SUBJECT: SOLEDAD CANYON ROAD/BOUQUET CANYON ROAD TO LANGSIDE AVENUE
LYONS AVENUE/INTERSTATE 5 TO SAN FERNANDO ROAD
PROPOSED "NO -STOPPING" ZONE AND SIX -LANE STRIPING

BACKGROUND
As a result of the January 17, 1994 earthquake, several State routes, such as Interstate 5, State
Route 14, their connections, bridges, and off and on -ramps, have been closed (or partially closed).
Some of these closures would remain until November or December or until further notice. The
Federal Highway Administration (FHWA) and Caltrans are expediting completion of these
construction projects. However, due to the large impact of the detour traffic on City streets and
the deterioration of level of service on several streets, the FHWA has expressed the willingness in
financing projects to improve the traffic flow on several Impacted streets In the City.
As a result of the above full or partial closures, a substantial amount of traffic has been detoured
throughout the City's roadways. These roadways are:
Soledad Canyon RoadNalencia Boulevard between 1-5 and Sierra Highway
Lyons Avenue between 1-5 and San Fernando Road
Sierra Highway between Soledad Canyon Road to the southerly City limits
The attached traffic study Indicatesthat due to the high Increase In traffic volumes, these corridors
are operating at level of service E/F during the peak hours. In order to reduce the congestion and
delay along these corridors, traffic engineering staff prepared a traffic analysis to investigate
various options to improve the traffic flow throughout the City. As part of this analysis, an
extensive parking study was conducted along Soledad Canyon Road and Lyons Avenue. (See the
attached traffic study). The purpose of the parking study was to investigate the possibility of
removing the on -street parking, Its impact In surrounding areas, establishing a "no -stopping" zone
(certain days or hours), and striping one additional through lane In each direction on these
roadways.

The study indicates that In order to Improve the traffic flow on these congested corridors, the
following must be implemented:
Soledad Canyon Road between Bouquet Canyon Road and east of Langside Avenue - To
remove the on -street parking and bike lane and place a "no -stopping" zone on both sides,
except for that portion of Soleclad Canyon Road adjacent to the Saugus Speedway where
parking would be allowed on Saturdays and Sundays. Stripe the roadway for six lanes and add
traffic signal loops In the new lanes and minor signal modifications at four (4) Intersections.
Approximate cost estimate: $204,000
The striping of Soledad Canyon Road to six lanes has already been planned In the City's Five -
Year CIP program to be implemented In Fiscal Year 1994-95. Originally, the project was planned
to start after the widening of the bridge west of Camp Plenty Road. The City also intended to
have a Class I bike trail constructed on the south side of Soledad Canyon Road from Camp
Plenty Road to the Metrolink Commuter Station before the bike lanes are removed from Soledad
Canyon Road. Staff believes that this Is desirable; however, the City is under pressure to find
ways to increase the capacity of these roadways and Improve the currently experienced poor
level of service on this roadway.
2. Soledad Canyon Road/Valencia Boulevard between 1-5 and Sierra Highway - To collect traffic
turning movement counts at 19 intersections. Prepare and implement new traffic signal
coordination timing at all 19 Intersections.
Approximate cost estimate: $33,000
3. Lyons Avenue between 1-5 and San Fernando Road - To remove existing on -street parking and
place "no -stopping" signs for the hours of 6-9 a.m. and 4-7 p.m. Install additional traffic loops
and minor modifications to nine (9) intersections. Collect traffic turning movement counts.
Prepare and implement new traffic signal coordination timing at all nine intersections.
Approximate cost estimate: $157,500
It should be mentioned that in June 1991, the County of Los Angeles also completed a traffic
study which recommended removal of on -street parking during all hours on Lyons Avenue, and
converting the roadway to a six -lane street to enhance the traffic flow. However, this action was
postponed by the City of Santa Clarita until a future date.
4. Sierra Highway between Soledad Canyon Road and San Fernando Road - To collect traffic
movement counts at ten (10) Intersections. Prepare and Implement traffic signal coordination
timing at all ten intersections.
Approximate cost estimate: $16,500
The City has already submitted grant applications to the Federal Highway Administration (FHWA)
office to fund all of the above projects and they have been verbally approved. The applications
would be fully processed and finalized priorto March 1, 1994, and immediately after, these projects
would be implemented If the Council concurs. The office of FHWA has a stipulation/condition on
the removal of bike lanes and on -street parking, to be changed to Its original condition, when all
Caltrans routes are back to their original operation (prior to the earthquake) unless a study Is
conducted by the City justifying Its continuation.

Staff believes that once the above projects are completed and the new signal coordination timing
plans are In place, significant Improvements will result, and the level of service on these congested
corridors will be improved to C/D level. Therefore, to Implement the above Improvement projects
along Soledad Canyon Road and Lyons Avenue, the on -street parking should be eliminated as
follows:
Soledad Canyon Road between Bouquet Canyon Road and east of Langside Avenue, on both
sides, except that portion In the vicinity of the Saugus Speedway where parking would be
allowed on Saturdays and Sundays.
2. Lyons Avenue between 1-5 and San Fernando Road on both sides between the hours of 6-9 a.m.
and 4-7 p.m.
RECOMMENDATION
1. Take public comment, and provide direction to staff to continue this Item to the next meeting
for refinement to the proposal, or
2. Approve staff recommendations as Indicated In this report, and
A. Adopt Resolution 94-21, removing the bike lane and establishing a "no -stopping" zone as
follows:
Along both sides of Soledad Canyon Road between Bouquet Canyon Road and east of
Langside Avenue, except that portion Immediately adjacent to the Saugus Speedway where
parking would be allowed on Saturdays and Sundays.
B. Adopt Resolution 94-22, establishing a "no -stopping" zone as follows:
Along both sides of Lyons Avenue between 1-5 and San Fernando Road between the hours
of 6-9 a.m. and 4-7 p.m.
C. Direct staff to install appropriate signage to effect above resolutions.

PROPOSED NO -STOPPING ZONE AND SIX -LANE STRIPING
As the result of the January 17, 1994 earthquake, several major State routes (Caltrans), their
connections, bridges, and off and on -ramps to these routes have been closed and will remain
closed for some time. The Caltrans closures are as follows:
1. 1-5 SIB & NIB, south of Calgrove Boulevard. Two lanes open in each direction until June/July
1994.
2. 1-5 SIB to SR -14 NIB - Closed until November/December 1994.
3. SR 14 SIB to 1-5 NIB - Closed until November/December 1994.
4. Magic Mountain Parkway on-ramp to 1-5 - Closed until further notice.
As the result of the above full or partial closures, a substantial amount of traffic has been detoured
throughout the City roadways, resulting in the deterioration of level of service on these streets.
These roadways are:
(a) Soledad Canyon Road/Valencia Boulevard between 1-5 and Sierra Highway.
(b) Lyons Avenue between 1-5 and San Fernando Road.
(c) Sierra Highway between Soledad Canyon Road to southerly City limits.
The above roadways are and will be significantly impacted until all Caltrans roadwaystbridges are
back to their original operational condition.
The existing Metrolink station located at the Intersection of Soledad Canyon Road and Commuter
Way has contributed in reducing the number of vehicles on State routes between the Antelope
Valley and Los Angeles basin. It should be noted that In the meantime, because of the increase
In the number of Metrolink users, there has been a significant Increase in the number of vehicles
on Soledad Canyon Road In the vicinity of the Metrolink station.

The Metropolitan Transportation Authority (MTA) reports Indicatethat the average number of users
on the Santa Clara line was approximately 10,000 patrons per day during the first week of February.
The new Canyon Country Metrolink Station was recently opened off of Via Princessa which has
experienced approximately 300 users. Even though the City has expanded the Metrolink parking
lots by opening two new parking lots (Saugus Speedway on the west side and an auxiliary lot on
the east side) some users still park on Soledad Canyon Road. Staff observations Indicate that the
Metrolink main parking lot Is full every weekday, and the other two parking lots are not fully utilized.
The Saugus Speedway and the east auxiliary parking lots have the capacity of 500 and 350 vehicles
respectively. Our records show that there are approximately 180 vehicles parking on Soledad
Canyon Road where there are many more spaces available In the two parking lots.
Soledad Canyon Road, which Is a major east -west arterial, Is presently striped for four lanes with
on -street parking and a bike lane available on each side. The recent traffic counts show a
significant increase in traffic volumes on Soledad Canyon Road as compared to pre -earthquake
counts.
Due to the high use of this four -lane road, delays have been experienced throughout this stretch.
We estimate that due to the high traffic volumes, most of the signalized intersections along this
route are currently operating at level of service E or F. Our field observation also shows that few
bicyclists use the route at this time.
The Lyons Avenue, which is also designated as a major future six -lane arterial, is experiencing a
significant Increase In traffic volumes due to the detour traffic from the S/B direction on SR -14 to
the N/B direction on 1-5. This road is presently striped for four lanes with on -street parking allowed
on both sides.
The entire Lyons Avenue is experiencing delays in the a.m. and p.m. peak hours, which are 6-9 a.m.
and 4-7 p.m. respectively. The signalized Intersections along this route are also operating at level
of service E/F. Our I leld observations indicate very low use of on -street parking within those hours
on the street, except along the north side of the street adjacent to Old Orchard City Park and the
apartment complex building directly to the east of the park, which could be accommodated by the
apartment complex guest parking spaces. There is an area with "one-hour parking" In front of the
apartment complex.
Proposal
Presently, we have requested grants from the Federal Highway Administration office for the
following:
Soledad Canyon Road between Bouquet Canyon Road and east of Langside Avenue - To
remove the on -street parking and bike lane and place a "No -stopping" zone on both sides,
except that portion of Soledad adjacent to the Saugus Speedway where parking would be
allowed on Saturdays and Sundays. Stripe the roadway for six lanes and add traffic signal
loops In the new lanes and minor signal modification at four (4) Intersections.

In order to implement the above improvements along Soledad Canyon Road and Lyons Avenue, the
on -street parking should be eliminated as follows:
Soledad Canyon Road between Bouquet Canyon Road and east of Langside Avenue, except
that portion In the vicinity of the Saugus Speedway where parking would be allowed Saturdays
and Sundays.
2. Lyons Avenue between 1-5 and San Fernando Road on both sides between the hours of
6-9 a.m. and 4-7 p.m.
Staff recommends that the above be presented to the City Council for their approval, since It Is not
significantly affecting the parking situation and It would Increase the capacity of these roadways.
By Implementing the above measures, staff believes that significant Improvements will result after
the new signal coordination timing are In place and the affected roadways' levels of service will be
Improved to C/D level.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA PROHIBITING THE STOPPING, STANDING,
OR PARKING OF VEHICLES ON THE PORTIONS OF
SOLEDAD CANYON ROAD
WHEREAS, the safety of the motoring public would be enhanced by the prohibition of
stopping, standing, or parking of vehicles on certain streets In the City of Santa Clarita.
WHEREAS, the California Vehicle Code Section 22507 provides for local authorities to
prohibit or restrict the stopping, standing, or parking of vehicles on certain streets or highways or
portions thereof during or all certain hours of the day.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does hereby resolve
as follows:
SECTION 1. The stopping, standing, or parking of vehicles during all hours of the day shall
be prohibited as follows:
a. Along both sides of Soledad Canyon Road from Bouquet Canyon Road to the east of
Langside Avenue except that portion immediately adjacent to Saugus Speedway where
parking would be allowed on Saturdays and Sundays.
SECTION 2. That the prohibition of stopping, standing, or parking of vehicles, as provided
herein, still apply when appropriate signs or curb markings, having adequate notice thereof, have
been placed as described in Section 1.
