SUBJECT: Reopening of Valley Street/Calgrove Boulevard and Maple Street
DEPARTMENT: Community Development
BACKGROUND
As the result of the January 17, 1994 earthquake and its damage to the public roadways and
bridges, portions of Interstate 5 (1 -5)1 -and State Route 14 areclosed. Caltrans has been working on
both highways, and anticipates to have a minimum of two (2) lanes open in each direction on these
highways by January 27,1994. See Exhibits "A" and "B".
Due to the damages on 1-5, adjacent and south of Calgrove Boulevard, Caltrans is widening The Old
Road between Calgrove Boulevard and Weldon Canyon Road to four lanes (two in each direction)
to be a substitute for 1-5 until the highway is reconstructed, and open to the public. This requires
the closure of Calgrove Boulevard just east of 1-5 and will not allow access to and from 1-5. As the
result of closure, this area of the community (east of Wiley Canyon Road and north of Calgrove
Boulevard) will only have Wiley Canyon Road as their primary access point.
There are existing barricades and gates on Valley Street/Calgrove Boulevard and also Maple Street
which only allow access to certain people having special electronic cards. There is an existing hill
along the east of Wiley Canyon Road which has caused temporary closure of this road in the rainy
seasons in the last two years (1992 and 1993), and may also happen in 1994. Should Wiley Canyon
Road be closed in the rainy season, the residential neighborhood just east of Wiley Canyon Road
will not have in/out access. Removing the barricades on Calgrove Boulevard and Maple Street will
provide this necessary access to this community.
There is also an existing gate at Maple Street which blocks the full access of that community to
Valley Street. Certain members of the community have expressed concern in the past to reopen
these roadways. Their concern has been that if the roads are open, they will be used by through
traffic to get to and from 1-5. From a traffic and transportation planning perspective, the reopening
of these roadways and closure of Calgrove Boulevard, east of 1-5, would not allow any through
traffic and should not impact the above community.
In order to provide safe and adequate access to residential areas east of Wiley Canyon Road, it is
recommended that City Council authorize staff to:
Remove the existing barricades on Valley Street and Calgrove Boulevard and have these roads
connected.
Z Remove the existing gate on Maple Street west of Valley Street.
3. To implement the necessary minor improvements to facilitate the safe passage of traffic
