Soledad Canyon Road to Cinema Drive.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, NO STOPPING ZONE ALONG
THE EAST SIDE OF BOUQUET CANYON ROAD FROM
227 FEET SOUTH OF SOLEDAD CANYON ROAD TO
CINEMA DRIVE
WHEREAS, a request was made to establish a no -stopping along the east side of Bouquet
Canyon Road south of Soledad Canyon Road.
WHEREAS, it is consistent with normal traffic engineering practices to establish parking or
a no -stopping zone; and
WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local
authorities to prohibit stopping or standing of vehicles on certain streets, or highways, or portions
thereof, during all or certain hours of the day.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the stopping and standing of vehicles on the following streets or
highways, or portions thereof, shall not be allowed:
(1) Bouquet Canyon Road, on the east side from 227 feet south of Soledad Canyon Road
to Cinema Drive.
SECTION 2. That the no on -street parking of vehicles, as provided herein, shall apply when
appropriate curb markings or signs giving adequate notice thereof have been placed as described
in Section 1.
SECTION 3. That staff shall provide the necessary curb markings or signs to effect this
resolution.

SUBJECT: Proposed No Stopping Zone on Bouquet Canyon Road South of
Soledad Canyon Road.
Dear Ms. Bane:
Due to the January 17, 1994 earthquake, the report regarding the above referenced
subject was not submitted to the City Council on January 25, 1994 as previously
planned. As you recall, we had Informed you that due to the existing curve in the
area, the sight visibility for the motorlsts,exRing the driveways Is severely limited
when cars are parked on the street. A recent accident at one of these driveways
was attributable to this limited sight distance. The proposed parking prohibition is
necessary to Improve the traffic safety In the area.
This is to Inform you that the Traffic Engineering section will present the proposed
no stopping zone at a regular City Council meeting on March 22, 1994 for Its review
and approval. The meeting will start at 6:30 p.m. and will be held at the
William H. Hart School District Building, District Board Room, 21515 Redview Drive,
Santa Clarlta, California 91350.
Based on our parking study, staff recommends the establishment of a no stopping
zone on the east side of Bouquet Canyon Road between Soledad Canyon Road and
Cinema Drive. Also, the study showed that there are sufficient parking spaces in
the parking lot to accommodate the lost on -street parking spaces. Attached is a
copy of the tabulated data collected during the week of February 28 and March 4,
1994, for your information.
