SUBJECT: Designating Officials Authorized to File Application to the State Office of Emergency
Service to Obtain Financial Assistance Relating to the Northridge Earthquake 1994

BACKGROUND
The President of the United States declared that a major disaster exists In the Count of Los Angeles on
January 18, 1994, due to the Northridge Earthquake that occurred at 4:31 a.m. on January 17, 1994,
magnitude 6.6.
The State Office of Emergency Services is assisting those public entities that have submitted the "NoUce
of Interest" (NOI), declaring the City's intent to participate in the Public Assistance Program for
reimbursement of funds expended as a result of flood damages. The NOI for the City of Santa Clarita was
recently submitted to the Office of Emergency Services.
Pursuant to Public Law 93-288, as amended by the Robert T. Stafford Disaster Relief and Emergency
Assistance Act of 1988, it is required that the City Council designate an authorized agent to execute for and
in behalf of the City. The agent and the designates are authorized to execute and file the application to
the Office of Emergency Services for the purpose of obtaining certain federal and/or state financial
assistance.
RECOMMENDATION
Staff recommends that the City Council approve the Resolution No. 94-10CE authorizing the City Manager
and designates as approved agents. It is also recommended that staff provide the Office of Emergency
Services with a certified copy of Resolution No. 94-100E.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
DESIGNATING THOSE OFFICIALS AUTHORIZED TO FILE
APPLICATION TO THE STATE OFFICE OF EMERGENCY SERVICES
TO OBTAIN CERTAIN FEDERAL AND STATE FINANCIAL ASSISTANCE
WHEREAS, the President of the United States declared that a major disaster exists In the County
of Los Angeles on January 18, 1994, due to the Northridge Earthquake, that occurred at 4:31 a.m., January
17,1994, magnitude 6.6.
WHEREAS, certain federal financial assistance under P.L. 93-288 as amended by Robert T.
Stafford Disaster Relief and Emergency Assistance Act of 1988, or state financial assistance under the
Natural Disaster Assistance Act is available to the public entity.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Santa Cladta that:

Is hereby authorized to execute for and on behalf of the City of Santa Clarlta, a public entity established
under the laws of the State of California, this application and to file it In the Office of Emergency Services
for the purpose of obtaining certain federal financial assistance under P.L. 93-288, as amended by Robert
T, Stafford Disaster Relief and Emergency Assistance Act of 1988 and/or state financial assistance under
the National Disaster Assistance Act.
THAT the City of Santa Clarita, a public entity established under the laws of the State of California,
hereby authorizes its agent to provide to the State Office of Emergency Services for all matters pertaining
to such state disaster assistance the assurances and agreements required.
