Holiday pay was changed so that employees are paid eight hours regardless of their scheduled work period. Every holiday throughout the year would be credited as an eight-hour day, irrespective of whether or not it fell on an eight-hour or nine -hour work day. As this stipulation was a departure from what had previously been discussed with the employees, Assistant City Manager Ken Pulskamp indicated that he would take this issue back to the City employees and would return at the next City Council meeting with their feedback. Four meetings were held with City employees to review the proposed modification as approved by the City Council. The holiday issue was viewed by the vast majority of employees as a negative. Generally, the employees felt that accounting for the eight-hour holiday and working one additional hour during a holiday week would be a timecard and accounting nuisance. Also, most people would simply charge the extra hour to vacation or administrative leave, thereby diluting the extra hour of public availability. But, mostly this change was recognized as a decrease in the benefit they have historically received with the City. In past applications, an employee has been credited for holiday hours consistent with the number of hours scheduled to be worked on a given work day. As an example, with a Monday holiday in the past, those hours credited for holiday leave were charged at an eight-hour rate, because that was the City's eight-hour work day. On other days, nine hours were credited for those scheduled to work nine hours. If an employee were scheduled to work only six hours, the employee would get only six hours pay. Conversely, if an employee were to take any day off, they would be charged the amount of hours equivalent to their regular work schedule.
