SUBJECT: EMERGENCY STREET RESTORATION WORK -
"OFF -SYSTEM ROADS - IIP" (PROJECT NO. 95-912)
PROJECT AWARD

BACKGROUND
While the street repairs following the January 17, 1994 earthquake were being performed,
subsequent aftershocks caused additional damage to pavement, curbs, gutters, and sidewalk
throughout the City.
Coordinated efforts between City staff and the office of Federal Emergency Management
Administration (FEMA) resulted in the funding of this project.
On November 1, 1994 the following bids were received by the City Clerk:

1. R & H Paving, Inc. - Saticoy, CA $169,950.00
2. R. C. Becker & Son, Inc. Newhall, CA 190,190.40
3. E. C. Construction Co. - So. El Monte, CA 204,361.00
4. Berry General Engineering Contractors Oxnard, CA 232,432.00
5. Granite Construction Company - Watsonville, CA 279,580.00
The Engineer's estimate for this project was $165,160. In addition to the contract cost, there
are approximately $80,000 in engineering costs to cover design, contract administration, and
inspection, bringing the total project cost to $245,160.
Reimbursement of funds expended for this project are being requested from the Federal
Emergency Management Administration (FEMA). Prior appropriation of $220,000 has been
set aside in Account No. 90-39109-227. Account No. 90-39109-227 has been established to
track all costs associated with this project.

RECOMMENDATION
• Award the contract to R & H Paving, Inc., in the amount of $169,950.00.
Appropriate an additional $25,160.00 to Expenditure Account No. 90-39109-227, and
increase Estimated Revenues in Account No. 90-3597 for an equal amount.
