SUBJECT: SIX MONTH REVIEW OF THE COMMERCIAL WASTE
COLLECTION AND RECYCLING PROGRAM
DEPARTMENT: Public Works
BACKGROUND
At the July 13, 1993 City Council Meeting, council approved the Commercial Waste
Collection and Recycling Program. Council's approval was in part predicated on a six
month review of the effectiveness of the Commercial Waste Collection and Recycling
Program and the commercial rate band. Staff had planned to present the review of the
program in February of 1994, however complications resulting from the Northridge
Earthquake required that the review be rescheduled for May of 1994. -
During April of 1994 Solid Waste Division staff, in coordination with the Valencia Industrial
Association (VIA) and the Canyon Country and Santa Clarita Valley Chambers of
Commerce, distributed seven hundred surveys to local businesses to evaluate the
effectiveness of the Commercial Waste Collection and Recycling Program and the
commercial rate band established in the contracts with Atlas Refuse Removal, Santa Clarita
Disposal and Blue Barrel Disposal. The City received sixteen completed surveys. This level
of response did not afford City staff the ability to adequately assess the effectiveness of the
program.
Subsequently, in order to obtain further input and comments from the business sector, at the
May 24, 1994 City Council Meeting, staff was directed to host a joint public participation
meeting with VIA, the Canyon Country Chamber of Commerce and the Santa Clarity Valley
Chamber of Commerce. Accordingly, a breakfast meeting was scheduled for Wednesday,
September 14, 1994. Announcements of the meeting were published in the local newspapers.
Flyers were also distributed through VIA and the two Chambers of Commerce. Although
the meeting was advertised in advance and board members from both VIA and the two
Chambers of Commerce placed meeting reminder calls to their members, representatives
from local businesses were absent from the meeting.

Based on the limited level of participation in both survey and the public meeting, staff
recommends continuing the existing commercial waste collection and recycling program
while periodically monitoring its effectiveness. Staff will continue to coordinate with the
City's Commercial Refuse/Recycling haulers to promote and expand recycling and waste
diversion in the business community through:
■Presentations/Speaking engagements with business associations and special events
■Providing recycling articles for business association newsletters through VIA and the
two local chambers
■Providing recycling advertisements in local newspapers
■Utilizing Public Service Announcements and Press Releases
■Development/distribution of a commercial recycling guidebook
RECOMMENDATION
Direct staff to continue the existing commercial waste collection and recycling program and
periodically monitoring its effectiveness.
