SUBJECT: NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
(NPDES) PERMIT RENEWAL - PERMIT NO. CA0061654-CI6948

BACKGROUND
On June 18, 1990, the County of Los Angeles was issued an area -wide municipal NPDES
permit from the State Water Quality Control Board. The purpose of the permit is to comply
with the requirements of the Federal Clean Water Act, through the NPDES program, to
regulate urban runoff for the protection of all receiving waters. The City of Santa Clarita
became a co -permittee on May 5, 1994, by entering into a permit implementation agreement
with the County of Los Angeles. The City has completed or is currently pursuing activities
to comply with the NPDES permit, including the creation of a Stormwater Utility Enterprise
Fund, a Watershed Management Plan, the Storm Drain Infrastructure Master Plan, and a
Stormwater Pollution Prevention and Monitoring Plan.
The County's original NPDES permit is due to expire in June of 1995. Currently, the County
is preparing documentation to complete the necessary renewal application materials for
submission to the State Water Quality Control Board. These materials include an update of
completed program tasks and a revision of program goals and activities to assure future
permit compliance. As the County has proceeded to Phase III of the NPDES program,
additional cities have joined the County as co -permittees. This has afforded refinement of
program goals, objectives, and responsibilities, enabling both County and cities to maintain
consistency in achieving compliance with NPDES permit requirements.
To be included in the permit renewal, the City must submit a formal Notice of Intent to
maintain our participation in the NPDES permit program as a co -permittee with the County.
Authorize the Mayor to sign the attached letter indicating the City's intent to continue
participating as a co -permittee with the County in the renewal process for NPDES Permit
No. CA0061654-CI6948.

Dear Mr. Noyes:
The Clean Water Act requires that all municipalities comply with the National
Pollutant Discharge Elimination System (NPDES) to regulate urban runoff.
To initially comply with NPDES permit requirements, the City of Santa Clarita
entered into a formal implementation agreement as a co -permittee with the
County of Los Angeles on May 5, 1994. At its regular meeting on
November 22, 1994, the Santa Clarita City Council approved a motion to
continue participating as a co -permittee with the County of Los Angeles for the
renewal of this permit. This letter shall serve as our formal Notice of Intent
to continue participating as a co -permittee under .NPDES Permit
No. CA0061654.
