The City's experience with the CCC was extremely positive, so much so that the City has been able to secure a local Santa Clarita Chapter to aid in our long term recovery, Santa Clarita's local chapter, the Northridge Earthquake Recovery Corps (NERC), is a specialized program of the CCC that uses Federal Job Training Partnership Act (DTPA) Tiale III Funding to hire young workers who have been economically displaced by the January 17th earthquake. Under this program, the CCG has provided the City with a crew of skilled, displaced workers that are able to facilitate a number of recovery related projects. Funding for this program runs through March 31, 1995. To facilitate this program, staff has designated the City's Corporation Yard as the facility that the CCC will use as their staging area. It is staff's belief that the Corporate Yard is best suited for this need, and will allow the CCC to more closely interact with the City's Street and Park's Maintenance Divisions on specialized projects. While the Corporation Yard will allow for close interaction between the CCC and staff, the present parking facilities are less than ideal and necessitates that staff first secure additional off-site parking in order to accommodate the CCC's crew. To this end, Public Works staff have negotiated a five (5) month parking lease agreement with Semco Instruments. Under this proposed agreement, the City will lease fourteen (14) parking spaces from Semco Instruments at a monthly rate of $288.33. This proposed agreement will be funded through existing funds and does not require any additional appropriations. RECOMMENDATION That Council direct the City Manager to execute a Parking Lot Lease Agreement with Semco Instruments in order to provide parking spaces for the California Conservation Corps.
