Nisich DATE: November 8, 1994 SUBJECT: PEDESTRIAN BRIDGE RESTORATION - BID AWARD DEPARTMENT: Community Development BACKGROUND This project includes earthquake repairs and cosmetic repairs of all pedestrian bridges and underpasses. FEMA has agreed to fund the earthquake repairs, since the City was in the process of finalizing an agreement with Newhall Land and Farming Company and Valencia Homeowners' Associations to transfer ownership to the City prior to Northridge earthquake. Newhall Land and Farming Company will pay approximately $100,000 for design engineering and portions of construction and construction engineering which is not covered by FEMA. The County Landscape Maintenance District will pay the remaining $260,000 for cosmetic repairs and regular maintenance. At the meeting of September 13, 1994, Council rejected the single bid for construction and authorized staff to advertise for re -bidding the project. On Tuesday, October 25, 1994, the following bids were received by the City Clerk: Company Office Location Bid Amount Parr Contracting Co. Hawthorne, CA $600,101.69 Pentaco, Inc. El Monte, CA $625,625.10 G. B. Cook, Inc.. Azusa, CA $698,477.00 Reyes Contracting Co. Diamond Bar, CA $975,028.50 Engineer's Estimate $570,000.00 Staff recommends that the project be awarded to Parr Contracting Company. Parr Contracting Company has done similar work for the Cities of Beverly Hills, Anaheim and Burbank. All of the references indicated that the contractors performed work to their satisfaction. Currently, $145,000 of FEMA grant money has been budgeted in various paseo bridge capital project accounts. The total estimated project cost, including $260,000 for cosmetic repairs and regular maintenance, is $833,000. FEMA reimbursement, Account No. 90-3597, $328,000. Newhall Land & Farming Co. Revenue Account No. 90-3600, $100,000. Reimbursement funds of $260,000 from the County Maintenance District is to be reflected in Trust and Agency, Account No. 20-2258. 2.
